ROSEMEAD COMMUNITY DEVELOPMENT
JUNE 11, 2002
The regular meeting of the Rosemead Community Development Commission was called to order by
Chairman Bruesch at 7:01 p.m. in the conference room of City Hall, 8838 E. Valley Boulevard,
Rosemead, California.
The Pledge to the flag was led by Commissioner Taylor
The Invocation was delivered by Commissioner Clark
ROLL CALL OF OFFICERS:
Present: Commissioners Clark, Imperial, Taylor, Vice-Chairman Vasquez, Chairman Bruesch
APPROVAL OF MINUTES: MARCH 26, 2002 - REGULAR MEETING
Commissioner Taylor requested that the Minutes be deferred for inclusion of his comments
verbatim regarding the acquisition and condemnation of property at 4106 Temple City Boulevard. Mr.
Taylor continued that he wants his comments verbatim because Redevelopment Laws have changed.
Property owners can now be re-assessed for any improvements in the Project Area whether or not the
owners themselves have made any improvements. For example, when a development goes in, the
property value is increased and Redevelopment Law allows an assessment of higher taxes to owners that
are benefiting from that development in the project area. Mr. Taylor stated that another Redevelopment
Law that has changed is the allowance of bond or tax increment money to be used to finance operation
costs of projects such as the Garvey Senior Center.
Both Bill Crowe, City Manager, and Bob Kress, City Attorney, indicated they were unaware of
changes in law that would allow such levies and offered to research and report back to the Commission

purposes:
Councilman Taylor stated that that the City Attorney verified that special assessments of property
with increased values cannot have special assessments applied because the Rosemead Redevelopment
Agency no longer has any indebtness incurred prior to July 1, 1978. Section 33814 and 33815 of the
California Redevelopoment Law do not apply to current indebtness after 1978, as per Section 33816 of
California Redevelopment Law.
There being no objection, the Minutes of March 26, 2002 will be deferred.

1. CDC RESOLUTION NO. 2002-07CLAIMS AND DEMANDS
The following Resolution was presented to the Agency for adoption:

A RESOLUTION OF THE COMMUNITY DEVELOPMENT COMMISSION
OF THE CITY OF ROSEMEAD ALLOWING CERTAIN CLAIMS AND
DEMANDS IN THE SUM OF $7,969.18 AND DEMANDS NO. 6723 THROUGH 6725
MOTION BY COMMISSIONER TAYLOR, SECOND BY COMMI SSIONER CLARK that the
Commission adopt Resolution No. 2002-07. Vote resulted:

The Chairman declared said motion duly carried and so ordered.
2. AWARD OF BID - FURNITURE, FIXTURES AND EQUIPMENT FOR GARVEY
COMMUNITY CENTER AND SENIOR HOUSING PROJECT
MOTION BY COMMISSIONER TAYLOR, SECOND BY COMMISSIONER IMPERIAL that
the Commission authorize the Executive Director, subject to Agency Counsel's approval of contract form
with the modified payment provisions, to enter into a contract with The Sheridan Group in an amount not
to exceed $243,331.87. Vote resulted:

3. MATTERS FROM OFFICIALS
Commissioner Taylor requested an update on the proposal for a Lowe's Home Improvement Store
(NEC of Temple City Boulevard and Valley Boulevard). Mr. Taylor stated that if the Commission is
going to pursue this, then Lowe's needs to make a commitment that they are interested and sincere in their
efforts to develop that property.
Chairman Bruesch requested that staff contact the City of South El Monte and Cal Trans regarding
the synchronization of the new signal at Lee and the Garvey Community Center and Senior Housing. Mr.
Bruesch stated that the current synchronization from Rosemead Boulevard to Lee Avenue backs up traffic
both ways on Garvey Avenue in the morning and evening.
