CC - Item 4E – Appointment of the Youth Advisory CommitteeROSEMEAD CITY COUNCIL STAFF REPORT TO: THE HONORABLE MAYOR AND CITY COUNCIL FROM: BEN KIM, CITY MANAGER DATE: OCTOBER 8, 2024 SUBJECT: APPOINTMENT OF THE YOUTH ADVISORY COMMITTEE SUMMARY The City has continued to solicit applications for the Youth Advisory Committee, which will advise the City Council on matters pertaining to youth. The Youth Advisory Committee is overseen by the Parks and Recreation Department and will submit an annual update to the City Council. Staff recommends that the City Council appoint the candidates that are listed in this report. At the September 27, 2022 meeting, the City Council approved that the reestablished Youth Advisory Committee would be responsible for the following: • Advising City Council on matters pertaining to youth, • Promoting efforts that improve the welfare of Rosemead youth, • Educating the community regarding youth -related issues, and • Educating Rosemead youth and their families about available services, resources, and programs. There are currently three members of the Youth Advisory Committee which represent Rosemead High School. All exemplify great qualities that benefit the Youth Advisory Committee and the City of Rosemead. The Department continues to recruit for the vacant positions on the Committee and has successfully identified two additional applicants for your consideration. Kylie Chau Kylie Chau is an lla' Grade student at Rosemead High School. Kylie is excited at the opportunity to be more involved in the Rosemead Community and plans to volunteer at community events. She has a strong interest in advocating for mental health for teens, including suicide prevention month. She would like to see the committee spread positive words through AGENDA ITEM 4.E City Council Meeting October S, 2024 Page 2 of 3 social media posts, flyers, etc, and promote engaging events for those in need of someone to talk to or engage with. This will ensure that they know they have a voice that will be heard. Peter Ly Peter Ly is currently a 10th Grade student at La Salle College Preparatory High School in Pasadena. Joining the Youth Advisory Committee will allow him to have a platform to speak out in hopes of making an impact for other youth in Rosemead. A position in the Youth Advisory Committee would not only help him improve the lives of Rosemead's youth, but it will also help him develop essential skills that he will need to pursue a future in public policy. Peter is interested in helping bridge the gap between Rosemead's youth that encounter language and economic issues. He is also interested in educating the youth in the community on financial literacy and mentorship. Amaya Miranda Amaya Miranda is an 110' student San Gabriel High School. Amaya would like to have an impact on the youth in my neighborhood, joining the Youth Advisory Committee could help achieve this. In addition, she would like to promote positive change in her neighborhood to deter kids from going down the wrong path. She would like to see programs and activities that have a positive impact on the lives of youth in the community. Evelyn To Evelyn To is currently a 10th Grade student at Rosemead High School. Evelyn To is eager to join the Youth Advisory Committee in hopes of making a positive impact on my community and representing the voices of her peers. She is committed to addressing key issues facing the youth and fostering an inclusive environment. There are several issues that Evelyn would like to bring to the attention of the Rosemead community. These topics include mental health support, advocate for increased access to mental health resources, educational programs that promote mental well-being. educational opportunities, improving and providing educational resources and opportunities, programs, career exploration initiatives, and scholarships. STAFF RECOMMENDATION Staff recommends that the City Council approve the appointments of Kylie Chau, Peter Ly, Amaya Miranda, and Evelyn To to the Youth Advisory Committee. FISCAL IMPACT Only staff costs are anticipated in association with Youth Advisory Committee activities. These will be absorbed within the current Parks and Recreation Department Budget. STRATEGIC PLAN IMPACT The project is consistent with the Strategic Plan's Goal B of Responsive and Inclusive City, included under step 2 Actions, as a guiding principle for continuing to provide quality services that are inclusive and responsive to meet the challenging needs of the diverse community.
