A. Public Hearing on Planned Development 23-01 - 7600 Graves Avenue
Maryvale has submitted a Planned Development application to legalize and intensify
land uses consisting of transitional and supportive housing, mental health services,
administrative services, early education, daycare, religious and institutional uses, and
open space and recreational uses to be offered at 7600 Graves Avenue, thereby
changing the permissible uses of the site. The project's scope of work entails tenant
improvements to both the ground floor and second floor of Laboure Hall to adapt its
previous use as an orphanage to transitional and supportive housing. Tenant
improvements include the reconfiguration of existing kitchen spaces and conversion
of dormitory -style suites with communal bathrooms to individual family suites with
private bathrooms. No physical expansion of the existing buildings on -site is
proposed as a part of the Planned Development application. The site consists of one
parcel (APN: 5285-016-020) that encompasses a total lot area of 594,594 square feet
(13.65 acres) and is located at 7600 Graves Avenue in the Planned Development
(P-D) zone.
Recommendation: That the City Council take the following actions:
1. Conduct a public hearing and receive public testimony; and
2. Adopt City Council Resolution No. 2024-48, entitled:

C. Introduction and First Reading of Ordinance No. 1023 Adding Chapter 1.14 to the
Municipal Code to Allow for Electronic and Paperless Filing of Fair Political
Practices Commission (FPPC) Campaign Disclosure Statements
The City Clerk is the local filing officer for the City of Rosemead, and is responsible
for receiving, reviewing, and storing campaign disclosure information, as well as
making it accessible to the public. To provide a more efficient process, the City
Clerk's Office will be implementing NetFile, an electronic/paperless filing system
that accommodates online filing of several types of FPPC forms, including Forms
460, 470, 496, and 497, and meets the requirements of the Secretary of State. In
order for the City of Rosemead to accept electronically filed statements, the City

Council must adopt an ordinance approving the use of an online or electronic filing
system, which shall include the legislative finding that the online or electronic
system will operate securely and effectively and will not unduly burden filers. While
adoption of an ordinance is not required for the use of an electronic filing system for
Form 700s, the implementation and utilization of NetFile for electronic/paperless
filing for all Form 700 (Statement of Economic Interest) will significantly improve
ease of access to Form 700s to the public as well as decrease the time that City Clerk
staff spends managing the annual gathering, tracking, and filing of Form 700s.
Recommendation: That the City Council approve the first reading, by title only of
Ordinance No. 1023, entitled:

D. Adopt Resolution No. 2024-45 Authorizing Submittal of Application(s) for all
CalRecycle Grants for which City of Rosemead is Eligible
On October 22, 2019, the City Council adopted Resolution No. 2019-58 authorizing
the submittal of applications to CalRecycle for all grants for which the City of
Rosemead is eligible. The CalRecycle grant program allows the State of California
(State) to administer various grant programs (Grants) in furtherance of the state
efforts to reduce, recycle and reuse solid waste generated in the state, thereby
preserving landfill capacity, and protecting public health and safety and the
environment. The authorizations adopted by Resolution No. 2019-58 are effective for
five years from the date of adoption.
The City recently submitted a CalRecycle Household Hazardous Waste
Discretionary Grant application for Cycle 43 (Small Projects). The City's existing
resolution to authorize the submittal of applications for Calrecycle grants will no
longer be effective beginning October 22, 2024. CalRecycle informed City staff
that a new resolution would need to be adopted and be effective through the grant
award term.
Recommendation: That the City Council adopt Resolution No. 2024-45, entitled:

