CC – Item 4H – Traffic Request for Midblock Crosswalk Along Wells Street, Adjacent to Emma Shuey Elementary SchoolROSEMEAD CITY COUNCIL STAFF REPORT TO: THE HONORABLE MAYOR AND CITY COUNCIL FROM: BEN KIM, CITY MANAGER 0 DATE: OCTOBER 8, 2024 SUBJECT: TRAFFIC REQUEST FOR MIDBLOCK CROSSWALK ALONG WELLS STREET, ADJACENT TO EMMA SHUEY ELEMENTARY SCHOOL SUMMARY At the May 2, 2024, Traffic Commission Meeting, staff presented recommendations and options for traffic improvements on Wells Street, adjacent to Emma Shuey Elementary School. After discussion and presentation of the item, the Traffic Commission approved the staff recommendations for the area as shown on the "Installation Exhibit' in Attachment C. Public Works Field Services staff will complete all the recommended items. If necessary, additional materials and supplies may be purchased at a minimal expense to complete the recommended work and staff would utilize approved Fiscal Year 2024-2025 Traffic Signs and Markers available funds. On behalf of the City of Rosemead, engineering staff has completed an all -way stop and line -of - sight review, as well as recommended appropriate improvements at the location of Wells Street, between Delta Avenue and Walnut Grove Avenue, parallel to Emma Shuey Elementary School. The City of Rosemead has received a resident request to evaluate the street segment of Wells Street parallel to Emma Shuey Elementary School and determine if the segment qualifies for the installation of a midblock crosswalk. The resident expressed concern for pedestrians jaywalking across Wells Street approaching Emma Shuey Elementary School and stated that pedestrians jaywalk in the area despite the presence of crossing guards along Wells Street. In response to this request and on behalf of the City, engineering staff completed a traffic review to determine if a midblock crosswalk was warranted to be installed along Wells Street adjacent to Emma Shuey Elementary School, and recommended appropriate measures. AGENDA ITEM 4.11 City Council Meeting October 8, 2024 Page 2 of 7 The traffic review included an analysis of the existing roadway conditions, a field review, a collection of vehicular traffic data, a collection of pedestrian movement counts in the area, and a review of approximately 3 -years of available collision data. Existing Conditions: Wells Street runs east/west and is considered a local road. Wells Street has a speed limit of 25 MPH, has a posted school speed limit of 25 MPH, and is approximately 40 -feet wide. Wells Street has one lane in each direction and is marked with a single dashed yellow centerline. Parking is available on the north and south side of Wells Street, except where the curb is marked red or white, which is a loading and unloading zone. Parking is also restricted due to street sweeping on the north side of Wells Street, and on the south side of the street parking is restricted on school days, from 7AM-9AM, and 12PM-3PM. This segment of Wells Street is adjacent to single-family residential homes located on the north side of the street, and is adjacent to Emma Shuey Elementary School, located on the south side of Wells Street. It is important to note that there are two crossing guards posted along the segment of Wells Street between Delta Avenue and Walnut Grove Avenue. The first crossing guard is posted at Earle Avenue and Wells Street, and the second crossing guard is posted at Walnut Grove Avenue and Wells Street. Earle Avenue runs north and south and is considered a local road. Earle Avenue has a prima facie speed limit of 25 MPH and is approximately 35 -feet wide. Earle Avenue has one lane in each direction and has no marked centerline. Parking is available on the east and west side of Earle Avenue, except where the curb is marked red and during street sweeping times. This segment of Earle Avenue north of the intersection with Wells Street is adjacent to single-family residential homes located on both sides of the street and is located north of Emma Shuey Elementary School. There is also a crossing guard posted at the intersection of Earle Avenue and Wells Street during school drop off and pickup times. Emma W. Shuey Elementary School is located on the south side of the Wells Avenue, east of the intersection with Delta Avenue. The student population is approximately 491 students, serving students from kindergarten through 6th grade. Student age groups range from 5 to 11 years old. The regular bell schedules for students at Emma Shuey Elementary School are as follows: Monday through Friday — Start time: 8:00am; for all students, and End Time: 1:45pm for kindergarten, 1:55 for grades 1 st — 3rd, and 2:20 for 4th — 6th grades. City Council Meeting October 8, 2024 Page 3 of 7 STAFF RECOMMENDATION The Traffic Commission voted 5-0 to approve the staff recommendations. It is recommended that the City Council authorize the following staff recommendations: 1. REMOVE AND REPLACE STOP SIGNS (R1-1) WITH NEW FLASHING STOP SIGNS (R-1): Remove and Replace existing stop signs with new Flashing Stop Signs (RI - 1) for all three legs at the intersection of Wells Street and Earle Avenue. a. Remove and replace stop signs at the northwest, northeast, and southwest corners of the intersection of Wells Street and Earle Avenue, for eastbound, westbound, and southbound traffic. b. Flashing Stop Signs are recommended for installation due to the number of pedestrians crossing at the intersection of Wells Street and Earle Avenue, and to increase visibility for pedestrians and vehicles at the intersection. 