CC - 02-25-03APPROVED CITY ()T, RO EBIEAD DATE Qd MINUTES OF THE REGULAR MEETING - ROSEMEAD CITY COUNCIL FEBRUARY 25, 2003 The regular meeting of the Rosemead City Council was called to order by Mayor Bruesch at 8:00 p.m. in the Council Chambers of the City Hall, 8838 E. Valley Boulevard, Rosemead, California. The Pledge to the Flag was led by Mayor Pro Tern Vasquez The Invocation was delivered by Mayor Bruesch ROLL CALL OF OFFICERS: Present: Councilmembers Clark, Imperial, Mayor Pro Tern Vasquez, and Mayor Bruesch Absent: Councilmember Taylor - excused APPROVAL OF MINUTES: - NONE PRESENTATIONS: Proclamations were presented to the San Gabriel Valley Alcohol, Tobacco & Other Drugs Youth Council and to the Alcohol Awareness Program sponsored by the Asian Pacific Family Center. Karen, a senior at Rosemead High School and member of the Youth Council, thanked the Council for the proclamations and outlined their group's efforts in combating alcohol and drugs. Their Council will be producing a video in which they "save the day" to show to other organizations in the San Gabriel Valley in an effort to promote their cause. 1. ORAL COMMUNICATIONS FROM THE AUDIENCE Juan Nunez, 2702 De Mar, Rosemead, requested information on free trade zones, and stated that the City of Industry has an area designated as a foreign free trade zone. Mr. Nunez asked what is the benefit to surrounding cities from such a zone? Mayor Bruesch responded that these zones are fairly new, and that other cities are trying to establish free trade zones also. However, there is not a consensus as to how effective they are. Mayor Bruesch directed staff to look into this matter. H. PUBLIC HEARINGS - None CCAGENDA2-25-03 Page 9 1 C 0 III. LEGISLATIVE A. RESOLUTION NO. 2003-06 - CLAIMS AND DEMANDS The following Resolution was presented to the Council for adoption. RESOLUTION NO. 2003-06 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD ALLOWING CERTAIN CLAIMS AND DEMANDS IN THE SUM OF $973,790.56 NUMBERED 40951 THROUGH 40760 MOTION BY COUNCILMAN IMPERIAL, SECOND BY COUNCILMEMBER CLARK that the Council adopt Resolution No. 2003-06. Vote resulted: Yes: Vasquez, Bruesch, Clark, Imperial No: None Absent: Taylor Abstain: None The Mayor declared said motion duly carried and so ordered. IV. CONSENT CALENDAR (Item CC-A was removed for discussion purposes) CC-B APPROVAL OF UNDERTAKING AGREEMENT FOR PARCEL MAP 26583 - 9325 PITKIN AVENUE CC-C APPROVAL OF CONCESSION STAND LICENSE AGREEMENT - ROSEMEAD YOUTH ASSOCIATION CC-D APPROVAL OF 4TH OF JULY/CITY ANNIVERSARY CELEBRATION AND CARNIVAL AGREEMENT FOR 2003 CC-E AUTHORIZATION TO ATTEND THE CITY CLERKS ASSOCIATION OF CALIFORNIA (CCAC) ANNUAL INSTITUTE, APRIL 16-18,2003, SAN FRANCISCO MOTION BY COUNCILMEMBER CLARK, SECOND BY MAYOR PRO TEM VASQUEZ that the Council approve the aforementioned items on the Consent Calendar. CC-A AUTHORIZATION TO GRANT REQUEST FOR REWARD MONEY REGARDING QUADRUPLE HOMICIDE Juan Nunez, 2703 Del Mar, Rosemead, asked if the murderer has been convicted? CCAGENDA:2-25-03 Page #2 0 Mayor Biuesch responded that the murderer has been convicted and is in jail. Mt. Nunez stated that the laws should be changed between the United States and Mexico. Councilmember Clark responded that due to the efforts of her and Mayor Pro Tern Vasquez, they were able to get the California League of Cities and the National League of Cities to pass resolutions to call upon Presidente Fox of Mexico to redo our extradition treaty with them. Currently, Mexico does not extradite criminals for murders committed in t U.S. if we are asking for the death penalty or for life in prison. Ms. Clark continued that 11 the cities in the United States x6 now demanding that Mexico change their extradition policy regarding capital offenses. is the organization representing MOTION BY COUNCILMAN IMPERIAL, SECOND BY MAYOR PRO TEM VASQUEZ that the Council authorize payment of $11,004.04 from appropriated reserves and direct staff to make the necessary payment arrangements with the Sheriff's Homicide Bureau. Vote resulted: Yes: Imperial, Bruesch, Clark, Vasquez No: None Absent: Taylor Abstain: None The Mayor declared said motion duly carried and so ordered. V. MATTERS FOR DISCUSSION AND ACTION - None VI. STATUS REPORTS - None VH. MATTERS FROM OFFICIALS Councilman Imperial requested that the small banquet room be called The Frank Tripepi Room, and that Mr. Tripepi's name be added to the two bronze plaques at the Garvey Senior Housing and Community Center. Mr. Imperial continued that he is requesting that the Emeritus status be bestowed upon Mr. Tripepi as a retired City Manager, and for being the longest serving City Manager for one City in the State of California. ADJOURNMENT There being no further action to be taken at this time, the meeting was adjourned at 8:30 p.m. in memory of Marie Lautenschleger, Councilman Taylor's mother-in-law, and Ted Blundell, a long-time Rosemead resident.
