CC - Item 3G - Waste Management Board• L ROSEMEAD CITY COUNCIL STAFF REPORT TO: THE HONORABLE MAYOR AND CITY COUNCIL FROM: OLIVER CHI, CITY MANAGER DATE: APRIL 22, 2008 SUBJECT: RESOLUTION AUTHORIZING THE APPLICATION FOR GRANT FUNDS FROM THE CALIFORNIA INTEGRATED WASTE MANAGEMENT BOARD i I SUMMARY The California Integrated Waste Management Board offers grant opportunities for several programs that promote the reuse and recycling of commonly used products like used oil, hazardous waste, and tires. Staff recently identified an available program that . promotes the use of recycled rubberized asphalt concrete for a variety of purposes including roadway rehabilitation projects, playground surfacing, and trail/track surfacing. The attached resolution will authorize staff to apply for grant funds related to this program for a five-year period. Staff Recommendation Staff recommends that the City Council adopt Resolution 2008-29 authorizing the City of Rosemead to apply for grant funds from the California Integrated Waste Management Board for all available grants under the California Tire Recycling Act for a period of five years, through April 22, 2013. s DISCUSSION Public Resources Code Section 42872.5 authorizes the California Integrated Waste Management Board (CIWMB) to award grants to local government agencies for public works projects that use rubberized asphalt concrete (RAC). The CIWMB RAC grant program is aimed at regular users of RAC and allows agencies the ability to apply for multiple projects within a grant cycle and subsequent cycles. Grant funds are eligible to be used to offset the incremental costs associated with using RAC as opposed to conventional asphalt concrete. As staff proceeds with the development of recreational jogging trails at Rosemead Park, grant funds could be used to help offset associated costs. In evaluating potential surfaces for the jogging trail, staff has found that many local communities and school districts utilize RAC surfaces due to their comfort as a trail surface and the minimal APPROVED FOR CITY COUNCIL AGENDA: . In addition, use of RAC will help promote the use of recyclable materials and take of proactive step towards greater environmental responsibility. Approval of this resolution will allow the City to apply for both competitive and block grant funds through the CIWMB through fiscal year 2012/13. The resolution authorizes the City Manager or designee to execute any grant agreements or payment requests. FINANCIAL REVIEW There is no financial impact associated with this grant application. Prepared by: Chris Marcarello Administrative Services Officer Sub ted Bride §Aeki Assistant City Manager RESOLUTION NO. 2008-29 RESOLUTION OF THE CITY COUNCIL OF ROSEMEAD, CALIFORNIA AUTHORIZING THE APPLICATION OF GRANT FUNDS FROM THE CALIFORNIA INTEGRATED WASTE MANAGEMENT BOARD WHEREAS, Public Resources Code sections 40000 et seq. authorize the California Integrated Waste Management Board (CIWMB) to administer various grant programs in 0 furtherance of the State's efforts to reduce, recycle and reuse solid waste generated in the State thereby preserving landfill capacity and protecting public health and safety and the environment; and WHEREAS, in furtherance of this authority the CIWMB is required to establish necessary procedures governing the application, awarding and management of the grants; and WHEREAS, procedures established by the State of California and the CIWMB require each jurisdiction/applicant to certify by resolution the approval of the jurisdiction/applicant's governing body for submittal of a grant application before submission of said application to the CIWMB; and WHEREAS, if awarded a grant, the City of Rosemead will enter into a Grant Agreement with the CIWMB for implementation of a Rubberized Asphalt Concrete Grant; NOW, THEREFORE, BE IT RESOLVED that the Rosemead City Council authorizes the submittal of an application to the CIWMB for all available CIWMB grants for the period of 5 years. NOW THEREFORE, BE IT FURTHER RESOLVED, that the Rosemead City Council approves that the City Manager, Oliver Chi, or his or her designee, is hereby authorized and empowered to execute in the name of the City of Rosemead all necessary applications, contracts, agreements, amendments and payment requests hereto for the purposes of securing grant funds and to implement and carry out the purposes specified in the grant application.