2. INSTALL "ALL -WAY" PLAQUE (R1 -3P) AND RED REFLECTIVE STRIP ON STOP SIGNPOSTS: Install "All -Way" Plaque (Rl-3P) and Red Reflective Strip beneath all three stop signs at the intersection of Wells Street and Earle Avenue. a. Installation of these signs and traffic devices will help bring awareness to drivers approaching the intersection. 3. REMOVE PEDESTRIAN CROSSING SIGNS SIGNAGE: Pedestrian Crossing Signs at the north leg and east leg of the intersection of Wells Street and Earle Avenue a. CAMUTCD Section 713.12 School Crossing Assembly Standard: i. If used, the School Crossing Assembly B(CA) (see Figure 713-1 or 713- I (CA)) shall be installed at the school crossing (see Figures 713-4 and 713- 5), or as close to it as possible, and shall consist of a School (S1-1) sign supplemented with a diagonal downward pointing arrow (W 16-7P) plaque to show the location of the crossing. ii. The School Crossing Assembly B(CA) or E(CA) shall not be used at crossings other than those adjacent to schools and those on established school pedestrian routes. iii. The School Crossing Assembly B(CA) or E(CA) shall not be installed on approaches controlled by a STOP (Rl-1) sign, or YIELD (Rl-2) sign or a traffic signal. Standard: The School Crosswalk Warning Assembly B(CA) or E(CA) shall be posted at all yellow school crosswalks that are not controlled by a STOP (RI -1) sign, a YIELD (RI -2) sign ora traffic signal. REMOVE AND REPLACE STOP AHEAD SIGNAGE (W3-1) ALONG WELLS STREET: Remove and Replace Stop Ahead (W3-1) Signage for eastbound and westbound vehicle approaching the intersection at Wells Street and Earle Avenue. a. The Stop Ahead signage for both directions of travel along Wells Street is faded, and should be replaced. 5. REFRESH "STOP AHEAD" PAVEMENT LEGENDS: Refresh "Stop Ahead" Pavement Legends along Wells Street for eastbound and westbound vehicles approaching the intersection of Wells Street and Earle Avenue. 6. REMOVE "25 MPH WHEN CHILDREN ARE PRESENT" SIGN (SR4-1) AND REPLACE WITH PEDESTRIAN CROSSING AHEAD (SW24-3 (CA)) SIGNAGE: Remove "25 MPH When Children Are Present' Sign (SR4-1) and Replace with Pedestrian Crossing Ahead (SW24-3 (CA)) Signage along Wells Street for eastbound traffic, located approximately 45 -feet west of the intersection with Wells Street and Delta Avenue. 7. REMOVE PEDESTRIAN CROSSING AHEAD (SW24-3 (CA)) SIGNAGE AND REPLACE WITH 25 MPH SPEED LIMIT SIGN (24"X30") (R2-1): Remove Pedestrian Crossing Ahead (Sw24-3 (CA)) Signage and Replace with 25 MPH Speed Limit Sign (24"X30") (R2-1) along Wells Street for eastbound traffic approaching the intersection of Wells Street and Earle Avenue, located at the southeast corner of the intersection with Wells Street and Delta Avenue. 8. INSTALL "25" PAVEMENT LEGEND ADJACENT TO THE NEW 25 MPH SPEED LIMIT SIGNS: Install "25" Pavement Legend Adjacent to the new 25 MPH Speed Limit Signs along Wells Street, to help remind drivers of the speed limit in the area. 9. REMOVE AND REPLACE PEDESTRIAN CROSSING AHEAD (SW24-3) SIGNS: Remove and Replace Pedestrian Crossing Ahead (SW24-3 (CA)) Signage along Wells Street for westbound traffic, approximately 150 -feet east of the intersection of Wells Street and Earle Avenue. 10. REMOVE AND REPLACE SCHOOL SPEED LIMIT SIGNS: Remove "25 MPH When Children Are Present' Sign (SR4-1) and Replace With 25 MPH Speed Limit Sign (24"X30") (R2-1) for westbound traffic, approximately 385 -feet east of the intersection of Wells Street and Earle Avenue. INSTALL "USE CROSSWALK" WITH ARROW (R9-3bP) SIGN: Install "Use Crosswalk" With Arrow (R9-3bP) Sign beneath existing signage along Wells Street along the frontage of Shuey Elementary School for eastbound and westbound traffic along Wells Street. a. The arrow on the sign should face towards the crosswalk at intersection of Earle Avenue and Wells Street. b. Installation of this signage will help bring awareness to drivers approaching the school for student drop-off and pickup and encourage pedestrians to use the crosswalk at the intersection of Wells Street and Earle Avenue. 12. REMOVE AND REPLACE FADED "NO STOPPING ANYTIME" SIGN (R26(S)(CA)): Remove and Replace faded "No Stopping Anytime" sign (R26(S) (CA)) along the south side of Wells Street, at the frontage of Shuey Elementary School. 13. INSTALL "NO U-TURN" SIGNAGE (R34) ALONG WELLS STREET: Install "No U -Turn" Signage (R34) along Wells Street between Earle Avenue and the east end of the school zone for Shuey Elementary School. Install "No U -Turn" signage on existing signposts along Wells Street, as shown in the recommendations. a. Installation of the "No U -Turn" signage will alert drivers that making U-turns in this area is not permitted, per the California Vehicle Code (CVC). i. CVC Section 22103: No person in a residence district shall make a U-turn when any other vehicle is approaching from either direction within 200 feet, except at an intersection when the approaching vehicle is controlled by an official traffic control device. ii. CVC Section 22105: No person shall make a U-turn upon any highway where the driver of such vehicle does not have an unobstructed view for 200 feet in both directions along the highway and of any traffic thereon. 