E. Appointments of the Youth Advisory Committee
The City has continued to solicit applications for the Youth Advisory Committee,
which will advise the City Council on matters pertaining to youth. The Youth
Advisory Committee is overseen by the Parks and Recreation Department and will
submit an annual update to the City Council.
Recommendation: That the City Council approve the appointments of Kylie Chan,
Peter Ly, Evelyn To, and Amaya Miranda to the Youth Advisory Committee.
F. Recovered Organic Waste Products Procurement Services — Award of Contract to
Agromin
Senate Bill (SB) 1383, the Short -Lived Climate Pollutant Reduction Act, was passed
by the California State legislature and signed by Governor Brown in 2016. It
established statewide targets to reduce the disposal of organic waste and mitigate the
effects of climate change by reducing methane emissions. hi accordance with SB
1383, local jurisdictions are required to procure a specified amount of recovered
organic waste products annually.
A Request for Proposals (RFP) was posted to the City's PlanetBids vendor portal on
August 7, 2024. Four proposals were received on August 21, 2024. Staff reviewed
the proposals for general qualifications, relevant experience, proposed staffing,
pricing, proposed approach, responsiveness, and references.
Recommendation: That the City Council take the following actions:
1. Authorize the City Manager to execute a thirty-three (33) month agreement with
Agromin for Year One (October 8, 2024 to June 30, 2025) not -to -exceed amount
of $100,436.40, a Year Two (July 1, 2025 to June 30, 2026) not -to -exceed amount
of $$62,792.51, and a Year Three (July 1, 2026 to June 30, 2027) not -to -exceed
amount of $62,792.51 for a contract total in the amount of $226,022, with the
option for up to two one-year extensions which will be at the City Manager's
determination to extend on behalf of the City Council, based on services
provided.
2. Authorize the Director of Public Works to approve recovered organic waste
product orders on behalf of the City of Rosemead.
G. Request for All Way Stop at Olney Street and Marybeth Avenue
At the July 11, 2024, Traffic Commission Meeting, staff presented
recommendations and options for traffic improvements at Olney Street and
Marybeth Avenue. After discussion and presentation of the item, the Traffic
Commission approved the staff recommendations. Public Works Field Services
staff will complete all the recommended items. If necessary, additional materials and
supplies may be purchased ataminimal expense to complete the recommended work

and staff would utilize approved Fiscal Year 2024- 2025 Traffic Signs and Markers
available funds.
Recommendation: That the City Council approve the following Traffic Commission
recommendations:
1. INSTALL NEW STOP SIGN (R1-1): Install New Stop Sign (Rl-1) on Marybeth
Avenue for southbound traffic approaching Olney Street, at the northwest corner
of the intersection.
2. INSTALL STOP BAR AND "STOP" PAVEMENT LEGEND: Install Stop Bar
And "Stop" Pavement Legend adjacent to the new Stop Sign along Marybeth at
the intersection with Olney Street.
3. INSTALL 20-FEET OF RED CURB: Install 20-Feet of Red Curb at the northeast
corner of the intersection of Olney Street and Marybeth Avenue.
4. INSTALL "25" PAVEMENT LEGEND FOR EASTBOUND TRAFFIC: Install
"25" Pavement Legend for eastbound traffic approximately 75-feet east of the
intersection at Olney Street and Vane Avenue, for vehicles approaching the
intersection of Olney Street and Marybeth Avenue.
H. Traffic Request for Midblock Crosswalk Along Wells Street, Adjacent to Emma
Shuey Elementary School
At the May 2, 2024, Traffic Commission Meeting, staff presented recommendations
and options for traffic improvements on Wells Street, adjacent to Emma Shuey
Elementary School. After discussion and presentation of the item, the Traffic
Commission approved the staff recommendations. Public Works Field Services staff
will complete all the recommended items. If necessary, additional materials and
supplies may be purchased at aminimal expense to complete the recommended work
and staff would utilize approved Fiscal Year 2024-2025 Traffic Signs and Markers
available funds.
Recommendation: That the City Council approve the following Traffic Commission
recommendations:
1. REMOVE AND REPLACE STOP SIGNS (R1-1) WITH NEW FLASHING
STOP SIGNS (R-1): Remove and Replace existing stop signs with new Flashing
Stop Signs (Rl- 1) for all three legs at the intersection of Wells Street and Earle
Avenue.
a. Remove and replace stop signs at the northwest, northeast, and
southwest corners of the intersection of Wells Street and Earle Avenue,
for eastbound, westbound, and southbound traffic.

