REGULAR MEETING
September 26, 2024
The Regular Meeting of the Rosemead Public Safety Commission was called to order by Chair
Amy Wu at 7:00 p.m. in the Rosemead City Council Chamber located at 8838 East Valley
Boulevard, Rosemead, California.
PRESENT: Chair Amy Wu, Vice -Chair Jeff Foutz, Commissioners Liz Fonseca, Stephanie
Garcia, Sarah Kuang, and Tommy Martinez
ABSENT: None

INVOCATION: was led by Vice -Chair Foutz
ADMINISTRATION OF OATH OF OFFICE: The Oath of Office was administered to the
reappointment of Commissioners Amy Wu and Liz Fonseca
REORGANIZATION: City Clerk Hernandez opened the nominations for Chair. Commissioner
Foutz nominated Chair Wu, seconded by Commissioner Fonseca. Motion carried by the following
vote: AYES: Fonseca, Foutz, Garcia, Kuang, Martinez, and Wu NOES: None ABSENT: None

Chair Wu opened the Public Comment period.
No Public Comments were received. Chair Wu closed the Public Comment period.
2. CONSENT CALENDAR

A. Minutes of August 22, 2024
ACTIONS: Vice -Chair Garcia made a motion to approve the minutes from August
22, 2024, Public Safety Commission Meeting, and was seconded by Commissioner
Fonseca. Motion carried by the following vote: AYES: Fonseca, Foutz, Garcia,
Kuang, Martinez, and Wu NOES: None ABSENT: None
3. MATTERS FROM STAFF
A. LACoFD Fire and EMS Incidents Report (August 2024)
This item was Received and Filed by the Commission.
B. LASD Crime Statistics (August 2024)
A summary of the crime statistics from August 2024 was provided by Police Chief
Lt. Tiwari. He also clarified that the crime stats provided at the July 2024 Public
Safety Commission meeting were not for the month, they are year to date. He also
informed the Commissioners that they are encouraging big chain stores to continue
reporting thefts, due to an increase in crimes during the summer.
Commissioner Fonseca reviewed the report for the month of August, then asked if
there has been an increase in burglaries, along with asking if all burglaries are under
one category or are they separated into categories.
Lt. Tiwari responded that all burglaries are categorized, and residential burglaries
are not as high as commercial burglaries. Patrols and undercover operations will
continue to be implemented to catch suspects in the act and deter crime from
occurring.
Commissioner Fonseca asked if the CSO program has been rolled out.
Lt. Tiwari responded that the CSO program has not been rolled out yet and they
hope to deploy the program by next month's meeting.
Commissioner Kuang asked for clarification on the statistic report.
Lt. Tiwari responded that the report represents year to date from the previous year.
Commissioner Fonseca informed Lt. Tiwari that the response times were not
included in the August report.
Lt. Tiwari informed the Commissioner that they will be in all future reports.
Commissioner Fonseca mentioned that the current response time averages 3.5
minutes and wanted to know what their response time goal is.
Lt. Tiwari responded that 3.5 minutes is within their target response time. Based on
Department policy for response times, their target times for emergent calls is 5
minutes, priority calls is 20 minutes, and routine calls is 60 minutes. He advised
they are deficient in the routine calls category by 7 minutes.
Commissioner Fonseca mentioned there were 177 observations and asked if that
impacted the overall response time for routine calls.
Lt. Tiwari clarified that the 177 observations are for one week and they do impact
response times for routine calls. He advised observations include patrol checks and
traffic stops. When deputies conduct observations, this will impact the number of
deputies available to respond to calls for service.
Commissioner Fonseca asked for further clarification about the data for call
response times and the impact of responding to a specific call type versus another.
Lt. Tiwari explained in detail how each call type is aired out through their
communication channels and responded to. He also mentioned additional variables
such as drive time and deputies available can affect overall response times.
Chair Wu asks what the process would be if a routine call is received, then shortly
after an emergent call is received, what happens to the routine call?
Lt. Tiwari responded that the emergent call would be a priority, and the deputy
would return to the routine call after the emergent call is handled, and in some
situations, they may dispatch a different deputy.
Chair Wu asked if a deputy arrives at a routine call, then they receive an emergent
call and the deputy has to leave, does the routine call close.
Lt. Tiwari advised, depending on the actions of the deputy while responding to the
call, the case may close.
Chair Wu asked what duties would the CSO's be assigned?
Lt. Tiwari responded that a CSO manual and program was created to specify the
routine call types they would respond to.
Commissioner Martinez asked if there is a successful crime rate statistic that
identifies if any arrests were made, in relation to the crime rate statistics.
Lt. Tiwari advised for each crime stat reported, a report is generated and given to
the detective. The time it takes to solve each crime varies.
Commissioner Martinez asked if they could get information on the number of
solved cases in Rosemead.
Lt. Tiwari informed the Commissioner that he will follow-up on the solve rates for
average crimes.
Commissioner Foutz asked what the Commission can do to help the Sheriff's
department to do their job.
Lt. Tiwari informed the Commissioner that initiating the Public Safety committee
was the first step and the CSO program will be helpful.
Commissioner Foutz asked City Manager Ben Kim if there was anything else the
Commissioners could do to help.
City Manager Ben Kim replied that there is currently nothing else they can do at
this time. He also informed the Commissioner that when meeting with Sheriff Luna,
he was informed there is currently a shortage of deputies, and all deputies are
mandated to work overtime.
Commissioner Martinez asked if big boxed stores have done anything to help with
the increase in store thefts.
Lt. Tiwari informed the Commissioner that it is difficult because every store has
different policies and procedures they must follow.
Vice -Chair Garcia mentioned there was a deputy active shooter training, then
parents received a threat notification for a high school in the area, and she wanted
to know if there was any response from our sheriff's.
Lt. Tiwari responded that they all responded, along with other deputies from other
cities due to the type of threat received.
C. Rosemead SAO Team Weekly Reports (August 2024)

