MINUTES OF THE REGULAR MEETING---
ROSEMEAD CITY COUNCIL
MARCH 25, 2003
The regular meeting of the Rosemead City Council was called to order by Mayor Bruesch
at 8:00 p.m. in the Council Chambers of the City Hall, 8838 E. Valley Boulevard,
Rosemead, California.
The Pledge to the Flag was led by Mayor Bruesch
The Invocation was delivered by Councilmember Imperial
ROLL CALL OF OFFICERS:

APPROVAL OF MINUTES - NONE
PRESENTATIONS:
NATIONAL LIBRARY WEEK PROCLAMATION
Suzanne Rogers, Rosemead Librarian and Alice Medina, Assistant Librarian were
present to accept the City's proclamation.
CITY COUNCIL REORGANIZATION
SELECTION OF MAYOR
Bill Crowe, City Manager, opened the nominations for the office of Mayor
for the City of Rosemead.

Councilman Taylor placed the name of Mayor Pro Tem Vasquez in
nomination for Mayor. Motion seconded by Councilman Imperial and
that the nominations be closed and Mr. Vasquez be appointed to serve as
Mayor for the upcoming year. A unanimous vote resulted.
IL SELECTION OF MAYOR PRO TEM
Councilman Taylor placed the name of Councilwoman Clark in
nomination for Mayor Pro Tem. Motion seconded by Mayor Bruesch. A
unanimous vote resulted.

ORAL COMMUNICATIONS FROM THE AUDIENCE
Juan Nunez, 2702 Del Mar Avenue, Rosemead, spoke on the Free Trade Zone.
Mr. Nunez questioned whether such zones provided benefits to the cities in which
they are located. Mayor Bruesch responded that Free Trade Zones helped with
more jobs and benefits on a national basis.
Mr. Nunez also discussed the issue of loitering and soliciting employment in area
of San Gabriel Boulevard, Garvey Avenue and Pine Street. Mr. Nunez reported,
to the Council, an incident where an aggressive solicitor actually opened a vehicle
door frightening the driver.
The Council advised Mr. Nunez that such incidents need to be reported to the
Sheriff's Department so that deputies can be aware to look out for such activities.
Lt. Wallace reiterated the need for reports of such incidents to be made to the
Sheriff's Department.
City Attorney Kress advised that enforcement of traditional "loitering" ordinances
had constitutional problems, but that cities were now adopting ordinances aimed
at curbing "aggressive solicitation". The Council directed staff to study this issue
and return to the Council with a report at a subsequent meeting.

ROSMEAD ALLOWING CERTAIN CLAIMS AND DEMANDS IN
THE SUM OF $1,114,892.25 NUMBERED 40762 THROUGH 40960.
MOTION BY COUNCILMAN IMPERIAL, SECOND BY COUNCILMAN
BRUESCH that the Council adopt Resolution No. 2003-08. Vote resulted:

Councilman Taylor asked if this item was a final approval or if the design would
be coming back to the Council. His concern was about sound insulation due to
the close proximity of additional trains that are part of the Alameda Corridor
project.
Ken Rukavina, City Engineer, advised that the proposed use is a manufacturing
and storage business and not a residential use. With the approval of the final tract
map, the land will be subdivided and any development will be in accordance with
the city's zoning laws for the site.
MOTION BY COUNCILMAN BRUESCH, SECONDED BY COUNCILMAN
IMPERIAL that the foregoing items on the Consent Calendar be approved. Vote

Juan Nunez asked how do you file a complaint report if you do not known who
the person is? Councilman Taylor stated that we have to establish a pattern and to
inform the Sheriff's of this activity.

IX. ADJOURNMENT
The meeting was adjourned in memory of Don McMillen, former Mayor of the
City of El Monte, Hugh Dynes, Chief Deputy Officer to 3 Supervisors and to the
soldiers that have lost their lives in the war.
There being no further action to be taken at this time, the meeting was adjourned
at 8:35 p.m. The next regular meeting will be held on April 8, 2003, at 8:00 p.m.