14. INSTALL YELLOW CHANNELIZERS ALONG WELLS STREET: Install Yellow Channelizers (3' High, Impact Resistant) with yellow bands on flexible anchor mounted posts in intervals of approximately 25 -feet apart on the yellow center line along Wells Street, starting at the east leg of the intersection of Earle Avenue and Wells Street and ending at the east edge of the Southern California Edison (SCE) Property. The channelizers should be installed with gaps for driveway openings and vehicle turning access, as shown. a. CAMUTCD Section 3H.01. City Council Meeting October 8, 2024 Page 6 of 7 i. 06 — Channelizers are flexible retroreflective devices for installation within the roadway to discourage road users from crossing a line or area of the roadway. Unlike delineators, which indicate the roadway alignment, channelizers are intended to provide additional guidance and/or restriction to traffic by supplementing pavement markings and delineation. ii. 07 — Channelizers may be used for additional emphasis to discourage median crossings at traffic islands and at lane separations. iii. 10 — The post shall be flexible with a 2 `/4 inch minimum width, except that the portion containing the retroreflective unit shall be a minimum width of 3 inch. The post shall be a minimum height of 36 inch above the pavement. iv. 20 — In locations where a relatively high number of violations occur, the post spacing should be 25 feet. 15. ADDITIONAL POLICE ENFORCEMENT ALONG WELLS STREET: Additional Police Enforcement along Wells Steet between Earle Avenue and Walnut Grove Avenue is recommended, specifically during school drop-off and pickup from Shuey Elementary School. FINANCIAL IMPACT The City of Rosemead Public Works Field Services Division will complete the recommended items utilizing approved Fiscal Year 2024-2025 Traffic Signs and Markers available funds. All recommended items will be performed by in-house staff. If necessary, additional materials and supplies may be purchased at a minimal expense to complete the tasks. ENVIRONMENTAL REVIEW The proposed work involves the maintenance and minor alteration of existing public infrastructure; therefore, the project is Class 1 Categorically Exempt pursuant to the California Environmental Quality Act (CEQA). STRATEGIC PLAN IMPACT The project is consistent with the City of Rosemead's Strategic Plan Goal C - Infrastructure and Facilities, which is to enhance streets, sidewalks, and public infrastructure; coordinate with relevant utility agencies regarding safety and enhancements; and modernize facilities by expanding the use of wireless network technology and renewable energy. STAFF RECOMMENDATION After a thorough review of existing field and traffic conditions and per the guidelines in the California Manual on Uniform Traffic Control Devices (CAMUTCD), California Vehicle Code (CVC), and based on engineering judgement, it was determined that the segment of Wells Street between Delta Avenue and Walnut Grove Avenue does not meet the requirements for the installation of a midblock crosswalk at this time. However, it was determined that this area along Wells Street would benefit from the installation of other traffic calming measures. Please refer to the Installation Exhibit in Attachment A for a conceptual exhibit representation of the proposed recommendations. The traffic review included an analysis of the existing roadway conditions, a review of approximately 3 -years of available collision data, an average daily traffic count (ADT), 24-hour speed survey, school pedestrian counts during drop-off and pick-up times along Shuey Elementary School, and a field review along Wells Street, between Walnut Grove Avenue and Delta Avenue. This segment of Wells Street has a speed limit of 25 MPH, and a posted school speed limit of 25 MPH when children are present. Wells Street is approximately 40 -feet wide with one lane in each direction and is divided by a single yellow dashed centerline. Each lane of travel is approximately 20 -feet in width for eastbound and westbound vehicles along Wells Street. This segment of Wells Street, between Delta Ave and Rockhold Avenue, has white striping along both sides of the street, that visually narrows the road and provides and 8' shoulder used for parking along Wells Street. Parking is allowed on both sides of the street, except during street sweeping days on Tuesdays, from 6AM —10AM, and in areas marked with red curb. At the frontage of Emma W Shuey Elementary School, parking is not allowed between 7AM to SIAM, and between 12PM to 313M during school days. This parking restriction is to allow for passenger loading and unloading along the south side of the street. Walnut Grove Avenue: Within the City of Rosemead, Walnut Grove Avenue is a north/south street, that is considered a Minor Arterial Road, based upon the California Road System by Caltrans. This segment of Walnut Grove Avenue has a speed limit of 40MPH. Walnut Grove Avenue is approximately 64 -feet wide with two lanes of travel in each direction and has one lane for left turn pockets, for northbound and southbound vehicles turning onto Wells Street. Parking is allowed on both sides of Walnut Grove