CC - 1972 - 04 - School District Unificaion Electionr> i CITY OF ROSEMEAD RESOLUTION NO. 72-4 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSE- MEAD REQUESTING THE STATE LEGISLATURE TO EXEMPT THOSE SCHOOL DISTRICTS THAT ARE WITHIN THE ALHAMBRA HIGH SCHOOL DISTRICT AND THE EL MONTE UNION HIGH SCHOOL DISTRICT FROM HOLDING A SCHOOL DISTRICT UNIFICATION ELECTION IN JUNE, 1972. WHEREAS,. pursuant to Section 3100.7 of the Education Code all school districts which have not been included within a unified school district must hold a unification election on the date of each succeeding presidential primary election; and WHEREAS, such unification elections as required by Section 3100.7 of the Education Code were held in 1965-and 1967 in the Alham- bra High School District and the El Monte Union High School District in Los Angeles County; and WHEREAS, said unification elections held in 1965 and 1967 were defeated by substantial margins; and WHEREAS, no new proposal for unification has been approved by the county committee on school district organization; and WHEREAS, all indications are that the previously proposed unification plans will again be rejected by the electorate if a unification election is held in June, 1972, as required by Section 3100,7 of the Education Code; and WHEREAS, the State Legislature has adopted Assembly Bill No. 358 and Senate Bill No, 878, abolishing the requirement for mandatory unification elections contained in Section 3100.7 of the Education Code, effective July 1, 1972; and WHEREAS, unification elections in June, 1972, in Alhambra High School District and E1 Monte Union High School District would result in a substantial and unnecessary expense to the taxpayers with- in these districts; and WHEREAS, Assembly Bill No. 260, which would exempt (AHSD) and (EMUSD) from holding such unification elections in June, 1972, has been introduced and is presently under consideration by the State Legislature; NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Rosemead requests that State Legislature adopt Assembly Bill No. 260, thereby preventing the needless waste of public funds to conduct elections in which the decision of the electorate against unification is virtually certain.