b. Flashing Stop Signs are recommended for installation due to the number
of pedestrians crossing at the intersection of Wells Street and Earle
Avenue, and to increase visibility for pedestrians and vehicles at the
intersection.
2. INSTALL "ALL -WAY" PLAQUE (R1-3P) AND RED REFLECTIVE
STRIP ON STOP SIGNPOSTS: Install "All -Way" Plaque (Rl-3P) and Red
Reflective Strip beneath all three stop signs at the intersection of Wells Street
and Earle Avenue.
a. Installation of these signs and traffic devices will help bring awareness
to drivers approaching the intersection.
3. REMOVE PEDESTRIAN CROSSING SIGNS SIGNAGE: Pedestrian
Crossing Signs at the north leg and east leg of the intersection of Wells Street
and Earle Avenue
a. CAMUTCD Section 713.12 School Crossing Assembly Standard:
i. If used, the School Crossing Assembly B(CA) shall be installed at
the school crossing or as close to it as possible, and shall consist of
a School (S1-1) sign supplemented with a diagonal downward
pointing arrow (W 16-7P) plaque to show the location of the
crossing.
ii. The School Crossing Assembly B(CA) or E(CA) shall not be used
at crossings other than those adjacent to schools and those on
established school pedestrian routes.
iii. The School Crossing Assembly B(CA) or E(CA) shall not be
installed on approaches controlled by a STOP (R1-1) sign, or YIELD
(Rl-2) sign or a traffic signal. Standard: The School Crosswalk
Warning Assembly B(CA) or E(CA) shall be posted at all yellow
school crosswalks that are not controlled by a STOP (Rl-1) sign, a
YIELD (R1-2) sign or atraffic signal.
4. REMOVE AND REPLACE STOP AHEAD SIGNAGE (W3-1) ALONG
WELLS STREET: Remove and Replace Stop Ahead (W3-1) Signage for
eastbound and westbound vehicle approaching the intersection at Wells Street
and Earle Avenue.
a. The Stop Ahead signage for both directions of travel along Wells Street
is faded and should be replaced.
5. REFRESH "STOP AHEAD" PAVEMENT LEGENDS: Refresh "Stop
Ahead" Pavement Legends along Wells Street for eastbound and westbound
vehicles approaching the intersection of Wells Street and Earle Avenue.

6. REMOVE "25 MPH WHEN CHILDREN ARE PRESENT" SIGN (SR4-1)
AND REPLACE WITH PEDESTRIAN CROSSING AHEAD (SW24-3 (CA))
SIGNAGE: Remove "25 MPH When Children Are Present' Sign (SR4-1) and
Replace with Pedestrian Crossing Ahead (SW24-3 (CA)) Signage along Wells
Street for eastbound traffic, located approximately 45-feet west of the
intersection with Wells Street and Delta Avenue.
7. REMOVE PEDESTRIAN CROSSING AHEAD (SW24-3 (CA)) SIGNAGE
AND REPLACE WITH 25 MPH SPEED LIMIT SIGN (24"X30") (R2-
1): Remove Pedestrian Crossing Ahead (Sw24-3 (CA)) Signage and Replace
with 25 MPH Speed Limit Sign (24"X30") (R2-1) along Wells Street for
eastbound traffic approaching the intersection of Wells Street and Earle Avenue,
located at the southeast corner of the intersection with Wells Street and Delta
Avenue.
8. INSTALL "25" PAVEMENT LEGEND ADJACENT TO THE NEW 25
MPH SPEED LIMIT SIGNS: Install "25" Pavement Legend Adjacent to the
new 25 MPH Speed Limit Signs along Wells Street, to help remind drivers of
the speed limit in the area.
9. REMOVE AND REPLACE PEDESTRIAN CROSSING AHEAD (SW24-3)
SIGNS: Remove and Replace Pedestrian Crossing Ahead (SW24-3 (CA))
Signage along Wells Street for westbound traffic, approximately 150-feet east of
the intersection of Wells Street and Earle Avenue.
10. REMOVE AND REPLACE SCHOOL SPEED LIMIT SIGNS: Remove "25
MPH When Children Are Present' Sign (SR4-1) and Replace With 25 MPH
Speed Limit Sign (24"X30") (R2-1) for westbound traffic, approximately 385-
feet east of the intersection of Wells Street and Earle Avenue.
a. Wells Street has a regular posted speed of 25 MPH, so the school 25
MPH Speed Limit When Children Are Present signs do not apply.
11. INSTALL "USE CROSSWALK" WITH ARROW (R9-3bP) SIGN: Install
"Use Crosswalk" With Arrow (R9-3bP) Sign beneath existing signage along
Wells Street along the frontage of Shuey Elementary School for eastbound and
westbound traffic along Wells Street.
a. The arrow on the sign should face towards the crosswalk at the
intersection of Earle Avenue and Wells Street.
b. Installation of this signage will help bring awareness to drivers
approaching the school for student drop-off and pickup and encourage
pedestrians to use the crosswalk at the intersection of Wells Street and
Earle Avenue.

