Brown Act

B. Resolution No. 2008.64 Claims and Demands
Recommendation: Adopt Resolution No. 2008 -64, for payment of City expenditures in
the amount of $846,465.85 numbered 59798 through 59832 and 63741 through 63887.
C. California Contract Cities Association — 28th Annual Fall Seminar
The 28th Annual California Contract Cites Association fall seminar will be held on October
17 -19, 2008 in San Luis Obispo, CA.
Recommendation: That the City Council authorize any Council Member, the City
Attorney, the City Manager, or a staff designee to attend the event at City expense.
D. California JPIA Risk Management Conference
The California Joint Powers Insurance Authority Risk Management conference will be held
on November 5 -7, 2008 in Indian Wells, CA.
Recommendation: That the City Council authorize any Council Member, the City
Attorney, the City Manager, or a staff designee to attend the event at City expense.
E. Website Content Policy
Staff has been working on the redesign of the City website, which will launch next week.
The purpose of the City web site is to provide residents and the community with
information about City policies, programs, services, events and operations.
Information on the City's website will compliment information /communication that will
continue to be provided through City newsletters, news releases, meetings, and in- person
contacts at City facilities.

The website is not intended to function as a public forum, therefore the policy establishes
criteria that enables the City to reserve the right to grant or deny requests to post
information or establish links.
Recommendation: That the City Council approve the Website Content Policy.
Team Member Home Computer Purchase Program
The City provides computers at work for most of our full and' /. time team members to
assist them in completing their daily duties, however, many team members have
expressed an interest in also purchasing a computer for them to use at home to help
improve their skills. Many cities offer no or low- interest loans to staff members in order to
help facilitate these purchases.
Recommendation: That the City Council approve the Team Member Home Computer
Purchase Program.
3. MATTERS FROM CITY MANAGER & STAFF
A. Memorandum of Agreement for the Administration and Cost Sharing of the
Coordinated Monitoring Plan for the Los Angeles River and Tributary Metals Total
Maximum Daily Load (TMDL)
The Los Angeles River (LAR) and Tributaries Metals Total Maximum Daily Load (TMDL),
adopted by the Los Angeles Regional Water Quality Control Board (LARWQCB), requires
that watershed cities and agencies (regulated entities) fund a coordinated monitoring
program. This report outlines the requirement for these efforts, their foreseeable costs,
proposed implementation through a cost sharing agreement and fiscal management
through the Gateway Cities Council of Governments ( GCCOG).
Recommendation: That the City Council approve the monitoring administration and cost
Sharing Memorandum of Agreement (MOA) with the GCCOG and authorize the City
Manager to execute MOA.
