SUBJECT: REQUEST TO ADD RED CURBING AT THE 7701 BLOCK OF HELLMAN
AVENUE
SUMMARY
City staff received a request from residents at the 7701 block of Hellman Avenue to add red
curbing adjacent to their property. The residents in this area expressed concerns that
vehicles parked along Hellman Avenue limit visibility for vehicles exiting their complex.
They maintain that the addition of red curbing along both sides of their complex driveway
will improve visibility and allow for a safer turning movement.
Staff Recommendation
It is staff's recommendation that the Traffic Commission recommend to the City Council
that 20 feet of red curbing be added along the west and east side of the driveway adjacent
to residences at the 7701 block of Hellman Avenue.
ANALYSIS
Hellman Avenue is approximately 40 feet wide in between Del Mar Avenue and Jackson
Avenue. The roadway provides for 1 lane of travel in each direction and is separated by a
double yellow centerline street marking. On-street parking along Hellman Avenue in the
vicinity of this area is generally open except for street sweeping restrictions. The posted
speed limit on Hellman Avenue is 35 mph.
Residents along the 7701 block of Hellman Avenue expressed concerns that both left and
right turns out of their complex are difficult due to limited visibility from on-street parking.
They indicated that these visibility concerns, coupled with vehicle speeds on Hellman
Avenue provide for unsafe turning movements out of their complex.
During field observations, staff observed vehicles parked along the north side of Hellman
Avenue, immediately adjacent to properties at 7701-7711 Hellman Avenue. Staff observed
two exiting vehicles and noticed right turn (westbound) movements at the location. In order
to exit the complex, vehicles must enter westbound travel lanes along Hellman to turn in
either direction. This creates an unsafe driving condition for both exiting vehicles and
westbound traffic on the street. Based on these observations, staff recommends the
installation of 20 feet of red curbing along the west and east side of the driveway at this
location.

Staff has sent notification card mailers regarding this issue to households within a 300 foot
radius of the location.