Avenue, except during street sweeping days and in areas marked with red curb. Street sweeping days are on Tuesdays, from (SAM to LOAM. The land use along this area of Walnut Grove Avenue consists of single-family residential homes and apartment complexes. At the signalized intersection of Walnut Grove Avenue and Wells Street, there are marked crosswalks on the east, west, and south legs of the intersection. There is also a crossing guard posted at the southwest corner of the intersection in the morning and afternoon during school drop off and pickup for Shuey Elementary School. Delta Avenue: Within the City of Rosemead, Delta Avenue is a north/south road that is considered a Local Road, based upon the California Road System by Caltrans. This segment of the Delta Avenue has prima facie speed limit of 25 MPH. Delta Avenue is approximately 40 -feet wide with one lane of travel in each direction and has no marked centerline. Parking is allowed on both sides of street, except where the curb is marked red. At the intersection of Delta Avenue and Wells Street, the north and south legs of Delta Avenue are offset by approximately 185 -feet. Delta Avenue is stop controlled for northbound and southbound traffic approaching the intersection with Wells Street. Earle Avenue: Within the City of Rosemead, Earle Avenue is a north/south road that is considered a Local Road, based on upon the California Road System by Caltrans. This segment of the Earle Avenue has prima facie speed limit of 25 MPH. Earle Avenue is approximately 35 -feet wide with one lane of travel in each direction and has no marked centerline. Parking is allowed on both sides of Earle Avenue, except during street sweeping days and in areas marked with red curb. Street sweeping days are on Tuesdays, from 6AM to LOAM. The land use along this area of Earle Avenue consists predominantly of single-family residential homes. The intersection of Earle Avenue and Wells Street is all -way stop controlled with two marked crosswalks located on the east and north legs of the intersection. It is also important to note that there is a crossing guard posted at the northeast corner of the intersection during school drop-off and pickup from Shuey Elementary School and assists pedestrians crossing the north leg and east leg of the intersection. Rockhold Avenue: Within the City of Rosemead, Rockhold Avenue is a north/south road that is considered a Local Road, based upon the California Road System by Caltrans. This segment of the Rockhold Avenue stretches from Wells Street to approximately 315 -ft north, where it ends in a Cul -de - Sac. The has prima facie speed limit for local roads such as Rockhold Avenue is 25 MPH. Rockhold Avenue is approximately 30 -feet wide with one lane of travel in each direction and has no marked centerline. Parking is allowed on both sides of street. The intersection of Rockhold Avenue and Wells Street is not Stop controlled in any direction. Emma W. Shuey Elementary School: Emma W. Shuey Elementary School is located on the south side of Wells Avenue, east of the intersection with Delta Avenue. Based on the Speed Survey, the 851h percentile speed of vehicles along Wells Avenue, west of Walnut Grove Avenue, was determined to be 33 MPH. This translates to mean that 85 percent of the vehicles sampled were traveling at 33 MPH or below, which is 8 MPH above the posted speed limit of 25 MPH. Duringthis review, data was collected to determine the number of pedestrians crossing Wells Street during school drop-off and pick-up times. To determine how many pedestrians are crossing Wells Street at the intersection with Earle Avenue, as well as crossing along Wells Street midblock along the frontage of Emma W. Shuey Elementary School, pedestrian counts were taken on Thursday, April 18, 2024, and on Friday, April 19, 2024. Counts were taken during school drop off and school dismissal time between 7:30-8:30AM, and 1:30-2:45PM. The counts were divided into 15 -minute increments in the tables below (Table 4 and Table 5). It is important to note that at the intersection of Wells Street and Earle Avenue, there is a crossing guard posted who assists pedestrians crossing the east leg and north leg of the intersection, during the morning and afternoon drop-off and pickup times for Shuey Elementary School. I TRAFFIC REVIEW ALONG WEST WELLS STREET FOR SHUEY ELEMENTARY SCHOOL FIELD OBSERVATIONS AT EMMA W SHUEY ELEMENTARY SCHOOL A field observation and review were conducted on Thursday, April 18, 2024, and Friday, April 18, 2024, along the surroundings of Emma Shuey Elementary School, to observe vehicular and pedestrian movements during student drop-off and pick-up hours. Observations were conducted during student drop off times along the frontage of Emma W Shuey Elementary School, from 7:30-8:30AM. It was observed that there was a high volume of vehicles parked along both sides of Wells Street, as well as on Earle Avenue. During the drop off time for students, a high volume of vehicles was observed approaching Shuey Elementary School and created a traffic jam along Wells Street approaching the intersection with Earle Avenue. The cause of the backup of vehicles during this time was a combination of pedestrians crossing Wells Street, as well as vehicles performing U-turns in the middle of the