Pursuant to provisions of the Brown Act, no action may be taken on a matter unless it is listed on the agenda, or
unless certain emergency or special circumstances exist. The City Council may direct staff to investigate and/or
schedule certain matters for consideration at a future City Council meeting.
General Conduct/Decorum During Meeting:
While the City Council is in session, all attendees are required to observe the proceedings and adhere to established
rules of decorum. No individual shall engage in behavior that is intended to or likely to incite violent or riotous
actions, nor shall anyone disturb the orderly conduct of the meeting. Remarks must be made exclusively from the
podium and directed to the Council as a whole, rather than to individual members or the audience. Comments and
exchanges from the audience will not be acknowledged, as focus should remain on the speaker or the Council.
Attendees are requested to silence their cellphones during the meeting. Any individual who causes ongoing
disruption may be subject to removal from the proceedings per Government Code 54957.95. See Meeting Notice to
Public on page 2 of this agenda for further details.

MEETING NOTICE TO PUBLIC
City Process to Address Disruptive Individual(s) and Groups that Interfere with the City Council's ability
to conduct the Council Meeting:
Although the City very much desires to conduct the meeting with all members of the public able to be
present and participate, the City wants to provide information on procedures that may have to be taken
regarding disruptive members of the public in order to permit the City Council to consider the items that
are before them as required by law and to allow for the proper operation of the City. The Mayor will
also read these procedures at the meeting.
If during the City Council meeting individuals are disruptive, meaning that their behavior disrupts,
impedes, or renders infeasible the orderly conduct of the meeting, the Mayor is authorized to remove
such individuals as provided for in Government Code 54957.95. Further pursuant to Government Code
section 54957.9, the Council may order the entire room to be cleared and may conduct the meeting
without the public present As a last resort, if all other options fail, and the room cannot be peacefully
cleared, the Council may have to move to a different room at the Rosemead Community Recreation
Center (RCRC) where it can conduct the meeting and broadcast it to the public areas, in addition to the
live stream on the City's Website.
PROCEDURES:
Mayor will issue a verbal warning to a disruptive individual.
a. The Mayor will describe the clothing being worn by the individual to ensure the warning
is clear.
b. The Mayor will state to the individual that their behavior is disrupting the meeting, and
that continued disruption may result in their removal.
c. If the disruptive behavior continues after the warning, the individual can then be removed
from the meeting, at the Mayor's instruction.
d. If the disruptive individual is using force or making a credible threat of force, immediate
removal is permitted without any warning.
2. The City Council also has the option to clear the entire meeting room if there is continued willful
interruption by group or groups of persons such that the orderly conduct of the meeting is
unfeasible, and order cannot be restored after attempting to remove those disruptive individuals.
a. Once the room is cleared the Council may continue to conduct the meeting without the
public.
b. The public can watch on screens outside the meeting room or online at the City's website
at www.citvofrosemead.org under Meeting and Agendas page.
c. Members of the press or news media who have not participated in the disturbance will
be allowed to continue to attend the meeting.
d. Only if determined not to be disruptive to conducting the meeting, the Council may
permit nondisruptive individuals to return to the meeting.
3. If the City Council orders clearing of the room but is not able to clear the room in a peaceful,
timely manner such that the meeting cannot be resumed, the City Council and staff will move to
room 4 at the RCRC. The meeting will be broadcast to the screens at the RCRC for the public
as well as online on the City's website. The meeting will be conducted from that room with the
applicant being permitted to present and answer questions of the Council. Only if determined
not to be disruptive to conducting the meeting by the Council, will individuals be permitted to
provide public comment to the Council.

B. Public Safety Center Upgrades Project No. 31028 - Award of Contract
The Public Safety Center provides an array of safety and security related services in
the City of Rosemead. The Public Safety Center serves as a substation for the
Sheriffs Department, with an office space of approximately 4,016 square feet.
Currently, Los Angeles Sheriff deputies that are assigned to the City of Rosemead
commute into Rosemead from the Temple Sheriff Station located on Las Tunas Drive
in the City of Temple City. Due to the lack of amenities and security features, the
Public Safety Center is not adequate as a headquarters for Sheriff's deputies and is
not conducive to the Sheriff's investigative work and responsiveness. As such, the
Public Safety Center would benefit from the necessary project design that was
coordinated by City staff. Upgrades include but are not limited to providing a secured
parking lot with gated keypad entry and lighting, locker room, redesign of the lobby
and public counter, redesign of the restrooms to include a shower for Sherriff

deputies, upgrading office space and meeting room, installation of new doors,
carpeting, paint, landscaping, and a temporary holding area for animals. A review of
the existing roof system was also determined to need replacement along with
replacement of the existing Heating, Ventilation, and Air Conditioning system. On
September 4d', 2024, the City received three (3) bids. Based on staffs comprehensive
bid analysis, the bid submitted by Royal Construction Corp, in the amount of
$2,388,000, is determined to be the lowest responsive bid. As discussed below,
Royal's bid contained some minor irregularities that staff and legal counsel have
determined are immaterial and may be waived.
Recommendation: That the City Council take the following actions:
1. Approve the plans and specifications for the Public Safety Center — Project No.
31028;
2. Waive the minor irregularities in Royal Construction Corp.'s bid; and
3. Authorize the City Manager to execute a contract with Royal Construction Corp,
for the bid amount totaling $2,388,000. hi addition, authorize an amount of
$238,800 (10%) as a contingency to cover the cost of unforeseen construction
expenses, for atotal construction budget of $2,626,800.00.
3. MATTERS FROM CITY MANAGER & STAFF
A. Tree Maintenance Services — Award of Contract to West Coast Arborists, Inc.
At the September 10, 2024, City Council meeting staff was directed to provide copies
of all proposals received and clarification on the evaluation factors used for the Tree
Maintenance Services Award of Contract item.
The City's existing contract for tree maintenance services with West Coast Arborist
Inc. (WCA) expired on September 10, 2024. Currently, WCA is providing services
to the City under a month -to -month contract. The scope of work for this contract
includes annual tree trimming, service request trimming, tree removal and
replacement, emergency response and the maintenance of a GIS based tree inventory.
The new contract will include a 3-year grid trim cycle and as needed services as
requested by the City.
A Request for Proposals (RFP) was posted to the City's PlanetBids vendor portal on
July 3, 2024. Eight proposals were received on July 24, 2024. Staff reviewed the
proposals for completeness, understanding of scope of work, experience of each firm
and project requirements, and quality of goods and support facilities. Based on a
review of all proposals, staff is recommending that the City Council authorize the
City Manager to execute an agreement between the City of Rosemead and West Coast
Arborists, Inc. for Tree Maintenance Services for an initial thirty-two (32) month
contract term in the amount of $223,000 per fiscal year through June 30, 2027, with
the option for up to two one-year extensions.

Recommendation: That the City Council authorize the City Manager to execute a
thirty-two (32) month contract with West Coast Arborists, Inc. in the amount of
$223,000 per fiscal year through June 30, 2027, with the option for up to two
one-year extensions and authorizes the City Manager to determine whether to enter
into any agreements to extend the term for each of the two one-year extensions on
behalf of the City Council.
