PUBLIC HEARING CEQA:The following item is not subject to the California Environmental Quality Act, unless noted on the item. A. Public Hearing On Consideration of a Municipal Code Amendment to the City of Rosemead Floodplain Management Section, and Introduce for First Reading Ordinance No. 1022 The City of Rosemead is a participant in the National Flood Insurance Program that enables property owners in participating communities to purchase insurance protection against losses from flooding and mudflow damage. Furthermore, the City of Rosemead is in the process of updating its Local Hazard Mitigation Plan (LHMP) for approval by the California Governor's Office of Emergency Services (CalOES) and the Federal Emergency Management Agency (FEMA). The purpose of the LHMP is to provide hazard, vulnerability, and mitigation information; to ensure that local hazard mitigation planning is coordinated to the greatest extent feasible; and to ensure that local jurisdictions are made aware of the local hazards and vulnerabilities within their jurisdiction and to develop strategies to reduce those vulnerabilities. As part of the updated draft LHMP, CalOES requested that the City of Rosemead update its Municipal Code to incorporate "substantial improvement and substantial damage" provisions consistent with the State of California Model Floodplain Management Ordinance language as administered by the California Department of Water Rosemead City Council Special and Regular Meeting Agenda September 10, 2024 Resources. Delays in the approval of the LHMP could result in the loss of Federal funding in the event of a disaster or emergency. Recommendation: That the City Council take the following actions: 1. Conduct a public hearing and receive public testimony; and 2. B. Minutes Recommendation: That the City Council approve the special meeting minutes of August 26, 2024, and August 27, 2024. C. Federal Legislative Advocacy Day — September 17 — 19, 2024 in Washington, DC The City's Federal lobbyist David Turch & Associates is coordinating afederal lobby day for the month of September when the Senate and the House of Representatives will be in session. Visiting while representatives are in session provides the maximum opportunity to meet with them face-to-face. The intent is to conduct meetings to discuss topics on Transportation, Public Safety, Economic Development, Housing, and various issues affecting the City of Rosemead. The City Council will consider authorizing the attendance of any Council Member and City staff who wishes to attend a Federal Legislative Advocacy Day in Washington, DC on September 17-19, 2024. Recommendation: That the City Council authorize the attendance, at City expense, of any Council Member and City staff interested in attending a Federal Legislative Advocacy Day in Washington, DC on September 17-19, 2024. D. National League of Cities 2024 City Summit Conference — November 13-16, 2024, in Tampa Bay, FL The City Council will consider authorizing the attendance of any Council Member and City staff who wishes to attend the 2024 National League of Cities City Summit Conference in Tampa Bay, Florida from November 13-16, 2024. Recommendation: That the City Council authorize the attendance and finance of any Council Member and City staff that attends the National League of Cities 2024 City Summit Conference in Tampa Bay, Florida from November 13-16, 2024. E. Federal Legislative Advocacy Services — David Turch & Associates On September 24, 2019, the City of Rosemead approved a Professional Services Agreement with David Turch & Associates ("DT&A") for federal legislative advocacy services for a three-year period, approving two additional one-year renewals. The agreement is set to expire September 24, 2024. Retaining the firm would continue to help the City identify, pursue, and protect essential federal 5 Rosemead City Council Special and Regular Meeting Agenda September 10, 2024 program funding, and provide grant services, including working with the city to submit successful federal grant applications. DT&A provides comprehensive strategic planning, federal grant opportunities, legislative goal setting, intergovernmental liaison and political analyses. DT&A would also work to support or oppose legislation, regulations, and policy that would either benefit or harm the City or its residents and foster or enhance relationships with members of Congress and Executive Agency officials. Recommendation: That the City Council approve, authorize, and direct the City Manager to enter into a three-year agreement with two, 1 -year options with David Turch & Associates for federal legislative advocacy services, in an amount not -to -exceed $66,000 annually. F. Lease Renewal with Ricoh USA, Inc., for Print Goods and Services The City currently utilizes Ricoh USA, Inc. to lease six copiers and one wide format machine for print, copy, scanning, and fax services, including maintenance. The current Master Lease Agreement will expire September 2024. Renewal of the Master Lease Agreement for a 5 -year term would lock in a fixed monthly lease rate of $1,795 or $107,700 for the entire term, and reduced print fees for the entire term. Recommendation: That the City Council approve, authorize, and direct the City Manager to enter into a five-year agreement with Ricoh USA, Inc. for print goods and services, in an amount not -to -exceed $107,700 for the entirety of the term. G. Tree Maintenance Services — Award of Contract to West Coast Arborists, Inc. The City's existing contract for tree maintenance services with West Coast Arborist Inc. (WCA) will expire on September 10, 2024. The scope of work for this contract includes annual tree trimming, service request trimming, tree removal and replacement, emergency response and the maintenance of a GIS based tree inventory. The new contract will include a 3 -year grid trim cycle and as needed