SUBJECT: RESOLUTION AUTHORIZING THE APPLICATION FOR GRANT
FUNDS FROM THE SAN GABRIEL AND LOWER LOS ANGELES
RIVERS AND MOUNTAINS CONSERVANCY
SUMMARY
The San Gabriel and Lower Los Angeles Rivers and Mountains Conservancy (RMC)
offers grant opportunities for projects that help preserve open space and habitat in
eastern Los Angeles County and western Orange County. In November 2007, staff
completed the first step in the grant application process, submitting grant application
packages for four projects in the City of Rosemead. The City recently received
notification that three of the four projects are eligible to move on to the second step of
the grant process. The attached resolution will authorize staff to apply for grant funds
for three park development projects.
Staff Recommendation
Staff recommends that the City Council adopt Resolutions 2008-30, 2008-31, and 2008-
32, authorizing the City of Rosemead to apply for grant funds from the San Gabriel and
Lower Los Angeles Rivers and Mountains Conservancy for three pocket park
development projects.
DISCUSSION
The San Gabriel and Lower Los Angeles Rivers and Mountains Conservancy (RMC)
was created by the California legislature in 1999 to help preserve open space and
promote low-impact recreation opportunities, educational resources, habitat restoration
and protection, and watershed improvements. The RMC awards grant funding to local
and regional agencies to help serve this purpose. Funding for the RMC has come
largely from a series of ballot measures approved by the voters, including Propositions
12 and 13 in 2000, Propositions 40 and 50 in 2002, and Proposition 84 in 2006.
In late 2007, staff prepared four Step 1 grant applications and submitted them to the
RMC. These applications included three proposals for passive pocket park i
development projects under the Edison transmission corridor (at San Gabriel Boulevard;
San Gabriel Boulevard and Pine Avenue, and Pine Avenue and Falling Leaf) and a

development projects under the Edison transmission corridor (at San Gabriel Boulevard;
San Gabriel Boulevard and Pine Avenue, and Pine Avenue and Falling Leaf) and a
proposal to conduct a citywide parks and trails visioning process. After reviewing the
Step 1 applications, RMC staff informed the City that the three pocket park development
projects are eligible for further consideration in the grant application process.

In order to pursue these grants, RMC has informed staff that the City must complete
Step 2 applications which require more detailed project information and the City
Council's authorization to participate in the grant process. If authorized, staff will
complete grant applications for each project and submit them to the RMC by June 6,
2008. The RMC anticipates awarding grant funds from September through November
2008. }

COASTAL PROTECTION BOND ACT OF 2002, THE WATER, SECURITY, CLEAN
DRINKING WATER, COASTAL AND BEACH PROTECTION ACT OF 2002, AND THE
SAFE DRINKING WATER, WATER QUALITY AND SUPPLY, FLOOD CONTROL,
RIVER AND COASTAL PROTECTION BOND ACT OF 2006 (PROP 84)

WHEREAS, the people of the State of California have enacted the California Clean
Water, Clean Air, Safe Neighborhood Parks, and Coastal Protection Act of 2002
(Proposition 40) in 2002, and the Water, Security, Clean Drinking Water, Coastal and
Beach Protection Act of 2002 (Proposition 50), and the Safe Drinking Water, Water
Quality and Supply, Flood Control, River and Coastal Protection Bond Act of 2006
(Proposition 84) which provides funds for the RMC Grant Program; and
WHEREAS, the San Gabriel and Lower Los Angeles Rivers and Mountains
Conservancy (RMC) has been delegated the responsibility for the administration of the
grant program in its jurisdiction, setting up necessary procedures; and
WHEREAS, said procedures established by RMC require the Applicant's Governing
Body to certify by resolution the approval of the Application before submission of said
Application to the State; and
WHEREAS, the Applicant will enter into a Contract with the State of California for the
Project;
NOW, THEREFORE, BE IT RESOLVED that the Rosemead City Council hereby:
1. Approves the filing of an Application for local assistance funds from the RMC
Grant Program under the California Clean Water, Clean Air, Safe Neighborhood
Parks, and Coastal Protection Act of 2002 (Proposition 40) in 2002, or the Water,
Security, Clean Drinking Water, Coastal and Beach Protection Act of 2002
(Proposition 50), or the Safe Drinking Water, Water Quality and Supply, Flood
Control, River and Coastal Protection Bond Act of 2006 (Proposition 84); and
2. Certifies that the Project is consistent with local or regional land use plans or
Programs; and
3. Certifies that the Project is consistent with Common Ground and Phase l1 Final
Reports; and
4. Certifies that the Applicant has or will have sufficient funds to operate and
maintain the Project; and
