A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ROSEMEAD, COUNTY OF LOS ANGELES, STATE OF CALIFORNIA
APPROVING GENERAL PLAN AMENDMENT 95-02, AMENDING THE
HOUSING ELEMENT OF THE ROSEMEAD GENERAL PLAN FOR THE
PLANNING PERIOD ENDING JUNE 30, 1998.
WHEREAS, Section 65588 of the Government Code of California requires local
governments within the Southern California Association of Governments to revise their housing
element every five years; and
WHEREAS, the Rosemead Planning Department has completed a housing element update
in order to meet the Regional Housing Needs Assessment (RHNA) for the 1989-1994 planning
period; and
WHEREAS, Section 65588(e) has been amended on two occasions resulting in an
extension of the planning period to June 30, 1998; and
WHEREAS, on September 25, 1995, an initial study for General Plan Amendment 95-02
was completed; and
WHEREAS, on September 28, 1995, ten (10) notices were posted in public areas plus on
October 2, 1995, a notice was published in the San Gabriel Valley Tribune noticing the
environmental finding, the public comment period, and the time and place for a public hearing
with the Planning Commission pursuant to California Government Code Section 65091(a)(3); and
WHEREAS, on November 6, 1995, the Planning Commission held a public hearing and
adopted Resolution 95-45, recommending City Council approval of General Plan Amendment 95-
02; and
WHEREAS, on June 13, 1996, ten (10) notices were posted in public areas plus a notice
was published in the San Gabriel Valley Tribune noticing the environmental finding, the public
comment period, and the time and place for a public hearing with the Planning Commission
pursuant to California Government Code Section 65091(a)(3); and
WHEREAS, the City Council has sufficiently considered all testimony presented to make
the following determination.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Rosemead
as follows:
Section 1. The City Council HEREBY DETERMINES that a Negative Declaration shall
be adopted. An initial study was completed to analyze potential environmental impacts pursuant
to the California Environmental Quality Act (CEQA). This study found that there would be no
potential environmental impacts resulting from the proposed update.
Section 2. The City Council HEREBY FINDS that General Plan Amendment 95-02 is
consistent with goals and objectives for the City of Rosemead. This draft meets the requirements
of Section 65588 of the California Government Code. A relationship exists between the draft
element and all other elements of the adopted general plan. This updated element provides
sufficient analysis to show that Rosemead can meet the Regional Housing Needs Assessment as
set by the regional council of governments.
Section 3. The City Council HEREBY APPROVES General Plan Amendment 95-02,
updating the Housing Element of the Rosemead General Plan for the 1989-1998 planning period.

Sectinn . The City Clerk shall certify to the adoption of this Resolution and shall cause
same to be published as required by law.
