TC - Item 3B - Traffic Calming Review along Ivar Avenue between Ramona Boulevard and Garvey AvenueROSEMEAD TRAFFIC COMMISSION STAFF REPORT TO: TRAFFIC COMMISSION FROM: DIRECTOR OF PUBLIC WORKS DATE: OCTOBER 3, 2024 SUBJECT: TRAFFIC CALMING REVIEW ALONG IVAR AVENUE BETWEEN RAMONA BOULEVARD AND GARVEY AVENUE SUMMARY On behalf of the City of Rosemead, engineering staff has completed a review of the road segment along Ivar Avenue, as well as recommended appropriate improvements at the location of Ivar Avenue between Ramona Boulevard and Garvey Avenue. The City of Rosemead has received a request to review the segment of Ivar Avenue between Garvey Avenue and Ramona Boulevard. The city is requesting to evaluate this segment for the installation of traffic calming measures. In response to this request and on behalf of the City, engineering staff has completed atraffic review of this segment of Ivar Avenue to determine if the street segment qualifies for the installation of traffic calming measures. ANALYSIS The traffic review included an analysis of the existing roadway conditions, afield review, average daily traffic (ADT) counts, 24-hour speed survey counts, and a review of approximately 3-years of available collision data Existing Conditions: Ivar Avenue is a north/south roadway, classified as a Local Road per the California Road Systems Map by Caltrans. This segment of Ivar Avenue extends from Garvey Avenue, approximately 3320- ft north to Ramona Boulevard. At the south end of the segment, Ivar Avenue is stop controlled at the intersection with Garvey Avenue. At the north end of the segment, Ivar Avenue is stop controlled at the intersection with Ramona Boulevard. Ivar Avenue measures approximately 35-ft in width, and has one lane of travel in each direction with no marked centerline. Parking is allowed City Traffic Commission Meeting October 3, 2024 Page 2 of 2 along both sides of Ivar Avenue, between Garvey Avenue and Ramona Boulevard, except where curb is marked red and during street sweeping times, on Thursdays from 6am to 1 lam. Land use along this area of Ivar Avenue consists of single-family residential housing. STAFF RECOMMENDATION After a thorough review of existing traffic conditions and per the California Manual on Uniform Traffic Control Devices (CAMUTCD), California Vehicle Code (CVC), based on the traffic review and engineering judgement, the segment of Ivar Avenue between Ramona Boulevard and Garvey Avenue, was found to qualify for the installation of traffic calming measures. The following measures are recommended below. Please refer to the Installation Exhibit in Attachment A for a conceptual exhibit representation of the proposed recommendations. These improvements include: 1. INSTALL "25" SPEED LIMIT SIGNAGE: Install 25 MPH speed limit signage (R2-1) for northbound traffic along Ivar Avenue, adjacent to the existing "25" pavement legend, located approximately 360-feet south of Earlswood Drive. 2. INSTALL "25" SPEED LIMIT SIGNAGE: Install 25 MPH speed limit signage (R2-1) for southbound traffic along Ivar Avenue, adjacent to the existing "25" pavement legend, located approximately 20-feet south of Cherri Avenue. 3. INSTALL "25" SPEED LIMIT SIGNAGE: Install additional 25 MPH speed limit signage (R2-1) for northbound traffic along Ivar Avenue, adjacent to the existing "25" pavement legend, located approximately 200-feet north of Garvey Avenue. 4. INSTALL DOUBLE YELLOW CENTERLINE: Install double yellow centerline along the entire street segment of Ivar Avenue between Garvey Avenue and Ramona Boulevard. A review of collision history along this segment of Ivar Avenue, between Garvey Avenue and Ramona Boulevard, was conducted over a 3 year period between January 2021 to the most recent available data, December 2023. This data was taken along Muscatel Avenue, between Garvey Avenue and Ramona Boulevard. Data was collected on Thursday, April 11, on Friday, April 12, and on Saturday, April 20, 2024. The average 85th percentile speed of vehicles traveling along the segment was found to be 37 MPH on Thursday, April 11, and 35 MPH on Friday, April 12 and Saturday, April 20. This means that 85 percent of the vehicles sampled were traveling at 37 MPH or below, which is 12 MPH above the posted speed limit of 25 MPH. Table 5 below shows the Thursday, April 11, on Friday, April 12, and on Saturday, April 20, 2024. The policy would need to be considered and approved by City Council prior to the recommendation and installation of a speed hump. Within the proposed traffic calming policy that is currently being developed, a street must meet the following criteria to be considered for a speed hump, including: Items that are typically required for the installation of speed humps includes: • Residential Street, or a Local Road • Posted Speed Limit of 30 MPH or below • ADT (Average Daily Traffic) of 500 to 2500 vehicles • One lane each direction, with a roadway width of 40-feet or less • Resident Petition Although the residents asked for speed hump installation at this location, speed humps cannot be considered at this time without official policy review and approval by City Council. t^ Cos-leAD ,oaT,=sm,,ow�ame,w Prepared By: Transtech Engineers, Inc. I Page 6 of 15 TRAFFIC REVIEW OF IVAR AVENUE BETWEEN GARVEY AVENUE AND RAMONA BOULEVARD RECOMMENDATIONS After a thorough review of existing traffic conditions and per the California Manual on Uniform Traffic Control Devices (CAMUTCD), California Vehicle Code (CVC), based on the traffic review and engineering judgement, the segment of Ivar Avenue between Ramona Boulevard and Garvey Avenue, would qualify for installation of speed humps, as well as other traffic calming measures. Speed Humps cannot be considered for installation at this time, however, should the City Council approve the Traffic Calming Policy and the proposed speed hump criteria, the street segment could be reevaluated for the installation of speed humps. A traffic review to reevaluate the segment would take place 6 months after the recommendations outlined within this report have been implemented.
