SUBJECT: BUDGET AMENDMENT FOR FY 2007-08 CITIZEN'S OPTION FOR
PUBLIC SAFETY ("COPS") GRANT AND AN APPROPRIATION FOR
HYBRID VEHICLE PURCHASES
SUMMARY
Recently two staff reports were approved by the City Council and they need a budget
amendment resolution to complete the action. The two budget amendment items are:
Increase estimated COPS grant revenue in the General Fund in the
amount of $110,430 (Staff Report approved April 3, 2008) and,
Appropriate $145,000 in the Air Quality Management District Fund
("AQMD") budget for the purchase of four hybrid vehicles.
Staff Recommendation
Staff recommends that the City Council approve the attached budget amendment
resolution No. 2008-38.
ANALYSIS
State funded COPS grant revenue must be approved annually by City Council at a
public meeting.' Before the Council can approve the grant, the State must appropriate
grant expenditures to local agencies in the State budget and determine the amount to
be apportioned' to each local agency. The amount to be apportioned usually isn't
determined until, September, therefore, the City's COPS grant proceeds is not included
in the original City budget document. With all prerequisites being met, staff is
requesting approval of the attached resolution increasing the COPS grant estimated
revenue account in the General Fund.

At the May 13,'2008 City Council meeting the purchase of four new hybrid vehicles,
using AQMD Fund unreserved, undesignated fund balance money was approved by the
City Council. The attached resolution will formally appropriate those funds for the
purchase of the ifour vehicles.

RESOLUTION NO. 2008-38
A RESOLUTION OF THE ROSEMEAD CITY COUNCIL ADDING ESTIMATED
REVENUES OF $110,430 IN THE CITIZEN'S OPTION FOR PUBLIC SAFETY
("COPS") ACCOUNT OF THE GENERAL FUND AND APPROPRIATING $145,000 IN
THE VEHICLES OBJECT OF THE AIR QUALITY MANAGEMENT DISTRICT
("AQMD") FUND
WHEREAS, On April 3, 2008 City Council approved a staff report that detailed the
City's apportionment of the FY 2007-08 COPS grant revenue, and
WHEREAS, on May 13, 2008 City Council approved staff's request to buy four
hybrid vehicles using unrestricted, undesignated fund balance from the AQMD Fund, and
WHEREAS, the budget does not have an estimated revenue line for COPS grant
revenue, and
WHEREAS, the budget does not have an appropriation for the hybrid vehicle
purchase in the AQMD Fund.
NOW THEREFORE, there is hereby added estimated revenue of $110,430 in the
COPS Grant (DOJ) account of the General Fund (4300-3772-P44501) and appropriations
of $145,000 in the Vehicles object in the Capital Projects Division of the AQMD Fund
(4760-8300-04) using unreserved, undesignated fund balance as the source of
appropriation. The additional appropriation is made a part of the approved FY2007-08
budget as though it were a part of the initial approved budget fully set forth and the City
Manager is authorized and empowered to expend such sum for the purpose of such
account, but with no expenditure by any office or department for any item within an account
shall exceed the amount budgeted therefore without prior written approval of the City
Manager.
