ROSEMEAD CITY COUNCIL
STAFF REPORT
TO: THE HONORABLE MAYOR AND CITY COUNCIL
FROM: OLIVER CHI, CITY MANAGER ~GQ."
DATE: APRIL 22, 2008
SUBJECT: PROPOSED ACTIVITIES TO COMMEMORATE THE CITY'S 50TH
ANNIVERSARY
SUMMARY
On August 4, 1959, Rosemead officially incorporated. In 2009, the City will be
celebrating 50 years of cityhood. With 2009 only eight months away, it is important to
begin planning for the celebration as soon as possible. Further, with the 2008-09 Fiscal
Year Budget currently being developed for City Council review, funds should be
included for 50th Anniversary activities. The following year-long activities (in
chronological order) are proposed for City Council consideration:
Celebration Kick-off with a 50's-themed Dance (January, 2009)
The event is scheduled at the Rosemead Community Recreation Center and will feature
live entertainment, dancing, refreshments, and city and period memorabilia.
Golf Tournament (April-June, 2009)
To be hosted in conjunction with the Chamber of Commerce, possible venues include
Alhambra Golf Course, Whittier Narrows, or California Country Club. This event will
focus on the business community. Participation fees should offset all expenditures.
Event will include 18 holes of golf, a late lunch/dinner, raffles, and course contests and
activities. Participation fees (estimated at $100-125 per golfer) will offset most
tournament costs. Staff will seek sponsorships to defray additional tournament costs.
City of Rosemead Day at Dodger Stadium (May-June, 2009)
This excursion will involve 500 to 1,000 residents. Staff will work with the Dodger
organization to have the City recognized during the game. 2009 also marks the 50th
Anniversary of the Dodgers first World Series win in Los Angeles. Participants will
receive a commemorative event t-shirt. Costs will be offset by participation fees.
Transportation will be funded through Prop A funds. Corporate sponsorships will also be
sought to offset activity costs.

July 4th Parade/Celebration (July 4, 2009)
This annual event will be expanded to feature cars, costumes, characters, and fun that
highlight the 1950's as part of the parade. Further, there would be an expansion of the
Fireworks Show to include professional choreographed music and voice-over.
Birthday Celebration at City Hall (August 4, 2009)
City Council will host a Birthday Party with cake, ice cream, DJ, dancing, and a rousing
rendition of "Happy Birthday" at City Hall.
Summer Concerts (July-August, 2009)
Rockin' Rosemead '09 will feature a march through musical history. Each week will
highlight music from one of six musical decades from the 1950's through the present.
Each evening's activities will also include raffles, music trivia, and dance contests. Each
year, sponsorships defray some of the costs of Rockin' Rosemead. Concerts would be
alternated between Rosemead and Garvey Parks.
Oktoberfest (October, 2009)
As with the 4, of July, the event would be expanded to incorporate a 1950's theme with
period music, contests, and activities.
A successful celebration is dependent upon community recognition and involvement. To
encourage enthusiasm and participation in the proposed events by the business and
residential community, it will be necessary to create alternative opportunities to promote
the 50`h Anniversary. Thus, the following additional efforts are proposed for City Council
consideration:
50th Anniversary Logo Development
Staff recommends that City Council consider development of an anniversary specific
logo. This logo would help define the celebration and to brand all City events, activities,
and promotional efforts. It would also be used on City letterhead, Rosemead
Resources, quarterly recreation brochures, flyers, and other promotional items.
Banners
As part of the celebration, it might be appropriate to design banners that would fly over
the boulevards throughout the year. The banners would feature the 50th Anniversary
logo and include the names of local businesses and residents willing to pay banner
costs. Purchases would be limited to one banner per business or family. The sale of
banners would be promoted through Rosemead Resources newsletter and the
Chamber of Commerce.
Commemorative T-shirt and Lapel Pin
In the same that banners would continuously promote the celebration to vehicle and
pedestrian traffic along major arterials, a commemorative t-shirt would turn every willing
resident into a walking billboard. The t-shirt would be designed to commemorate

Rosemead's first 50 years of incorporation and would be offered at cost (approximately
$7 to $10). In the same way, a pin would be developed for exclusive distribution by City
Council. The pin would feature the 50th Anniversary logo and would cost approximately
$1 to $2 each to produce.
Staff Recommendation
Staff recommends that City Council consider and conditionally approve (pending final
approval of the 2008-09 budget) any of the proposed events, activities, and promotional
efforts that they deem appropriate for Rosemead's forthcoming 50th Anniversary
celebration and direct staff to proceed with planning and budgeting for those activities.