12. REMOVE AND REPLACE FADED "NO STOPPING ANYTIME" SIGN
(R26(S)(CA)): Remove and Replace faded "No Stopping Anytime" sign (R26(S)
(CA)) along the south side of Wells Street, at the frontage of Shiley Elementary
School.
13.INSTALL "NO U-TURN" SIGNAGE (R3-4) ALONG WELLS STREET:
Install "No U-Turn" Signage (R3-4) along Wells Street between Earle Avenue
and the east end of the school zone for Shiley Elementary School. Install "No
U-Turn" signage on existing signposts along Wells Street, as shown in the
recommendations.
a. Installation of the "No U-Turn" signage will alert drivers that making
U-turns in this area is not permitted, per the California Vehicle Code
(CVC).
i. CVC Section 22103: No person in a residence district shall make a
U-turn when any other vehicle is approaching from either direction
within 200 feet, except at an intersection when the approaching
vehicle is controlled by an official traffic control device.
ii. CVC Section 22105: No person shall make a U-turn upon any
highway where the driver of such vehicle does not have an
unobstructed view for 200 feet in both directions along the highway
and of any traffic thereon.
14. INSTALL YELLOW CHANNELIZERS ALONG WELLS STREET: Install
Yellow Channelizers (3' High, Impact Resistant) with yellow bands on flexible
anchor mounted posts in intervals of approximately 25-feet apart on the
yellow center line along Wells Street, starting at the east leg of the
intersection of Earle Avenue and Wells Street and ending at the east edge of
the Southern California Edison (SCE) Property. The channelizers should be
installed with gaps for driveway openings and vehicle turning access, as
shown.
a. CAMUTCD Section 3H.01.
i. 06—Channelizers are flexible retroreflective devices for installation
within the roadway to discourage road users from crossing a line or
area of the roadway. Unlike delineators, which indicate the roadway
alignment, channelizers are intended to provide additional guidance
and/or restriction to traffic by supplementing pavement markings
and delineation.
ii.07 — Channelizers may be used for additional emphasis to discourage
median crossings at traffic islands and at lane separations.
iii. 10 — The post shall be flexible with a 2 1/4 inch minimum width,

except that the portion containing the retroreflective unit shall be a
minimum width of 3 inch. The post shall be a minimum height of 36
inch above the pavement.
iv. 20 —In locations where a relatively high number of violations occur,
the post spacing should be 25 feet.
15. ADDITIONAL POLICE ENFORCEMENT ALONG WELLS STREET:
Additional Police Enforcement along Wells Steet between Earle Avenue and
Walnut Grove Avenue is recommended, specifically during school drop-off and
pickup from Shuey Elementary School.
L Request for All Way Stop at Grand Avenue and Muscatel Avenue
At the August 1, 2024, Traffic Commission Meeting, staff presented
recommendations and options for traffic improvements at Grand Avenue and
Muscatel Ave. After discussion and presentation of the item, the Traffic Commission
approved the staff recommendations. Public Works Field Services staff will complete
all the recommended items. If necessary, additional materials and supplies may be
purchased at a minimal expense to complete the recommended work and staff would
utilize approved Fiscal Year 2024- 2025 Traffic Signs and Markers available funds.
Recommendation: That the City Council approve the following Traffic Commission
recommendations:
1. INSTALL ADDITIONAL RED CURB: Install 20-ft of additional red curb at
the southeast corner of the intersection at Muscatel Avenue and Grand Avenue
a. Install 20-ft of additional red curb at the southeast corner of Grand
Avenue and Muscatel Avenue, along the south side of Grand Avenue.
Install the red curb east of the existing 10-ft of red curb adjacent to the
fire hydrant, for a total of 30-ft of red curb.
2. INSTALL RED CURB: Install 30-ft of red curb at the southwest corner of the
intersection at Muscatel Avenue and Grand Avenue.
a. Install 30-ft of red curb along the south side of Grand Avenue, at the
intersection with Muscatel Avenue.
3. REFRESH WHITE SIDE STRIPING MARKINGS: Refresh faded white side
striping markings that were installed along Grand Avenue, on the east side and
west side of the intersection with Muscatel Avenue.
a. The white side striping with diagonals is faded and needs to be refreshed
to improve visibility in the area It will also alert vehicles that those areas
are not allowed to be parked on, ensuring line -of -sight for vehicles
turning onto Grand Avenue from Muscatel Avenue.

