CC - Item 3A - Presentation - Maryvale - Rosemead Campus - 7600 Graves Avenue - Case No. Planned Development 23-01Maryvale - Rosemead Campus 7600 Graves Avenue Case No. P=D 23-01 City Council Hearing October 22, 2024 BRIEF HISTOR=F MARYVALY, • Originally opened in 1856 on the site of present -Union Station, Maryvale filled the gap for Los Angeles, which had no child welfare system at the time. • Moved to a larger facility in Boyle Heights in 1891 serving as LA's first orphanage. • After earthquake damage to the Boyle Heights facility, Maryvale opened at its current location in 1953, sixyears before the City's incorporation in 1959. • Since 1953, Maryvale has continued to provide community services and programs for at -risk children and adults, such as: • Transitional and supportive housing • Mental health services • Community/wraparound services • Early education SOMOS GROUP I till FISTING CONDIT w �\ u n -- �l -1 ---0- *, INN �4 mamarVyale Continued Use and Maintenance Continue to include land use and operations that support: • Transitional and supportive housing • Mental health services • Community/wraparound services • Early Education These programs are not a homeless shelter but targeted towards specific demographics and referrals. Current programs include: • Early Education Center — early ed learning for children and families. • Seton House-- 6 month temporary housing for up to 9 mothers with up to 2 children each. • Hope Housing,— 14 beds for female students (18-28 yr) attending college, suffering from housing insecurity or domestic abuse. • Community -Based Mental Health — affordable outpatient services for children (through 25 yrs) and their families. Because programs and services are funding dependent, our request is for flexibility for any one or more use to operate at any given time. Remodel will create independent living units, with private bathrooms and living areas. New common rooms, activity centers, Library and learning kitchens. Total 20 new units (16 suites, 4 singles). No expansion of the existing floor area. Targeted to house single mothers and their children. (Right - Proposed 2nd Floor, East Wing) SOMOS GROUP What the Project is NOT NOT Homeless Shelter • Maryvale works with multiple organizations to run its housing programs. • Programs operate on a referral basis to our residential units. • All residents have been interviewed and screened prior to taking up their temporary residency. • Purpose is to ensure participants never have to experience being homeless and receive help and support early. NOT 400 Beds • Request is to reconfigure La Boure Hall to create 20 units, • Occupancy is no more than one (1) parent and up to two (2) children. NOT New Construction • Maryvale is an existing campus first constructed at 7600 Graves Avenue in 1953, • All facilities and structures already exist. • Only remodel of existing La Boure Hall. • No expansion of existing floor area is proposed. (300 households) • Two open houses and site tours held on August 24 and August 29. • Feedback from canvass and open houses supportive of existing and future programs. Prior to City Council Meeting Follow up meeting and tour on September 17 to address concerns at Commission. Additional community meeting held on October 2.