street in front of the school. Many pedestrians crossing Wells Street crossed at the intersection with Earle Avenue, where a crossing guard is posted to assist pedestrians reach the north and south sides of the street. However, several pedestrians were also observed crossing midblock along Wells Street. These pedestrians would typically wait for a pause in traffic, or wait for cars to stop for them, and cross the street near the frontage of the school. This behavior was observed occurring both during student drop-off and pick-up in the morning and afternoon. During student drop-off in the morning, most parents would cross midblock with their students to reach the south side of Wells Street, however some parents would only cross halfway with their students, encouraging the students to finish crossing the street on their own. During this time, it was also observed that several parents would exit their vehicles in the middle of the westbound travel lane while waiting in traffic, and make students exit the vehicle in the middle of the street. Some parents would then abandon their vehicles to help the students cross the street, while other parents would let the students cross the street on their own. Other parents walking the children to school, approaching Shuey Elementary School from Walnut Grove Avenue, would also opt to cross Wells Street midblock, east of the school. This was to avoid the walk to the marked crosswalk, that is located approximately 175 -ft west of the school entrance at the intersection of Wells Street and Earle Avenue. Many parents and students utilized the crosswalks located at this intersection, however there were several parents and students who would cross Wells Street midblock closest to where they parked their cars. Vehicles observed stopping in front of red curb, encroaching into path of travel. Closer to the school parking lot entrance, parents and students observed crossing Wells Street midblock. Westbound view along Wells Street, in front of Shuey Elementary School. Vehicle observed attempting to do a U -tum midblock, approximately 50 -ft east of the school's entrance. It was also observed that several vehicles would opt to make a U-turn along Wells Street, to avoid waiting in traffic to reach the stop -controlled intersection of Wells Street and Earle Avenue. This would typically occur near the school parking lot entrance and school parking lot exit, where the entrance and exit driveways are. Despite both parking lot driveways being coned off, vehicles would still make U-turns at these driveways, to avoid the intersection of Wells Street and Earle Avenue. Vehicles making U-turns here would cause an issue for traffic flow, for both eastbound and westbound vehicles. During the morning field review, the crossing guard posted at the intersection of Wells Street and Earle Avenue was asked some questions about typical morning and afternoon traffic for pedestrians and vehicles at Shuey Elementary. The crossing guard explained that the morning drop-off is busier with vehicular and pedestrian traffic, compared to the afternoon pick-up at the school. He explained that during a typical morning, while many people use the crosswalk at Wells Street and Earle Avenue to get to school, that many people also jaywalk and cross Wells Street closest to where they park their vehicles. While he was tried blowing his whistle and calling parents to cross at the intersection, he explained that several parents will cross midblock with their students anyways. He has also observed vehicles making U- turns in the middle of the street very regularly, and expressed concern for pedestrians crossing in the middle of the street when vehicles do this. The crossing guard has seen that parents will not make U-turns in the middle of the street when there is police presence in the area giving out tickets. During this time, the school superintendent was also asked some questions about typical drop-off and pick-up traffic for vehicles and pedestrians. She explained that morning drop-off is busier than afternoon pickup, with 7:45AM-7:55AM being the busiest time in the morning. In the afternoon, student pickup is not as busy, due to the staggered student release times over a 40 -minute period. The school superintendent also explained that traffic used to not be as bad in front of Shuey Elementary School, but that vehicular traffic and people driving through the area has gotten worse overthe last couple of years. She expressed concern for students and parents crossing the street midblock along Wells Street during student drop-off and pick- up. The superintendent also expressed concern for vehicles double parking along Wells Street, causing significant back-ups in traffic during student drop-off in the mornings. Wells Street is only one lane in each direction, and is not very wide, so when a car stops in the middle of a travel lane it causes a significant backup of vehicles. It is also important to note that there is also a crossing guard posted at the intersection of Wells Street and Walnut Grove Avenue. This crossing guard is posted at the intersection during morning drop-off and afternoon pickup times and assists pedestrians crossing the south leg and west leg of the intersection. I Page 14 of 31 TRAFFIC REVIEW ALONG WEST WELLS STREET FOR SHUEY