4. INSTALL "CROSS TRAFFIC DOES NOT STOP" PLAQUE (W4 — 4P):
Install "Cross Traffic Does Not Stop" plaque (W4 — 4P) on the Stop sign
signpost that is located along Muscatel Avenue, at the intersection with Grand
Avenue.
5. REPLACE MISSING SPEED LIMIT SIGN (R2 — 1): Replace missing "30"
MPH Speed Limit Sign that was located on the west side of Muscatel Avenue,
approximately 110-ft south of Grand Avenue.
a. Speed Limit Sign should be installed adjacent to the existing 30 MPH
pavement legend along Muscatel Avenue for southbound traffic.
J. Request For All Way Stop at Jackson Avenue and Garvalia Avenue
At the July 11, 2024, Traffic Commission Meeting, staff presented
recommendations and options for traffic improvements at Jackson Avenue and
Garvalia Avenue. After discussion and presentation of the item, the Traffic
Commission approved the staff recommendations. Public Works Field Services
staff will complete all the recommended items. If necessary, additional materials
and supplies may be purchased at a minimal expense to complete the recommended
work and staff would utilize approved Fiscal Year 2024-2025 Traffic Signs and
Markers available funds.
Recommendation: That the City Council approve the following Traffic Commission

1. INSTALL "TRAFFIC DOES NOT STOP" PLAQUE: Install "Traffic Does Not
Stop" plaque beneath stop signage located along both directions of Garvalia
Avenue, at the intersection with Jackson Avenue.
2. INSTALL RED REFLECTIVE STRIP: Install red reflective strip on the
existing Stop signpost located along both directions of Garvalia Avenue, at the
intersection with Jackson Avenue.
3. INSTALL ADDITIONAL RED CURB AT NORTHWEST CORNER ON
JACKSON AVENUE: Install 10-11 of additional red curb at the northwest
corner of the intersection along Jackson Avenue at Garvalia Avenue, for atotal
of 20-ft of red curb. Install additional red curb along Jackson Avenue, to improve
line -of -sight for vehicles turning from Garvalia Avenue.

SCHOOL ZONE SIGN: Remove and Replace School Speed Limit Sign with New
School Zone Signage (SW24-1 (CA)) along Jackson Avenue for northbound traffic,
approximately 120- feet south of the intersection of Jackson Avenue and Fern Avenue
K. Request for All Way Stop at Marshall Street and Chariette Avenue
At the July 11, 2024, Traffic Commission Meeting, staff presented recommendations
and options for traffic improvements at Marshall Street and Chariette Avenue. After
discussion and presentation of the item, the Traffic Commission approved the staff
recommendations. Public Works Field Services staff will complete all the
recommended items. If necessary, additional materials and supplies may be
purchased at a minimal expense to complete the recommended work and staff would
utilize approved Fiscal Year 2024-2025 Traffic Signs and Markers available funds.
Recommendation: That the City Council approve the following Traffic Commission
recommendations:
1. REMOVE AND REPLACE STOP SIGN (R1 — 1): Remove and replace faded
stop sign with new Stop Sign (R1 — 1) located on the east side of Chariette
Avenue, at the intersection with Marshall Street, for northbound traffic.
2. INSTALL "CROSS TRAFFIC DOES NOT STOP" PLAQUE (W4 — 4P):
Install "Cross Traffic Does Not Stop" plaque (W4 — 4P) beneath existing stop
sign that is located on the east side of Chariette Avenue, at the intersection with
Marshall Street, for northbound traffic.
3. INSTALL RED REFLECTIVE STRIP: Install red reflective strip on the
existing stop signpost, located on the east side of Chariette Avenue, at the
intersection with Marshall Street for northbound traffic.
4. REFRESH "STOP" AND STOP BAR PAVEMENT MARKINGS: Refresh Stop
Bar and "STOP" pavement legend markings located along Chariette Avenue, atthe
intersection with Marshall Avenue, for northbound traffic.
5. INSTALL RED CURB: Install 20-feet of red curb along the south side of
Marshall Street, west of Chariette Avenue. The addition of this red curb will
improve the line of sight at the intersection for vehicles approaching Marshall
Street from Chariette Avenue.
6. INSTALL RED CURB: Install an additional 15-feet of red curb east of the fire
hydrant that is located along the south side of Marshall Street, west of Chariette
Avenue.

