SUBJECT: TRAFFIC CALMING REVIEW ALONG PINE STREET BETWEEN GARVEY
AVENUE AND GRAVES AVENUE
SUMMARY
On behalf of the City of Rosemead, engineering staff has completed a review of the road segment
along Pine Street, as well as recommended appropriate improvements at the location of Pine Street
between Garvey Avenue and Graves Avenue.
The City of Rosemead has received a request to review the segment of Pine Street, between Garvey
Avenue and Graves Avenue. The city is requesting to evaluate this segment for the installation of
speed humps, and other traffic calming measures. In response to this request and on behalf of the
City, engineering staff has completed a traffic review of this segment of Pine Street to determine
if the street segment qualifies for the installation of traffic calming measures.
ANALYSIS
The traffic review included an analysis of the existing roadway conditions, a field review, and a
review of approximately 3 -years of available collision data.
Existing Conditions:
Pine Street is a north/south roadway, classified as a local road per the California Road Systems
Map by Caltrans. This segment of Pine Street extends from Graves Avenue, approximately 3100 -
ft north to Garvey Avenue. Pine Street is stop controlled at the intersections with Garvey Avenue,
Newmark Avenue, and Graves Avenue. At the intersection with Newmark Avenue, the north and
south legs of Pine Street are offset by approximately 60 -ft. North of Newmark Avenue, Pine Street
measures approximately 30 -ft in width, and south of Newmark Avenue, the street measures
approximately 35 -ft in width. The speed limit along Pine Street is 25 MPH, however there is a

posted speed limit of 20 MPH. Based on the Citywide Speed Survey completed in 2023, the posted
speed limit along Pine Street should be 25 MPH. The roadway has one lane of travel in each
direction, and no marked centerline. There is white side striping along part of the street segment
along Pine Street, near Jay Imperial Park. Parking is allowed along both sides of Pine Street, from
Graves Avenue to Newmark Avenue, and along the east side of Pine Street, between Newmark
Avenue and Garvey Avenue. Parking is prohibited along the west of Pine Street, from Newmark
Avenue to Garvey Avenue, and during street sweeping times on Friday from loam to 2pm. Land
use along this area of Pine Street consists mostly of single-family residential housing, Jay Imperial
Park, and a commercial area near Garvey Avenue. Jay Imperial Park runs diagonal to Pine Street,
and intersects with the street midblock, approximately 600 -ft north from Graves Avenue. Near Jay
Imperial Park, there is an unprotected marked crosswalk that connects both sides of the park.
STAFF RECOMMENDATION
After a thorough review of existing field and traffic conditions and per the guidelines in the
California Manual on Uniform Traffic Control Devices (CAMUTCD), California Vehicle Code
(CVC), and based on engineering judgement, it was determined that the segment along Pine Street
between Garvey Avenue and Graves Avenue meets the requirements for the installation of traffic
calming devices along the street.
Please refer to the Installation Exhibit in Attachment A for a conceptual exhibit representation
of the proposed recommendations.
These improvements include:
1. REMOVE AND REPLACE SPEED LIMIT SIGN (R2 —1): Remove the existing "20"
Speed Limit sign that is located along the west side of Pine Avenue, approximately 960 -ft
north of Graves Avenue. Replace sign with a "25" Speed Limit Sign (R2-1).
a. The adopted Citywide Speed Survey for the City of Rosemead has a speed of 25 MPH
along this segment. If the "20 MPH" sign is left posted along Pine Street, then it is not
enforceable by the police department when using radar.
2. REMOVE AND REPLACE SPEED LIMIT SIGN (R2 —1): Remove the existing "20"
Speed Limit sign that is located along the east side of Pine Avenue, approximately 630 -ft
north of Graves Avenue. Replace sign with a "25" Speed Limit Sign (R2-1).

along this segment. If the "20 MPH" sign is left posted along Pine Street, then it is not
enforceable by the police department when using radar.

