SUBJECT: HYBRID VEHICLE PURCHASE
SUMMARY
Since 1991, local governments have received AB 2766 funds to implement programs that
reduce air pollution from motor vehicles. These funds are generated by a State mandated
vehicle registration fee surcharge through the Department of Motor Vehicles and are subvened
to the South Coast Air Quality Management District (AQMD) for disbursement. With these
funds, cities are able to purchase alternative fuel vehicles for their fleets. To date, the City of
Rosemead has approximately $150,000 in AB 2766 funds available for this purpose.
Staff Recommendation
Staff recommends that the City Council appropriate $145,000 of AB 2766 funds to purchase
four (4) hybrid vehicles.
ANALYSIS
In an effort to become more environmentally friendly, one of the overall long term goals of the
City is to transition our entire fleet to alternative fuel vehicles. In that regard, staff is requesting
that the City Council authorize the use of AB 2766 funds to purchase four (4) hybrid vehicles to
add to our existing fleet.
One vehicle would replace the City Manager's existing ultra-low emission vehicle, which utilizes
regular gasoline and is currently provided through a lease-purchase agreement utilizing general
fund dollars. The remaining three vehicles would be added to our fleet for use by City staff.
The City of Rosemead currently receives around $65,000 per year in AB 2766 funds and over
the next several years, staff is proposing to begin the process of replacing existing fleet vehicles
with alternative fuel vehicles.
