TC - Item 3E - Traffic Calming Review along Muscatel Avenue between Valley Boulevard and Mission DriveROSEMEAD TRAFFIC COMMISSION STAFF REPORT TO: TRAFFIC COMMISSION FROM: DIRECTOR OF PUBLIC WORKS DATE: OCTOBER 3, 2024 SUBJECT: TRAFFIC CALMING REVIEW ALONG MUSCATEL AVENUE BETWEEN VALLEY BOULEVARD AND MISSION DRIVE SUMMARY On behalf of the City of Rosemead, engineering staff has completed a review of the road segment along Muscatel Avenue, as well as recommended appropriate improvements at the location of Muscatel Avenue between Valley Boulevard and Mission Drive. The City of Rosemead has received a request to review the segment of Muscatel Avenue between Valley Boulevard and Mission Drive. The city is requesting to evaluate this segment for the installation of traffic calming measures. In response to this request and on behalf of the City, engineering staff has completed a traffic review of this segment of Muscatel Avenue to determine if the street segment qualifies for the installation of traffic calming measures. ANALYSIS The traffic review included an analysis of the existing roadway conditions, afield review, average daily traffic (ADT) counts, 24-hour speed survey counts, and a review of approximately 3-years of available collision data Existing Conditions: Muscatel Avenue is a north/south street, considered a Major Collector per the California Road System Funtional Classification by Caltrans. Muscatel Avenue has a posted speed limit of 30 MPH with a designated school zone speed limit of 25 MPH. The roadway is approximately 40-feet wide with one lane of travel in each direction, a marked double yellow centerline and 8-foot designated parking lane on both sides of the street. Parking is allowed on both sides of the street except during street sweeping hours and areas marked with red curb. This segment has sidewalks on both sides of the street. STAFF RECOMMENDATION After a thorough review of existing traffic conditions and per the California Manual on Uniform Traffic Control Devices (CAMUTCD), California Vehicle Code (CVC), based on the traffic review and engineering judgement, the segment of Muscatel Avenue between Valley Boulevard and Mission Drive, was found to qualify for the installation of traffic calming measures. The following measures are recommended below. Please refer to the Installation Exhibit in Attachment A for a conceptual exhibit representation of the proposed recommendations. These improvements include: 1. INSTALL SCHOOL CROSSING AHEAD SIGN (SW24-3): Install School Crossing Ahead sign (SW24-3) along Ivar Avenue at the following locations: a. Install School Crossing Ahead sign along the east side of Muscatel Avenue, approximately 180-feet south of the intersection with Scott Street. b. Install School Crossing Ahead sign along the west side of Muscatel Avenue, approximately 120-feet north of the intersection with Scott Street. 2. REMOVE & REPLACE SCHOOL SPEED LIMIT 25 MPH SIGNAGE WITH 30 MPH SIGN (R2-1): Remove and replace School Speed Limit 25 MPH Signage with new 30 MPH Sign (R2-1) along Muscatel Avenue for southbound traffic, between Valley Boulevard and Mission Drive, approximately 120-feet north of the intersection of Edmond Drive and Muscatel Avenue. 3. REMOVE & REPLACE SCHOOL SPEED LIMIT 25 MPH SIGNAGE (SR4-1 (CA)): Remove and replace School Speed Limit 25 MPH Signage with School Zone Signage (SW24-1) along Muscatel Avenue for northbound traffic, at the north-east corner of the intersection of Hovey Street and Muscatel Avenue. 4. REMOVE AND REPLACE EXISTING 25 MPH SIGN WITH NEW 30 MPH SIGN (R2-1): Remove and replace existing 25 MPH signage with new 30 MPH sign (R2-1) along Muscatel Avenue between Valley Boulevard and Mission Drive. Remove and replace old speed limit signage with new 30 MPH Speed Limit sign (R2- 1) for northbound traffic along Muscatel Avenue, approximately 185-feet north of the intersection with Valley Boulevard. b. The sign must be replaced to reflect the Citywide Speed Survey completed in 2023 for the City of Rosemead. The posted speed limit is 30 MPH along the segment. The new sign will match the existing "30" pavement legends along the segment. 5. REMOVE AND REPLACE NON-FUNCTIONAL SPEED FEEDBACK SIGNS: Remove and replace non-functional Speed Feedback Signs on Muscatel Avenue for northbound and southbound traffic. a. Replace speed feedback sign for northbound traffic on Muscatel Avenue, approximately 75-feet south of the intersection with Hovey Street. b. Replace speed feedback sign for southbound traffic on Muscatel Avenue, approximately 120-feet south of the intersection with Edmond Drive. 6. INSTALL SCHOOL SPEED LIMIT 25 MPH SIGNAGE (SR4-1(CA)): Install School Speed Limit 25 MPH Signage (SR4-1 (CA)) along Muscatel Avenue for northbound and southbound traffic, between Valley Boulevard and Mission Drive, above the existing Speed Feedback Signage: a. At the south end of the segment, Muscatel Avenue is signalized at the intersection with Valley Boulevard. At the north end of the segment, Muscatel Avenue is stop controlled at the intersection with Mission Drive. Muscatel Avenue has a posted speed limit of 30 MPH with a designated school zone speed limit of 25 MPH. A 24-hour speed survey was taken on Thursday, March 21,2024, Friday, March 22, 2024, and Saturday, April 20, 2024, for Muscatel Avenue between Mission Drive and Valley Boulevard. The average 85th percentile speed of vehicles along Muscatel Avenue among the 3 days observed is at 38 MPH. This means that 85 percent of the vehicles sampled are traveling at 38 MPH or below, which is well above the posted speed limit of 25 MPH. Table 5 below shows the Thursday, March 21,2024, Friday, March 22, 2024, and Saturday, April 20, 2024, speed survey results. The policy would need to be considered and approved by City Council prior to the recommendation and installation of a speed hump. Within the proposed traffic calming policy that is currently being developed, a street must meet the following criteria to be considered for a speed hump, including: Items that are typically required for the installation of speed humps includes: • Residential Street, or a Local Road • Posted Speed Limit of 30 MPH or below • ADT (Average Daily Traffic) of 500 to 2500 vehicles • One lane each direction, with a roadway width of 40-feet or less • Resident Petition Although the residents asked for speed hump installation at this location, speed humps cannot be considered at this time without official policy review and approval by City Council. �,t' OSE►WE'AD Prepared By: Transtech Engineers, Inc.