ELEMENTARY SCHOOL Following the school drop-off observations, a review of existing conditions was conducted along Wells Street between Delta Avenue and Walnut Grove Avenue. This review was completed to determine if any existing signage, pavement markings, or curb markings need to be replaced in the area, as well as if any additional traffic devices should be installed. Eastbound view east of the intersection of Wells Street and Earle Avenue. Stop Ahead Signage conditions reviewed, sign is faded. Midblock Crosswalk Guidance The installation of all traffic control devices, including midblock crosswalks on public streets are guided by the California Manual of Uniform Traffic Control (CAMUTCD) Section 36.18, the California Vehicle Code (CVC), and Federal Highway Administration (FHWA). Per the CAMUTCD, an engineering study should be performed before a marked crosswalk is installed at any location. The engineering study should consider the following factors in determining if the installation of a new crosswalk is justified: 1SEI�PAD CITY OF ROSEMEAD Prepared By: Transtech Engineers, Inc. I Page 15 of 31 TRAFFIC REVIEW ALONG WEST WELLS STREET FOR SHUEY ELEMENTARY SCHOOL • Number of lanes • Presence of a median • Distance from adjacent signalized intersections • Pedestrian volumes and delays • Average daily traffic (ADT) volume • Posted or statutory speed limit or 85th -percentile speed • Geometry of the location • Possible consolidation of multiple crossing points • Availability of street lighting, and other appropriate factors. The installation of a midblock crosswalk typically occurs where there is shown to be significant pedestrian desire and need. Uncontrolled crosswalks are marked crosswalks with no traffic control device and is not recommended unless there is significant need and accompanied with other measures to alert drivers to pedestrians crossing. Consideration of a pedestrian crosswalk depends heavily on intensity of pedestrian activity at the location such as a high volume of pedestrians crossing, no other crossing options within a walkable distance, and the vehicular speed along the route. The CAMUTCD Section 36.18 states Mid -block pedestrian crossings are generally unexpected by the motorist and should be discouraged unless, in the opinion of the engineer, there is strong justification in favor of such installation. Particular attention should be given to roadways with two or more traffic lanes in one direction as a pedestrian may be hidden from view by a vehicle yielding the right-of-way to a pedestrian. The US Department of Transportation Federal Highway Administration "Executive Summary and Recommended Guidelines" for crosswalks has guidelines of where uncontrolled crosswalk could be considered?' • Two lane roadways • Roadway speeds less than 30 mph • No parking on street segment approaching crossing location • High pedestrian volume • Average daily traffic on roadway less than 9,000 vehicles • Clear sight distance for pedestrian and approaching vehicle • Well lighted area • Used to discourage pedestrian crossing at undesirable locations • Special consideration is given to those locations that are part of a safe route to school program Some studies suggest that an uncontrolled marked crosswalk gives a pedestrian a false sense of security, with the markings providing a barrier or some sort of protection. Contrary to pedestrians' expectations a marked crosswalk does not necessarily result in motorists stopping or yielding to pedestrians. In some instances, pedestrians are more likely to step out in front of oncoming traffic in a marked crosswalk than at an unmarked crosswalk. According to the US Department of Transportation Federal Highway ' US Department of Transportation Federal Highway Administration "Executive Summary and Recommended Guidelines" for crosswalks, Table 1. I Page 16 of 31 "'R TRAFFIC REVIEW ALONG WEST WELLS STREET FOR SHUEY ELEMENTARY SCHOOL Administration "Executive Summary and Recommended Guidelines' for crosswalks, "motorists failing to yield represented a large percentage of pedestrian crashes in marked crosswalks (41.5%) and unmarked crosswalks (31.7%)". There were several other contributing factors such as speed of traffic, number of lanes and age of pedestrians that also contributed to the results. TRAFFIC CALMING DEVICES AND STRATEGIES Traffic calming is the process of reducing vehicle speeds using both passive devices, such as signs and striping, and physical devices such as changes in road elevation or path. As part of this study, traffic speeds, collisions and traffic volumes were used to assess existing conditions along this segment. The type, design and placement of traffic calming devices depend upon the road classification, desired traffic speed and types of traffic issues along Wells Street between Walnut Grove Avenue and Delta Avenue. There are various traffic calming measures that can reduce the flow and speed of traffic on a street. The following is a list of common traffic calming measures that can be installed to aid in slowing traffic: 1) Traffic Education Campaign: This consists of flyers, neighborhood meetings, banners and other notices to assist is making the public aware of the traffic conditions in a certain area. 2) Signage and Pavement Legends: Modifying the signage along the road or change the striping to narrow travel lanes to effectively slows speeds by changing the travel environment. Signs alert the Driver to their speed, such as larger speed limit signs or a speed feedback sign. Too many signs can have an opposite effect on traffic. Therefore, usage of signs should be subject to careful consideration and compliance with local and regional standards. 