The regular meeting of the Rosemead City Council was called to order by Mayor Pro Tem Vasquez at
8:00 p.m. in the Council Chambers of the City Hall, 8838 E. Valley Boulevard, Rosemead, California.
The Pledge to the Flag was led by Mayor Pro Tern Vasquez
The Invocation was delivered by Reverend Jonathan Wu of Evergreen Baptist Church

Councilman Taylor requested a detailed summary of the City Business Meeting held on May 28,
2002. Mr. Taylor stated that Walmart is a big project and requested that the Council be kept apprised of
its progress.

CRIMINALS

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD CALLING
UPON THE PRESIDENT AND CONGRESS TO USE ALL DIPLOMATIC MEANS
AVAILABLE TO PERSUADE MEXICO TO REVERSE ITS CURRENT
EXTRADITION POLICY TOWARD THOSE ACCUSED OF CRIMES THAT MAY
CARRY A LIFE IN PRISON OR DEATH PENALTY SENTENCE IN THE UNITED
STATES
Juan Nunez, 2702 Del Mar, Rosemead, agreed that this is a good Resolution and should be
extended to other countries also.
Councilmember Clark stated that this resolution is being considered tonight because a Temple
Station Deputy was murdered on April 29'" by a person from Mexico. That person had been deported
three times and was being pulled over for a routine traffic stop. He then shot Deputy David March in cold
blood, and fled to Mexico. Mexico will not extradite him to stand trial in the United States if the death
penalty is sought. Ms. Clark stated that the Mexican Courts ruled recently that they will not extradite
those accused of crimes that carry a life sentence either.
Councilman Imperial stated that the problem is with both the Mexican and Canadian borders.
Mr. Nunez stated that economic aide should be stopped to any county that does not abide by the
U.S. extradition policy.

B. COUNCILMAN TAYLOR
Referred to a memo that the Council received regarding Council's inquiry about rumors that the
State Legislature may raise gas taxes or impose fees per miles driven. Mr. Taylor stated that the memo
says that specific proposals and other similar ones have been strictly prohibited from being considered by
the California Air Resources Board (CARB) through language contained in the legislation. Continuing,
Mr. Taylor read that AB 1058 (Pavley) was reintroduced as AB 1493 (Pavley) and was approved by both
the Assembly and Senate. The bill provides that CARB shall develop rules and regulations that lead in to
the decreased emission of carbon dioxide by cars. These rules will go into effect in 2006 and any changes
to automobiles will apply to the 2009 model year. Mr. Taylor stated that the changing of bill numbers and
attaching riders to them happens year after year. Mr. Taylor requested that staff continue to research this
bill.

Bill Crowe, City Manager, replied that the legislation that passed expressly precluded any
provision regarding the raising of gas taxes or fees for miles driven.
Mr. Taylor pointed out that the bill directs the CARB to develop rules and regulations that lead to
decreased emission of carbon dioxide. Mr. Taylor stated that the residents end up paying increased taxes
or fees without even knowing how it happened.
Councilmember Clark explained to the students present, that when a bill starts out, it goes through
committees, then to the Governor for signature once it passes both houses. Ms. Clark stated that the
legislators do not have to abide by the same rules that cities have to. Ms. Clark continued that if a bill
gets on the Assembly floor and does not have the votes, it can be changed or "gutted and amended". The
bill will be gutted and a totally new bill will be put in, that bill does not have to go through committees
again. Ms. Clark stated that apparently this is what happened to the bill in question. That bill did not
have the votes, and was changed and put into a bill with a different number. The bill was passed and sent
to the Governor for signature.
VIII. ORAL COMMUNICATIONS FROM THE AUDIENCE
Juan Nunez, 2702 Del Mar, Rosemead, asked what was done regarding all the fireworks debris
going into the storm drains.
Councilman Taylor asked what the purpose of the black covers over the storm drains during the 4`"
of July Parade were for.
Ken Rukavina, City Engineer, replied that one of the stormwater regulations in effect is to prevent
trash from entering the rivers and bays. Mr. Rukavina replied that during the City's special events, a lot
of trash is generated that falls on the ground and ends up in the catch basins, which goes into the storm
drains and out to the ocean. Mr. Rukavina continued that in an effort to prevent that from happening and
for compliance and reporting purposes, the catch basins along the 4a' of July parade route were covered
with black cloth and will remain there until the street sweepers go by to prevent trash from being pushed
into the catch basins.
Councilman Taylor asked what will be done with this information?
Mr. Rukavina replied that it will be included in an annual stormwater report identifying all the
various actions that the City has taken. The regulations are stricter, with one of the reportable items being
the amount of trash collected from the catch basins yearly. Part of that item will be used to determine
what the City's efforts have been to reduce trash. Mr. Rukavina explained that the County of Los Angeles
cleans the City's catch basins and hopes that the City's efforts will be reflected in reduced trash amounts.
Councilman Taylor explained to the students in the audience that legislation is being proposed by
the State and Federal government to sue cities that don't prevent trash from going into their storm drains.
Mr. Taylor pointed out that there are storm drains on nearly every single block, and that the County may
have to undertake a costly $54 billion program to build treatment facilities and to put strainers on every

storm drain to prevent trash from reaching the ocean. Mr. Taylor stated that this will result in an entirely
new service industry with crews going out to clean and change the strainers, at taxpayers expense.
Mr. Nunez stated that people throw all sorts of bulky trash into the catch basins such as shopping
carts and yard trimmings.
IX. ADJOURNMENT
There being no further action to be taken at this time, the meeting was adjourned at 8:30 p.m.
The next regular meeting will be held on Tuesday, July 23, 2002, at 8:00 p.m.
