Traffic Calming Review along Bartlett Avenue between Garvey Avenue and Ramona Boulevard SUMMARY The City of Rosemead has received a request to review the segment of Bartlett Avenue between Garvey Avenue and Ramona Boulevard. The city is requesting to evaluate this segment for the installation of traffic calming measures. In response to this request and on behalf of the City, engineering staff has completed a traffic review of this segment of Bartlett Avenue to determine if the street segment qualifies for the installation of traffic calming measures. After a thorough review of existing traffic conditions and per the California Manual on Uniform Traffic Control Devices (CAMUTCD), California Vehicle Code (CVC), based on the traffic reviewand engineering judgement, the segment of Bartlett Avenue between Ramona Boulevard and Garvey Avenue, was found to qualify for the installation of traffic calming measures. Install sign along the west side of Ivar Avenue, approximately 60-feet north of Lawrence Avenue. b. Install sign along the east side of Ivar Avenue, approximately 250-feet south of Newby Avenue. 2. REMOVE & REPLACE SCHOOL SPEED LIMIT SIGNAGE WITH NEW SCHOOL ZONE SIGNAGE (SW24-1): Install existing School Speed Limit 25 MPH Signage, and replace with new School Zone (SW24-1) Signs along Ivar Avenue for northbound and southbound traffic, between Valley Boulevard and Mission Drive: a. Remove and replace School Speed Limit 25 MPH Sign with new School Zone Sign (SW24-1) for northbound traffic, approximately 35-feet south of the intersection of Bentel Avenue and Ivar Avenue. b. Remove and replace School Speed Limit 25 MPH Sign with new School Zone Sign (SW24-1) for southbound traffic, approximately 175-feet south of the intersection of Mission Drive and Ivar Avenue. 3. INSTALL NEW 25 MPH SPEED LIMIT SIGNS: Install new 25 MPH Speed Limit Signs (R2-1) beneath existing speed feedback signage, for northbound and southbound traffic, along Ivar Avenue between Valley Boulevard and Mission Drive: a. Install a 25 MPH Speed Limit Sign beneath the existing Speed Feedback Sign for northbound traffic, located on the east side of Ivar Avenue, approximately 340-ft north of Valley Boulevard. b. Install a 25 MPH Speed Limit Sign beneath the existing Speed Feedback Sign for southbound traffic, located on the west side of Ivar Avenue, approximately 290-ft south of Mission Drive. 4. REFRESH CENTERLINE, INSTALL DOUBLE YELLOW CENTERLINE ALONG IVAR AVENUE: Refresh the existing yellow centerline, and install a double yellow centerline along Ivar Avenue, between Valley Boulevard and Mission Drive. Replace 25 MPH Speed Limit Sign on the west side of Muscatel Avenue for southbound traffic, approximately 145-feet south of the intersection with Ramona Boulevard. b. Replace 25 MPH Speed Limit Sign on the east side of Muscatel Avenue for northbound traffic, approximately 245-feet north of the intersection with Garvey Avenue. 2. INSTALL "25" SPEED LIMIT SIGNAGE: Install two new 25 MPH Speed Limit Signs (R2-1) along Muscatel Avenue, adjacent to the existing "25' pavement legends: a. Install new 25 MPH Speed Limit Sign on the east side of Muscatel Avenue for northbound traffic, approximately 1430-feet south of the intersection with Ramona Boulevard. b. Install new 25 MPH Speed Limit Sign on the west side of Muscatel Avenue for southbound traffic, approximately 1430-feet south of the intersection with Ramona Boulevard. 3. REMOVE & REPLACE SCHOOL SPEED LIMIT 25 MPH SIGNAGE (SR4-1 (CA)): Remove and replace School Speed Limit 25 MPH Signage with School Zone Signage (SW24-1) along Muscatel Avenue for northbound traffic, at the north-east corner of the intersection of Hovey Street and Muscatel Avenue. 4. REMOVE & REPLACE EXISTING 25 MPH SIGN WITH NEW 30 MPH SIGN (R2-1): Remove and replace existing 25 MPH signage with new 30 MPH sign (R2-1) along Muscatel Avenue between Valley Boulevard and Mission Drive. a. Remove and replace old speed limit signage with new 30 MPH Speed Limit sign (R2-1) for northbound traffic along Muscatel Avenue, approximately 185-feet north of the intersection with Valley Boulevard. b. The sign must be replaced to reflect the Citywide Speed Survey completed in 2023 for the City of Rosemead. The posted speed limit is 30 MPH along the segment. The new sign will match the existing "30" pavement legends along the segment. 5. REMOVE & REPLACE NON-FUNCTIONAL SPEED FEEDBACK SIGNS: Remove and replace non-functional Speed Feedback Signs on Muscatel Avenue for northbound and southbound traffic. a. Replace speed feedback sign for northbound traffic on Muscatel Avenue, approximately 75-feet south of the intersection with Hovey Street. b. Replace speed feedback sign for southbound traffic on Muscatel Avenue, approximately 120-feet south of the intersection with Edmond Drive. 6. INSTALL SCHOOL SPEED LIMIT 25 MPH SIGNAGE (SR4-1 (CA)): Install School Speed Limit 25 MPH Signage (SR4-1 (CA)) along Muscatel Avenue for northbound and southbound traffic, between Valley Boulevard and Mission Drive, above the existing Speed Feedback Signag& a. Install School Speed Limit 25 MPH Sign (SR4-1 (CA)) above Speed Feedback Sign for northbound traffic on Muscatel Avenue, approximately 75-feet south of the intersection with Hovey Street. b.