D. L.A. CADA Supplemental Services Report (August 2024)
City Manager Ben Kim provided a summary of the services being provided by L.A.
CADA, along with how much it is costing the city to obtain their services, along
with the funding that is being used to pay for their services.
Vice -Chair Garcia asked if they could suggest addressing the encampment across
the street from the Montebello Mall.
City Manager Ben Kim responded that area belongs to Cal Trans and the City has
put in request to have that area cleaned.
Commissioner Fonseca mentioned she contacted the Board of Supervisors Hilda
Solis regarding the encampment located off San Gabriel, they informed her it's the
jurisdiction of the Army Corp. Engineer and that area is specifically a nature
preserve for a certain type of bird. Encampment removal can only be done during
certain times of the year. She also asked if the city could do additional outreach to
the Army Corp Engineer to express their concerns regarding this area.
Commissioner Martinez also expressed his concerns about the encampments in this
area.
City Manager Ben Kim informed the Commissioners that they are looking for ideas
on what to do.
Chair Wu asked Lt. Tiwari for the protocol if a transient does not have an I.D.
Lt. Tiwari responded that transient can still be arrested if they do not have an I.D.,
but it will be difficult to give them a ticket without an I.D., unless their fingerprints
are in the system.

E. Crime Prevention and Emergency Preparedness Activities
Public Safety Supervisor Mandy Wong provided a brief update on Emergency
Preparedness and EOC training.

A. Commissioner Comments
Vice -Chair Garcia congratulated the reinstalled Commissioners along with
thanking Mandy Wong and the Temple Station.
Commissioner Wu thanked her fellow Commissioner for the opportunity to serve
again and thanked staff for all they do.
5. ADJOURNMENT
The meeting was adjourned at 8:28 p.m. The next Public Safety Commission meeting
will be held on Thursday, October 24`h, 2024, at 7:00 p.m. in the Council Chambers.
