PSC - Item 2A - Minutes of August 22, 2024 MINUTES OF THE ROSEMEAD PUBLIC SAFETY COMMISSION REGULAR MEETING August 22, 2024 The Regular Meeting of the Rosemead Public Safety Commission was called to order by Chair Amy Wu at 7:02 p.m. in the Rosemead City Council Chamber located at 8838 East Valley Boulevard, Rosemead, California. PRESENT: Chair Amy Wu, Vice-Chair Jeff Foutz, Commissioners Liz Fonseca, Stephanie Garcia,andSarahKuang ABSENT: Commissioners Tommy Martinez and Yin Yin Ta PLEDGE OF ALLEGIANCE: was led by Chair Wu INVOCATION: was led by Vice-Chair Foutz 1. PUBLIC COMMENTS FROM THE AUDIENCE Chair Wu opened the Public Comment period. No Public Comments were received. Vice-Chair Foutzclosed the Public Comment period. 2. CONSENT CALENDAR th , 2024 Commissioner Garcia made a motion to approve the minutes from the July 25 Public Safety Commission Meeting, and was seconded by Commissioner Fonseca. Motion carried by the following vote: YES: 5-0 3.MATTERS FROM STAFF A. LACoFD Fire and EMS Incidents Report (July 2024) A representative was not in attendance to present the reports. This item was Received and Filed by the Commission. B. Crime Statistics (July 2024) A summary of the crime statistics from July 2024 was provided by Police Chief Lt. Tiwari.He advised the deputies have continued to conduct retail theftoperations and are encouraging businesses to report crimes, which will leadto an increase in crime stats. He advised a recent shooting incident has possibly caused an increase ofgraffiti in the city;any sightings of graffitishould be reported immediately.Lt. Tiwari also advised car thefts are particularly high among Kia vehicles due to easy accessibility. Vice-Chair Foutz askedif the increase in graffiti is a result of individuals going back to school and attempting to establish their terrain.Lt. Tiwari advised he does not know if going back to school is influencingthe rise of graffiti. Additionally, he advised the City is looking to pursue offenses such as graffiti using the City Municipal codeand attorneyto gain better compliance and deterrence. Chair Wu inquired regarding the data for residential burglariesand asked for the stats to be reviewed due to the high number of incidents reported. Commissioner Fonseca attempted to explain the data and asked for further clarification. Lt. Tiwari advised he would confirm the numbers with the crime analyst. Chair Wu asked, what is the procedure for cars that do not have any license plates? Lt. Tiwari advised all cars must have a plate assigned and explained what typically may happen if the sheriff’s do see a vehicle without a license plate. Chair Wu asked, where is the data for mail/package theft? Lt. Tiwari explained it can be reported under petty theft but it is under the jurisdiction of the postal office. Commissioner Garcia asked, with school starting soon, do the deputies have a plan to patrol during school hours? Lt. Tiwari advised the motor deputy coordinates with all the schools to conduct patrols. The patrol units are also encouraged to patrol the schools. Commissioner Garcia expressed further concern regarding a busy crosswalk on Del Mar Ave. between Garvey Ave. and Graves Ave. Commissioner Garcia requested if patrols can be heightened for that specific crosswalk. Lt. Tiwari advised he would let the motor deputy know about this concern. Commissioner Fonseca asked for follow-up regarding a speeding operation completed on Landis View Lane and Walnut Grove Ave.Lt. Tiwari advised the motor deputy is patrolling the area. This item was Received and Filed by the Commission. C. Rosemead SAO Team Weekly Reports (July 2024) Police Chief Lt. Tiwari advised a new deputy will be joining the team. Chair Wu asked if the SAO team patrols the same addresses every week. Lt. Tiwari advised he would double check with the team. Chair Wu inquired about the status of the CSO program. Lt. Tiwari provided information about the CSO program, training in September and potential shift times. Assistant City Manager Richard Rojas provided further details about the implementation of the program, advising it should take about a year to observe, refine, and adjust. Commissioner Kuang asked how areas are selected for patrol and how can an individual submit a request for patrols? Lt. Tiwari advised patrols are conducted based on current trendsand patrol requests can be submitted to the city or through the publicly available reporting app on the City website. Chair Wu requested a monthly response times report for the next meeting to gauge the impact of the CSO program and see if there are reductions in response times. Commissioner Fonseca asked if the SAO team is down an Officer. Lt. Tiwari st . confirmed the team was not fully staffed but will be by September 1 Commissioner Kuang inquired for more information aboutmental health training the deputies receive and for more info about the MILO training detailed in the SAO report. Lt. Tiwari advised itsscenario-basedtraining, and this iscontinued training, in additionto mental health training they receive early in their careers. This item was Received and Filed by the Commission. D. L.A. CADA Supplemental Services Report (August 2024) A representative was not in attendance to present the reports. This item was Received and Filed by the Commission. E. Crime Prevention and Emergency Preparedness Activities Public Safety Supervisor Mandy Wong provided a brief updateon upcomingevents such asback to school night, community area watch, great shake out, etc. She advised additional EOC training is being conducted as well. Vice-Chair Foutz inquired if communications has enhanced among agencies since the large rainstorm in late January. Public Safety Supervisor Wong advised of the public assistance requested from FEMA. She also advised of a monthly meeting that occurs with the Area D coordinator, which includes 23 cities, where notes are compared, and lessons learned are shared. Commissioner Fonseca asked if a social media post can be published on a weekly basis of earthquake resources due to the recent activity. Commissioner Comments Commissioners thanked Public Safety Supervisor Mandy Wong for being available and coordinating successful events. 5.ADJOURNMENT The meeting was adjourned at 7:52p.m. The next Public Safety Commission meeting th will be held on Thursday, September26, 2024, at 7:00 p.m. in the Council Chambers.