3) Targeted Police Enforcement: The police department deploys officers to perform enforcement on residential streets for at least an hour a day. RECOMMENDATIONS After a review of existing field and traffic conditions, the California Manual on Uniform Traffic Control Devices (CAMUTCD), California Vehicle Code (CVC), and based on the traffic review and engineering judgement, it was determined that the segment of Wells Avenue, between Walnut Grove Avenue and Delta Street, would benefit from additional enhancements. The enhancements are listed below and shown on the Recommendation Exhibit. At this time, a midblock crosswalk is not being recommended for Wells Street between Earle Avenue and Walnut Grove Avenue. While it was observed that pedestrians are crossing in the area, there were not enough student age pedestrians crossing Wells Street midblock to warrant the installation of a crosswalk here at this time. However, there were still several student and adult age pedestrians crossing midblock along Wells Street, as well as some vehicles double parking in the middle of the travel lanes to let students out for school drop off. To help mitigate this, it is recommended that the City put together a pamphlet, educating parents on the importance of using crosswalks, and distribute the information in coordination with school officials. By providing more education about crosswalks in this area, it may help mitigate the number of pedestrians crossing midblock during school drop-off and pickup in the morning and afternoon. I Page 17 of 31 0E�A TRAFFIC REVIEW ALONG WEST WELLS STREET FOR SHUEY ELEMENTARY SCHOOL While a midblock crosswalk is not being recommended at this time, other traffic calming devices are being recommended forth is segment along Wells Avenue between Delta Avenue and Walnut Grove Avenue. It is also recommended that in order to prevent vehicles from performing U-turns along Wells Street at Shuey Elementary School, some "No U -Turn" signs as well as yellow delineators may be installed to discourage drivers from performing midblock U-turns in the area. When a field review was conducted at Shuey Elementary School, it was observed that several vehicles were making U-turns in the middle of the street and causing backups of traffic along Wells Street. By installing signage and delineators it will help discourage drivers from making U-turns in this area. The recommendations are shown in the following Recommendation Exhibits. Exhibit A: Wells Street at Earle Avenue 1. REMOVE AND REPLACE STOP SIGNS (111-1) WITH NEW FLASHING STOP SIGNS (R-1): Remove and Replace existing stop signs with new Flashing Stop Signs (111-1) for all three legs at the intersection of Wells Street and Earle Avenue. a. Remove and replace stop signs at the northwest, northeast, and southwest corners of the intersection of Wells Street and Earle Avenue, for eastbound, westbound, and southbound traffic. b. Flashing Stop Signs are recommended for installation due to the number of pedestrians crossing at the intersection of Wells Street and Earle Avenue, and to increase visibility for pedestrians and vehicles at the intersection. 2. INSTALL "ALL -WAY" PLAQUE (111-311)) AND RED REFLECTIVE STRIP ON STOP SIGNPOSTS: Install "All -Way" Plaque (111-313) and Red Reflective Strip beneath all three stop signs at the intersection of Wells Street and Earle Avenue. a. Installation of these signs and traffic devices will help bring awareness to drivers approaching the intersection. 3. REMOVE PEDESTRIAN CROSSING SIGNS SIGNAGE: Pedestrian Crossing Signs at the north leg and east leg of the intersection of Wells Street and Earle Avenue. a. CAMUTCD Section 78.12 School Crossing Assembly Standard: i. If used, the School Crossing Assembly B(CA) (see Figure 713-1 or 7B-1(CA)) shall be installed atthe school crossing (see Figures 713-4 and 713-S), or as close to it as possible, and shall consist of a School (Sl -1) sign supplemented with a diagonal downward pointing arrow (W16 -7P) plaque to show the location of the crossing. ii. The School Crossing Assembly B(CA) or E(CA) shall not be used at crossings other than those adjacent to schools and those on established school pedestrian routes. iii. The School Crossing Assembly B(CA) or E(CA) shall not be installed on approaches controlled by a STOP (R1-1) sign, or YIELD (R1-2) sign or a traffic signal. INSTALL "NO U-TURN" SIGNAGE (R3-4) ALONG WELLS STREET: Install "No U -Turn" Signage (113- 4) along Wells Street between Earle Avenue and the east end of the school zone for Shuey Elementary School. Install "No U -Turn" signage on existing signposts along Wells Street, as shown in the recommendations. a. Installation of the "No U -Turn" signage will alert drivers that making U-turns in this area is not permitted, per the California Vehicle Code (CVC). i. CVC Section 22103: No person in a residence district shall make a U-turn when any other vehicle is approaching from either direction within 200 feet, except at an intersection when the approaching vehicle is controlled by an official traffic control device. ii. CVCSection 22105: No person shall make a U-turn upon any highway where the driver of such vehicle does not have an unobstructed view for 200 feet in both directions along the highway and of any traffic thereon. 