SUBJECT: RESOLUTION NO. 2008-36- FOR THE TEMPORARY CLOSURE OF
CALIFORNIA STATE ROUTE 19/ROSEMEAD BOULEVARD DURING
THE CITY'S 4T" OF JULY PARADE
SUMMARY
As part of its annual 4th, of July celebration, the City will conduct a parade. The
recommended parade route runs east along Valley Boulevard from Walnut Grove
Avenue to Mission Drive and northwest to Rosemead Park. This requires closure of
California State Route 19/Rosemead Boulevard from Marshall Street to Mission Drive.
In order to obtain an encroachment permit from Caltrans, the City is required to adopt a
resolution supporting the parade and accepting liability and maintenance for detoured
traffic from Rosemead Boulevard. There is a nominal permit fee. Additionally, CalTrans
requires that the City use a licensed traffic control company to perform the detour.
Staff Recommendation
Staff recommends that the City Council approve the 4m of July Parade Route and adopt
resolution 2008-36.
FINANCIAL REVIEW
Costs associated with the closure include CalTrans permit fees and contract costs for a
licensed traffic control company to perform all detour-related activities. These costs will
be charged against 4th of July event funds.

A RESOLUTION OF THE CITY COUNCIL OF
ROSEMEAD, CALIFORNIA AUTHORIZING THE 41h OF JULY PARADE
ROUTE
WHEREAS, the City of Rosemead will conduct its annual 4`h of July Parade on Friday,
July 4, 2008, beginning at 10 a.m.;
WHEREAS, the selected route for the City of Rosemead 4'h of July Parade is Eastbound
on Valley Boulevard from Walnut Grove Avenue to Rosemead Park at 4343 Encinita
Avenue; and
WHEREAS, the parade will temporarily impede and restrict the free passage of traffic
on California State Route 19/Rosemead Boulevard from Marshall Street to Mission Drive
on July 4, between the hours of 7:00 a.m. and 1:00 p.m.; and
WHEREAS, the City of Rosemead has applied to the State of California to conduct a
parade along city streets intersecting California State Route 19/Rosemead Boulevard;
NOW THEREFORE, BE IT RESOLVED, that the City of Rosemead approves and
consents to the proposed 4`h of July Parade route and recommends approval of consents
to the proposed restriction of California State Route 19/Rosemead Boulevard upon terms
and conditions deemed appropriate and necessary by the State of California, Department
of Transportation.
