CC - 1971 - 44 - Federal Revenue Funds to Cities Based on Tax Effort• 0 RESOLUTION NO. 71-44 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD STRONGLY OPPOSING THE PROPOSED METHOD OF APPORTIONING FEDERAL REVENUE FUNDS TO CITIES BASED ON TAX EFFORT, AND URGING THAT SAID FUNDS BE ALLOCATED ON A PER CAPITA BASIS. WHEREAS, the need of local government for additional sources of revenue has become an accepted reality by all respon- sible political leaders, and WHEREAS, the President of the United States and leaders of the Congress of the United States have made serious proposals for the apportioning of federal revenue as an additional source of funds for local government, and WHEREAS, one of these serious proposals outlines a method of apportioning federal revenues to any given local govern- ment based on the ratio of the taxing effort of that local govern- ing agency to the total taxing effort of all local governments in the nation, and WHEREAS, such a proposed basis of distribution would award those local governments with hugh tax rates but penalize those local governments who, through skillfull administration and dedication, provide needed local services while keeping local tax rates low; NOW, THEREFORE, IT HEREBY IS RESOLVED that the City Council of the City of Rosemead is strongly opposed to apportioning federal revenue funds based on tax effort, and IT FURTHER IS HEREBY RESOLVED that the City Council of the City of Rosemead urges that such federal revenue be apportioned to local government on a per capita basis. The City Clerk is hereby directed to forward copies of this resolution to Congressmen George Danielson, Charles Wiggins, John H. Rousselot, United States Senator John V. Tunney, California State Senator Alfred H. Song, Assemblymen Walter J. Karabian and Harvey Johnson, and the League of California Cities. PASSED, APPROVED AND ADOPTED this 22nd day of June, 1971.