"25" Pavement Legend adjacent to the existing 25 mph speed limit sign along
Olney Street for westbound traffic, approximately 330-feet east of the
intersection with Ellis Lane.

A. Adoption of Resolution No. 2024-54 Establishing Annual Salary and Benefits for
Classifications in the Unrepresented Executive Management Group from
October 8, 2024 Through June 30, 2025; Approving the Eighth Amendment to the
City Clerk Employment Agreement; and Adopt Resolution No. 2024-53 Amending
the Comprehensive Salary Schedule to Meet the California Code of Regulations
Title 2, Section 570.5 and 571 to Reflect Approved Rates from October 8, 2024
Through June 30, 2025
Resolution No. 2024-54 describes the salary and benefits for Executive Management
employees effective October 8, 2024 through June 30, 2025, consideration approving
Eight Amendment to City Clerk Employment Agreement, and Resolution No. 2024-
53 amending the Comprehensive Salary Schedule for Fiscal Year 24-25.

B. Tree Maintenance Services — Award of Contract to West Coast Arborists, Inc.
At the September 10, 2024, City Council meeting staff was directed to provide copies
of all proposals received and clarification on the evaluation factors used for the
Tree Maintenance Services Award of Contract item.
The City's existing contract for tree maintenance services with West Coast Arborist
Inc. (WCA) expired on September 10, 2024. Currently, WCA is providing services
to the City under a month -to -month contract. The scope of work for this contract
includes annual tree trimming, service request trimming, tree removal and
replacement, emergency response and the maintenance of a GIS based tree inventory.
The new contract will include a 3-year grid trim cycle and as needed services as
requested by the City.
A Request for Proposals (RFP) was posted to the City's PlanetBids vendor portal on
July 3, 2024. Eight proposals were received on July 24, 2024. Staff reviewed the
proposals for completeness, understanding of scope of work, experience of each firm
and project requirements, and quality of goods and support facilities.
Recommendation: That the City Council authorize the City Manager to execute a
thirty-three (33) month contract with West Coast Arborists, Inc. in the amount of
$223,000 per fiscal year through June 30, 2027, with the option for up to two
one-year extensions and authorizes the City Manager to determine whether to enter
into any agreements to extend the term for each of the two one-year extensions on
behalf of the City Council.

6. MATTERS FROM MAYOR & CITY COUNCIL
A. Discussion about Trash Enclosures at Commercial Properties
At the September 24, 2024 City Council meeting, Council Member Armenta
expressed concerns about overflowing trash at commercial properties. Council
Member Armenta requested the item to be discussed at the City Council meeting.
Recommendation: That the City Council discuss and provide staff direction.
B. Request for Discussion on Negotiations Between Cal DOJ, Attorney General Rob
Bonta, Los Angeles County, and LASD
At Council Member Armen&s request, she would like to address a recent issue raised
by the Contract Cities Association, which is seeking letters from cities to express
their concerns to Attorney General Rob Bonta, regarding changes in enforcement
related to penal and vehicle code violations across Los Angeles County.
Recommendation: That the City Council discuss and provide staff direction.