14. INSTALL YELLOW CHANNELIZERS ALONG WELLS STREET: Install Yellow Channelizers (3' High, Impact Resistant) with yellow bands on flexible anchor mounted posts in intervals of approximately 25 -feet apart on the yellow center line along Wells Street, starting at the east leg of the intersection of Earle Avenue and Wells Street and ending at the east end of the school campus boundary for Shuey Elementary School. The channelizers should be installed with gaps for driveway openings and vehicle turning access, as shown. a. CAM UTCD Section 3H.01. i. 06 — Channelizers are flexible retroreflective devices for installation within the roadway to discourage road users from crossing a line or area of the roadway. Unlike delineators, which indicate the roadway alignment, channelizers are intended to provide additional guidance and/or restriction to traffic by supplementing pavement markings and delineation. ii. 07 — Channelizers may be used for additional emphasis to discourage median crossings at traffic islands and at lane separations. Valley Boulevard, Rosemead, California. PUBLIC COMMENTS None 2. CONSENT CALENDAR Chair Drange asked Traffic Commissioners if anyone would like to make revisions or additions to the minutes of March 7, 2024. NEW BUSINESS A. ALL WAY STOP REQUEST AT MARSHALL STREET AND IVAR AVENUE Associate Engineer Richter provided a brief description of the item and presented a PowerPoint presentation of the studies that were conducted. Associate Engineer Richter explained that the City received a resident request to evaluate the intersection of Marshall Street and Ivar Avenue, and determine if the intersection qualifies for the installation of an all - way stop. The resident expressed concern for vehicles speeding through the area along Marshall Street, and has requested that an ail -way stop or other traffic calming measures be installed at this location. In response to this request and on behalf of the City, engineering staff completed a traffic review to determine if an all -way stop was warranted to be installed at the intersection of Marshall Street and Ivar Avenue, and recommended appropriate measures. After a thorough review of existing field and traffic conditions and per the guidelines in the California Manual on Uniform Traffic Control Devices (CAMUTCD), California Vehicle Code (CVC), and based on engineering judgement, it was determined that the intersection of Marshall Street and Ivar Avenue does not meet the Rosemead Traffic Commission Meeting Minutes of April 4, 2024 Page I of 3 requirements for the installation of an all -way stop. However, it was determined that this area along Marshall Street and Ivar Avenue would benefit from the installation of other traffic calming measures. MATTERS FROM STAFF 5. COMMISSIONER REPORTS Interim City Engineer Leung followed up on Chair Drange's comment regarding the bicycle plan, stating he is looking into the feasibility of implementing the plan as part of future arterial repaving projects. He also mentioned of a regional transit corridor plan that is in place involving Garvey Avenue. Chair Drange recalled the representatives with the regional transit corridor spoke at a previous meeting regarding various routes within the plan and asked I Garvey Avenue was determined to be a route. Interim City Engineer Leung replied the City of Monterey Park and City of EI Monte accepted and it would be the prioritized route at this time. Chair Drange asked if the City is involved with this plan. Interim City Engineer Leung replied it is in discussion. Interim City Engineer Leung recalled the commissioner's comment regarding the traffic signal lights at the intersection where Rio Hondo Avenue, Mission Drive, and Valley Boulevard connect being difficult to see. He replied traffic engineers looked into it and explained it was intended and designed that way due to the configuration of the intersection. The item has been resent to traffic engineers for further evaluation. Chair Orange commented that the issue he experiences at that intersection has to do with the second traffic signal light being difficult to see and the light is only noticed until after you drive by the first traffic signal at the intersection when heading east. Vice Chair Lang added it is also difficult when heading eastbound on Mission Drive and making a left tum on Valley Boulevard. He commented that the timing of the traffic signal should be looked into. Vice Chair Lang recalled his comment from the last traffic commission meeting regarding traffic request turnaround and the concern along Mission Drive near the In -N -Out. He mentioned the traffic overflow caused by the parking lot is resulting in aggressive drivers consequently not always seeing pedestrians crossing by Newby Avenue. Interim City Engineer Leung asked for clarification if the issue is during the evening hours. Vice Chair Lang replied the traffic congestion is typically seen around 6 PM to 8 PM.