services as requested by the City. A Request for Proposals (RFP) was posted to the City's PlanetBids vendor portal on July 3, 2024. Eight proposals were received on July 24, 2024. Staff reviewed the proposals for completeness, understanding of scope of work, quality of support facilities, experience and cost. Based on staff review it is recommending that the City Council authorize the City Manager to execute an agreement between the City of Rosemead and West Coast Arborists, Inc. for Tree Maintenance Services for an initial 34 -month contract term in the amount of $223,000 per fiscal year through June 30, 2027, with the option for up to two one-year extensions. Recommendation: That the City Council authorize the City Manager to execute a thirty-four (34) month contract with West Coast Arborists, Inc. in the amount of $223,000 per fiscal year through June 30, 2027, with the option for up to two one-year extensions and authorizes the City Manager to determine whether to enter into any agreements to extend the term for each of the two one-year extensions. 6 Rosemead City Council Special and Regular Meeting Agenda September 10, 2024 6. MATTERS FROM CITY MANAGER & STAFF A. Rosemead Park Walking Trail Replacement Project No. 49019- Award of Contract In December 2020, the replacement of the Rosemead Park Walking Trail (Trail) was completed. On January 12, 2021, a community petition was filed at City Hall stating safety concerns of the newly replaced Trail. In response to the community petition, the City Council directed staff to develop options to improve the Trail and address the community concerns. At the April 27, 2021, City Council meeting, staff presented options to improve the Trail, however, none of the options were approved by City Council. On September 29, 2021, the City Council directed staff to develop a Trail Subcommittee to help identify additional potential options for improvements to the Trail. The Subcommittee assisted in identifying potential options to address community safety concerns by performing athorough evaluation of potential options and working to develop arecommended option. At the July 12th, 2022, City Council meeting, Option 4 was approved to address the concerns of the walking trail. Option 4 includes removal of the existing half-inch synthetic layer at Rosemead Park Walking Trail and the grinding of an inch of the existing concrete base to accommodate for a new inch and a half synthetic layer. Staff also coordinated for a topographic survey of the walking trail to be conducted to identify several additional low spots along the walking trail. A total of twenty-three low spots were identified and will serve as the locations of the one -inch diameter weep holes to be installed through the subbase along the walking trail, which will serve as drainage to minimize standing water within the synthetic layer. This option achieves the project goal which is to install a softer synthetic surface to address safety concerns from the community as well as ADA access compliance. As a result of a comprehensive bid analysis to determine the apparent low bid, the bid submitted by R.E. Schultz Construction, Inc. in the amount of $487,630 was determined to be the lowest responsive bid. Recommendation: That the City Council take the following actions: 1. Approve the plans and specifications for the Rosemead Park Walking Trail Replacement—Project No. 49019; and 2. Authorize the City Manager to execute a contract with R. E. Schultz Construction, Inc., for the base bid amount plus the additive bid item totaling $519,640.00. In addition, authorize an amount of $51,964.00 (10%) as a contingency to cover the cost of unforeseen construction expenses, for a total construction budget of $571,604.00 and adopt Resolution No. 2024-45, amending the City's Fiscal Year 2024-25 CIP Budget to appropriate additional funds in the amount of $35,000 in Street Light District funding to increase the total project budget to $572,000: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD, CALIFORNIA, AMENDING THE FISCAL YEAR 2024-25 CAPITAL IMPROVEMENT PROGRAM BUDGET AND APPROPRIATE ADDITIONAL FUNDS FOR THE ROSEMEAD PARK WALKING TRAIL REPLACEMENT (PROJECT NO. 49019); or Rosemead City Council Special and Regular Meeting Agenda September 10, 2024 3. Authorize the City Manager to execute a contract with R.E. Schultz Construction, Inc., for the base bid amount of $487,630.00. In addition, authorize an amount of $48,763.00 (10%) as a contingency to cover the cost of unforeseen construction expenses, for a total construction budget of $536,393.00. 7. MATTERS FROM MAYOR & CITY COUNCIL A. Discussion of Preferential Parking Districts At the June 27, 2024, City Council special meeting, Council Member Armenta requested additional information for a discussion on parking districts in the City of Rosemead. Recommendation: That the City Council direct staff as necessary to further evaluate and/or develop a preferential parking program in the City of Rosemead. B. City of Rosemead Public Transit Services On July 23, 2024, Staff presented a high-level overview of the City's transportation services, including program operations, cost, and ridership information. The City Council requested additional information to gain a better understanding of current expenditures and explore options to enhance transportation services. Staff has conducted a thorough analysis of the requested information and will provide a comparative analysis of potential cost savings by utilizing alternative ride -hailing options to supplement our current transportation options. Recommendation: Receive and provide direction to staff. C. Council Comments 8. ADJOURNMENT The regular City Council meeting of August 27, 2024, will go dark due to summer break. The next regular City Council meeting will be held on September 10, 2024, at 7:00 p.m. in the Rosemead City Hall Council Chamber.
