CITY OF ROSEMEAD
RESOLUTION NO. 69-32
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ROSEMEAD EXPRESSING OPPOSITION TO SENATE
BILL 1414 AND ASSEMBLY BILL 374.
The City Council of the City of Rosemead hereby resolves as follows:
WHEREAS, the mandatory provisions of Senate Bill 1414
for mimimum salaries of policemen, mandatory increases and adjust-
ments, double and triple time, and vacations and sabbatical leaves,
would create a financial burden on cities that the present tax
and revenue structures of cities are incapable of meeting and
would create serious disproportion between salaries of policemen
and other city officers and employees; and
WHEREAS, Assembly Bill 374 would also impose mandatory
cost increases on local governments by the inactment of retirement
and other provisions regarding policemen and firemen which are not
realistic in the present cost and income structure of city govern-
ments; and
WHEREAS, it is fundamental to sound fiscal planning of
any governmental agency that it must have control over both its
income and expenditures in order to serve the needs of its citizens
when their capacity to pay for such services.
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Rosemead hereby expresses its strong opposition to the
adoption of Senate Bill 1414 and Assembly Bill 374, as we considered,
fiscally unsound, and possibly disastrous to the financial stability
of city governments.
RESOLVED:::FURTHER';,that the legislature of the State of
California is requested to appoint an interim committee-to study
the problem of providing.for adequate compensation for the richly .
deserving police and fire personnel of the cities of California,
including both compensation levels and sources of funds therefor.
RESOLVED FURTHER, that copies of this resolution be
certified by the City Clerk and forwarded to Senator Alfred H.
Song, Assemblymen Walter Karabian and Harvey Johnson, to the
Senate Committee on Finance, the Assembly Committee on Finance-,
and Insurance and to the League of California Cities.
