SUBJECT: ADMINISTRATIVE POLICY NO. 10-15 (BOULEVARD BANNER
POLICY)
SUMMARY
At the September 10, 2024 City Council meeting, El Monte Union High School District Trustee
Mr. Qui Nguyen and Superintendent Dr. Edward Zuniga spoke during the Public Comment period
requesting the City's support for City installation of Rosemead High School graduating class
banner installation on street light poles. Mayor Ly requested an agenda item for discussion.
In 2020, the El Monte School High School District ("District") approached the City for support in
recognizing the 2020 graduating class at Rosemead High School. Due to COVID-19, the
graduating ceremony was cancelled, the District sought an alternative means to celebrate and
recognize the accomplishments of the graduating seniors. The banners were provided by the
District and the past City Manager authorized the banner installation on street light poles by City
staff under the COVID-19 local public health emergency order. The banners were installed
annually in 2020, 2021, 2022, and 2023 (approximately 80 banners installed along Valley Blvd.,
between Rosemead Blvd. and Rio Hondo Ave.). Los Angeles County's declaration of a local
public health emergency for COVID-19 ended on March 31, 2023.
The District is seeking continued City support to install the Rosemead High School graduating
class banners on street light poles. As prior, the District will provide the banners and the City
would install and maintain them. The prior practice has resulted in the District's almost exclusive
use of the City's sidewalk banners.
The City's `Boulevard Banner Policy" (No. 10-15) is attached for reference. The Policy contains
provisions which is outside of the District's request, including the number of banners (two banners
at two locations) and the duration (30 days limit). As such, staff would seek the Council's direction
on this matter. It should also be noted that the Policy itself is unclear as to whether this applies to
sidewalk banners or just boulevard banners so the Policy should be clarified and updated as well.

SUBJECT: BOULEVARD BANNER POLICY

PURPOSE: To establish a uniform policy regarding the temporary display of banners over public
streets as an opportunity for Rosemead non-profit or similar organizations and
governmental agencies to advertise community events or programs.
General Policy: The City of Rosemead recognizes the need of non-profit community and
similar organizations to promote events and activities to the community. To ensure that
organizations are served in an equitable manner, each will be permitted to display up to two (2)
banners annually at a maximum of two locations.
Provisions: Banners proposed to be hung in the public right-of-way shall conform to the
following requirements.
Banner Design/Condition
A. Banners should be professionally made and comply with the following specifications:
1. Banner size shall be four (4) feet wide and ten (10) to thirty (30) feet long.
2. Banner material shall be thirteen (13) ounce reinforced web vinyl. All corners of the
banner shall be reinforced.
3. Cable snaps (i.e. grommet holes) shall be installed the length of the banner on both the
top and bottom edges. Spacing shall be two (2) feet on center.
4. Wind Pockets shall be installed and spaced six (6) feet on center.
B. No lights or other displays requiring electricity connections will be installed or allowed.
C. All banners are to be safe, neat, clean, and in good condition. Banners deemed
unacceptable will not be displayed.
D. The locations where street banners are displayed are on public property and are deemed by
the City not to be public fora. Banners shall only be used to advertise events of community
interest and shall not be used to advertise political events or positions.

Installation/Display of Banners
A. Banners will only be approved for a 501(c)(3) corporation headquartered in the City, with a
physical office located in the City, with a minimum of resident membership of 50%, or serving
a minimum of 500 residents of the City, or a federal, state, county, or local government
agency receiving City Manager approval.
B. Any applicant wishing to display a banner must submit a completed application with the City
of Rosemead Parks and Recreation Department at least thirty (30) days before desired
display dates. A non-refundable administrative fee is required at the time of application. If
the applicant fails to complete the application process, the fee will not be refunded. If the
request cannot be granted for any reason, the fee will be refunded.
C. The applicant must agree to indemnify and hold harmless the City of Rosemead, its officers,
employees, and agents from any claims, demands, or judgment in favor of any person
arising out of the installation, display, or removal of a banner.
D. Additionally, the applicant must provide the City with a certificate of insurance in the amount
of $1,000,000 per occurrence for bodily injury, personal injury, and property damage.
Applicant agrees to have its insurer endorse the third party general liability coverage
required herein to include as additional insured City, its officials, employees and agents,
using standard ISO endorsement No. CG 2010 with an edition prior to 1992.
E. Banners will be installed by the Public Works Department, and must be delivered to the
Public Services Center at 7933 Emerson Place at least three (3) working days prior to
installation date. After banners are taken down, they must be picked up within three (3)
working days. Banners not collected in a timely manner will be discarded.
F. The City of Rosemead is not responsible for any damage to banners before, during, or after
installation or display. If a banner is damaged during display, it will be removed and the
applicant notified.
G. Banners will not be displayed more than thirty (30) days prior to an event and for no more
than thirty (30) days. Banners will be removed the first business day following the
event/activity being promoted.
H. Priority for banner display is always given to City of Rosemead programs, events, and
activities. Otherwise, display will be granted on a first-come, first-served basis.
I. The City of Rosemead reserves the right to shorten display time or to revoke permission for
any reason.
