SUBJECT: 9654 VALLEY BOULEVARD —VACANT GAS STATION
SUMMARY
Councilmember Gary Taylor has requested that the property located at 9654 Valley
Boulevard (vacant gas station) be agendized for discussion. Attached to this staff report
is a copy of all information that the City has gathered about the property and provided to
the various property owners to date including a notice of violation and an authorization
to allow the Los Angeles County Sheriffs Department to arrest for trespassing. Also
attached are pictures of the debris in and around the building for the City Council's
review.
Staff Recommendation
Staff recommends that the City Council provide direction with regard to future code
enforcement action for this property.

A recent inspection regarding the property listed above has revealed conditions
that are in violation of the Rosemead Municipal Code Section 9.12.020, Section
9.12.070, and Section 832.030; these Municipal Codes demand that you correct the
below listed violations and maintain your property.
1. Please remove any trash and debris out of public view. Placing of any garbage,
refuse, trash, offal, rubbish, etcetera in public view on private property is
prohibited.
2. Please secure the back end of property.
3. Please maintain good property maintenance at all times.
I will be conducting a follow up inspection on January 10, 2008. I trust that
the necessary corrections will be made and no further action will be required.

This memo is in regards to the above location which is at the southwest corner of Valley
Blvd. and Temple City Blvd. the location is a closed down Thrifty Gas station, Station #
191. Our records indicate the following:
11 -09 -2006: Assistant City Manager Wagner sent a memo re: overgrown weeds and people
trespassing at the location. On 11 -21 -2006 the weeds were cleaned. The location was
secured with a perimeter chain link fence.
12 -26 -2006: Don Anderson called Suncor Capital and left a message regarding the upkeep
of the location. Additionally, a 602 P. C. (Trespassing) Letter was obtained from the
current owner Suncor Capital and filed with the Sheriff's Department.
03- 14- 2007. Code Officer Wayne Co forwarded a 602 P.C. letter to the new owner's at
666 Valley LLC in San Gabriel. The trespass letter was never returned. There is no current
owner trespass letter on file with us or LASD.
07- 03- 2007., Service Request was received re: overgrown weeds and debris Further, that
the rear of the location was not secured and there maybe transients staying inside of the
building. On 07 -06 -2007, Code Officer Wayne Co met with one of owners at the location.
Miss Linda Chan was shown the problems- overgrown weeds, the broken panels at the rear
of the building and the cut fencing. She stated that she would fix the problems and she
eventually did so.
09- 17- 2007.• Service Request was received regarding overgrown weeds and black plastic
bags with grass trash inside of them. This illegal dumping apparently took place while the
chain link fencing around the property was taken down for a pending sale. No sale took
place. On 10 -03 -2007, Miss Linda Chan was contacted by Officer Co. she was advised and
stated that she would take care of the problem. No positive "clean up" results have been
noted since October 3 rd.
12 -12- 2007.• efforts to contact Miss Linda Chan via telephone have met with negative
results messages have been left for her to return our call. Other persons contacted at
666 Valley LLC claimed that they have no authority in regards to this property. Officer
Eddie Espinoza will continue his efforts to reach Miss Chan and resolve the problems
