A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ROSEMEAD AFFIRMING THE POSITION
THAT THE SOUTHERN CALIFORNIA ASSOCIATION
OF GOVERNMENTS (SCAG) SHOULD REMAIN A
VOLUNTARY ASSOCIATION, FINANCED THROUGH
DUES AND GRANTS, AND GOVERNED BY 'A BOARD
COMPOSED OF MAYORS, COUNCILMEN AND COUNTY
SUPERVISORS OF ITS MEMBER CITIES AND COUNTIES.
WHEREAS, the Southern California Association of
Governments (SCAG) has proposed a new organizational structure;
and
WHEREAS,,certain of their recommendations include
forms of direct taxation, mandatory membership and direct
election of the governing board;
NOW, THEREFORE, IT IS HEREBY RESOLVED by the City
Council o:f.the City of Rosemead, as follows:
n This Council affirms the principle that the
Southern California Association of Governments (SCAG)-should
be an umbrella agency providing coordination among local
governmental agencies.
2. This Council affirms the principle that member-
ship in SCAG should be voluntary on the part-of its membership
and that the operations of SCAG should be financed through dues
from its member agencies and grants received from time to time.
3. This Council affirms the-principles of municipal
home.rule and recognizes that local elected government1best
solves local problems.
4. This-Council recognizes that the need for regional
coordination among local governments exists relative to many
matters, but feels that it should be studied further - ,and in
greater depth and that consideration should be given to the
inclusion of local special districts and local agency formation
commission functions.
5. This Council opposes the adoption of the pro-
posed SCAG reorganization until such time as the above matters
are.given more attention .and due regard; until such time that
greater definition is given to the functions of SCAG; and until
such time that the need for another layer of,governmental
authority'is established.
6. That,copies of this Resolution be forwarded to
.the assembly and. senatorial representatides of the.City of
Rosemead, to,Supervisor Ernest Debs, and to the League of
California Cities.
