A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ROSEMEAD REQUESTING THAT THE LEGISLATURE OF THE
STATE OF CALIFORNIA ADOPT A COMPREHENSIVE PROGRAM
OF TAX RELIEF AND REFORM AND SPECIFICALLY A PROGRAM
WHICH WILL ELIMINATE THE PRESENT INEQUITABLE TREATMENT
OF REAL PROPERTY OWNERS IN THE STATE OF CALIFORNIA.
WHEREAS, passage of Proposition 1-a and Assembly Bill 800
without a meaningful re-analysis and examination of the entire tax
structure within the State of California, has resulted in additional
piecemeal attempts to solve the problem of the inequitable distribu-
tion of the tax burden among the citizens of the State of California,
particularly in the area of real property taxation; and,
WHEREAS, the present tax structure, particularly in the
field of real property taxes, has, because of its fragmentary develop-
ment, become confiscatory in nature, and harsh and inequitable in its
application, and particularly in its application to those least able
to bear the burden, to wit: retired persons, senior citizens, low
income groups, and those otherwise limited to fixed incomes; and,
WHEREAS, there has been no significant attempt at comprehen-
sive tax reform in the State of California for the past 35 years; and,
WHEREAS, the State of California, through its legislature,
by failing to comprehensively consider the tax structure in the State,
has not adequately assumed its responsibilities in connection with the
financing of the education of the children of this State, as a result
of which local school districts are forced to resort to property taxes,
which inequitably force one group of citizens to bear a larger burden
of the cost of educating our children than any other group and which,
in addition, have operated to increase the inequities between local
school districts in the State; and,
WHEREAS, the City Council of the City of Rosemead feels that
it is the duty of the State Legislature to see that meaningful, com-
prehensive tax reforms are adopted whereby those citizens who are
real property owners in the State of California are not discriminated
against in the field of property taxation;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the
City of Rosemead requests that the legislature of the State of California
immediately initiate new legislation to provide for a comprehensive tax
program that will eliminate the inequities now existing concerning the
taxes paid by the real property owners in the State of California.'
BE IT FURTHER RESOLVED that a copy of this Resolution be
forwarded to State Senator Alfred H. Song, Assemblyman Harvey Johnson,
Assemblyman Walter J. Karabian, to all cities in Los Angeles County,
to the members of the Board of Supervisors of the Los Angeles County,
and to the League of California Cities.