3. INSTALL NEW SPEED LIMIT SIGN (R2 —1): Install new "25" Speed Limit sign along
the west side of Pine Avenue, approximately 160 -ft south of Garvey Avenue (R2-1).
4. INSTALL SPEED FEEDBACK SIGN: Install Speed Feedback Sign at the following
locations:
a. Install one speed feedback sign under the proposed "25" speed limit sign, located along
the west side of Pine Avenue, approximately 960 -ft north of Graves Avenue.
b. Install one speed feedback sign under the proposed "25" speed limit sign, located along
the east side of Pine Avenue, approximately 630 -ft north of Graves Avenue.
5. INSTALL "25" PAVEMENT LEGENDS ADJACENT TO SIGNAGE: Install "25"
Pavement Legends adjacent to the new 25 MPH Speed Limit Signage along Pine Street,
between Garvey Avenue and Graves Avenue.
6. INSTALL DOUBLE YELLOW CENTERLINE: Install double yellow centerline along
Pine Street, from Garvey Avenue to Newmark Avenue, and along Pine Street from
Newmark Avenue to Graves Avenue. Install the double yellow centerline along the entire
segment of Pine Street.

Pine Street: Within the City of Rosemead, Pine Street is a north/south roadway, classified as a local road

COLLISION DATA
Collision data was obtained from the computerized collision records system maintained by the State of
California Statewide Integrated Traffic Records System (SWITRS). A review of collision history along this
segment of Pine Street, between Garvey Avenue and Graves Avenue, was conducted over a 3 year period
between January 2021 to the most recent available data, December 2023. Based on the information
provided, a summary breakdown of the number of relevant collisions within the studied segment are
listed below and shown in Table 1.

AVERAGE DAILY TRAFFIC (ADT)
As a part of this traffic review, Average Daily Traffic (ADT) counts were recorded on three different days:
on Thursday, March 21, on Friday, March 22, and on Saturday, April 20, 2024. This data was taken along
Pine Street, between Garvey Avenue and Graves Avenue. A summary of ADT data is shown in Table 2:
Average Daily Traffic (ADT). The Average Daily Traffic reports are attached (Attachment 1) at the end of
the report.

SPEED SURVEY
To assess the speed at which vehicles are traveling along this segment of Pine Street, between Garvey
Avenue and Graves Avenue, 24-hour speed surveys were taken on three different days. Data was collected
on Thursday, March 21, on Friday, March 22, and on Saturday, April 20, 2024. The average 85th percentile
speed of vehicles traveling along the segment was found to be 33MPH, on all three days. This means that
85 percent of the vehicles sampled were traveling at 33 MPH or below, which is 13 MPH above the posted
speed limit of 20 MPH. Table 4 below shows the Thursday, March 21, 2024, Friday, March 22, 2024, and
Saturday, April 20, 2024, speed survey results. The speed summary is attached (Attachment 2) at the end
of the report.

*The Speed Limit along Pine Street should be posted as 25 MPH on the segment, according to the 2023
Citywide Speed Survey for the City of Rosemead. If the posted speed remains at "20 MPH" it is not
enforceable by the police department radar.
PROPOSED SPEED HUMP CRITERIA
The City is in the process of developing a Traffic Calming Policy that would include criteria for the
installation of speed humps. The policy would need to be considered and approved by City Council prior
to the recommendation and installation of a speed hump. Within the proposed traffic calming policy that
is currently being developed, a street must meet the following criteria to be considered for a speed hump,
including:
Items that are typically required for the installation of speed humps includes:
• Residential Street, or a Local Road
• Posted Speed Limit of 30 MPH or below
• ADT (Average Daily Traffic) of 500 to 2500 vehicles
• One lane each direction, with a roadway width of 40 -feet or less
• Resident Petition
Although the residents asked for speed hump installation at this location, speed humps cannot be
considered at this time without official policy review and approval by City Council.
RECOMMENDATIONS
After a review of existing traffic conditions and following the proposed speed hump criteria, the California
Manual on Uniform Traffic Control Devices (CAMUTCD), California Vehicle Code (CVC), and based on
engineering judgement, it was determined that the segment of Pine Street, between Garvey Avenue and
Graves Avenue would qualify for installation of speed humps, as well as other traffic calming measures.
Speed Humps cannot be considered for installation at this time, however, should the City Council approve
the Traffic Calming Policy and the proposed speed hump criteria, the street segment could be reevaluated
for the installation of speed humps. A traffic review to reevaluate the segment would take place 6 months
after the recommendations outlined within this report have been implemented. The following
improvements are being recommended and are shown in the Exhibit:
