RESOLUTION NO. 71-46
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ROSEMEAD SUPPORTING AMENDMENTS TO THE ELECTIONS
CODE TO ENABLE THE SAVING OF UNNECESSARY ELECTION
EXPENSE BY ELIMINATING THE REQUIREMENT FOR UN-
NECESSARY PRECINCT OFFICERS.
THE CITY COUNCIL OF THE CITY OF ROSEMEAD DOES HEREBY RESOLVE
AS FOLLOWS:
WHEREAS, Chapter 7 of Division 9 of the Elections Code
authorizes the counting of ballots by electronic or electro-
mechanical devices, and the utilization of such devices sub-
stantially reduces the workload of precinct officers in
conducting elections; and
WHEREAS, experience with elections utilizing such devices
has shown that the present requirement under Elections Code 1603
for four precinct officers results in at least one unnecessary
precinct officer where ballots are counted by such devices-, and
the City Clerk of a number of cities concur in this determina-
tion;, and
WHEREAS, the California State Legislature has heretofore
provided for reduction of the size of precinct boards to three
members where voting machines are used, and such reduction has
worked satisfactorily and equally cogent reasons exist for a
similar reduction where electronic or electro-mechanical devices
are used for the counting of ballots; and
WHEREAS, the elimination of one unnecessary precinct
officer will result in the saving of many thousands of dollars
of taxpayers' money at every municipal election without in any
way impairing the efficiency, accuracy or security of election
returns; and
WHEREAS, cities utilizing the short paper ballot would
likewise not require additional precinct officers which would
also result in a substantial savings of taxpayers' money.
NOW, THEREFORE BE IT RESOLVED that the City Council of the
City of Rosemead hereby endorses and.supports an amendment of the
Elections Code by adoption of a new Section 1604.1 to authorize
election boards to provide for precinct boards to consist of one
inspector and two judges in cases where ballots are to be counted
by means of electronic or electro-mechanical devices as provided
in Chapter 7 of Division 9 of said Elections Code.
BE IT FURTHER:RESOLVED that the City Council of the City
of Rosemead urges a similar amendment to the Elections Code which
would authorize precinct boards to consist of the said one
inspector and two judges in all Municipal Elections wherein short
paper ballot is utilized.
