RESOLUTION NO. 71-8
A RESOLUTION OF THE CITY OF ROSEMEAD, CALIFORNIA
SEEKING WELFARE REFORM AND RELIEF TO THE OVER-
BURDENED PROPERTY TAXPAYERS
WHEREAS, the number of residents of the County of Los Angeles
receiving welfare has increased for in excess of the population, with
some due to State and Federal legal mandates the major increase has
been in General County Relief which is not prescribed by either the
State or Federal Government.

WHEREAS, while each contributer to the cost of welfare, be it
the County, State or Federal Government, have experienced sizeable
increases for services provided to Los Angeles County - the cost and
number of employees committed to administration of these programs,
under the supervision of the Board of Supervisors for outdistances
other increases.

WHEREAS, the County Welfare Director has identified the causes of
these shocking statistics correctly in part as divorce, separation,
abandonment of women and children by fathers, unemployment and poverty,
nevertheless, the County Grand Jury has repeatedly identified adminl-
strative and bureaucratic inefficiency as well as a lack of fair but
rigid regulations as key contributors to skyrocketing costs to us as
taxpayers.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City
of Rosemead declares its support of the County Board of Supervisors in
seeking full State and Federal funding of mandated programs and supports
current cutbacks required to achieve a legally required balanced budget.
BE IT FURTHER RESOLVED that the City Council of the City of
Rosemead further calls upon the Board of Supervisors to fully implement,
as recommended by the County Grand Jury, those administrative and
procedural welfare reforms including appropriate cuts in Department of
Social Services staffing, administrative costs and AFDC wherein the
recipient refuses to identify the father; as'wel'l as general County
Relief to others than the aged, disabled, handicapped, or ill.'
BE IT FURTHER RESOLVED that copies of this resolution be forwarded
to area state legislators and congressmen.
