ROSEMEAD REDEVELOPMENT AGENCY
JANUARY 22, 2002
The regular meeting of the Rosemead Redevelopment Agency was called to order by
Chairman Imperial at 7:12 p.m. in the conference room of City Hall, 8838 E. Valley Boulevard,
Rosemead, California.
The Pledge to the Flag and Invocation were waived as having been completed during the
meeting just adjourned.

1. RRA RESOLUTION NO. 2002-02 CLAIMS AND DEMANDS
The following Resolution was presented to the Agency for adoption:

ARESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF
ROSEMEAD ALLOWING CERTAIN CLAIMS AND DEMANDS IN THE
SUM OF $33,082.94 AND DEMANDS NO. 6588 THROUGH 6604

2. APPROVE GARVEY AVENUE COMMUNITY CENTER AND SENIOR
HOUSING PROJECT CHANGE ORDER TO MODIFY PLANS FOR STORM
DRAIN CONNECTION TO RIO HONDO CHANNEL
MOTION BY AGENCYMEMBER CLARK, SECOND BY VICE-CHAIRMAN
BRUESCH that the Agency approve the change order for the Army Corps of Engineers
mandated work in the amount of $68,900. Before vote could result, more discussion ensued.
Vice-Chairman Bruesch asked why the cost is so high.
Steve Copenhaver, GRC Associates, replied that the original drain connection was a 90
degree connection below the grade, high up on the concrete edge of the Rio Hondo Channel.
The Army Corps of Engineers have asked that the drain be placed at the bottom of the channel,
resulting in tearing up 40' of wall. Mr. Copenhaver continued that with the flapper valve, when
the Rio Hondo fills up, the flapper valve closes and won't accept the water.
Frank Tripepi, Executive Director, stated that this valve is the same type that was
installed to prevent the flooding problems that used to occur around the Driggs and Heglis area.
Mr. Tripepi explained that that water gets carried to a gate valve that is the same level and angle
as where the current one will be installed. When the wash fills up about one-quarter of the way,
the gate cannot open, it holds the water in the stream until the water level drops below the gate
level. The valve then opens and accepts the water.
Vice-Chairman Bruesch asked if this would prevent the parking lot from flooding.
Steve Copenhaver replied that it could contribute to flooding, but everything will drain
off to the south.
Councilman Taylor requested that this item be deferred until a plot plan is available. Mr.
Taylor asked if there will be catch basins in front of the community center building.
Steve Copenhaver replied that the catch basins are central to the parking lot.
Councilman Taylor stated that he is concerned with people using the community center
on a rainy day. Mr. Taylor requested a copy of the plot plan or drainage plan.

At this time, Ken Rukavina, City Engineer, returned with a copy of the drainage plan for
the Agencymembers to review and discuss.
Steve Copenhaver stated that all of the drains to the channel have the ability to close their
flap valves, even at parking lot grade.
Councilman Taylor stated that the flaps as recommended will close at the bottom quarter
of the channel, which means the parking lot area will be plugged up.
Ken Rukavina, City Engineer, explained that in the event of a sudden hard rain storm
where it rains for about an hour, the water from this site will flow into the channel before the
actual push of water comes down the channel from the upper end of the water chute. Mr.
Rukavina added that the storm drain on Garvey Avenue is also flap gated at the Rio Hondo
Channel, as well as the two catch basins at the very east end of Garvey.
Frank Tripepi, Executive Director, reminded the Agency that this change order is
mandated by the Army Corps of Engineers.

Vice-Chairman Bruesch stated that this item bepted as is because there isn't
anything the Agency can do.
Agencymember Taylor disagreed with Mr. Bruesch and stated that the Agency can sue
the Army Corps of Engineers should they be wrong. Mr. Taylor stated that if a government
agency is at fault, they can be sued.
Ken Rukavina, City Engineer, stated that when the engineering firm designed this
connection, they assumed that the Army Corps of Engineers would require flap gates, which is
common to a channel such as this. This site was designed to provide for an overland flow should
the flap gates close. The water will overflow and meander over the golf course.
Juan Nunez, 2702 Del Mar, Rosemead, questioned the difference in cost from the original
estimates and asked why the Army Corps of Engineers is requiring changes now.
Agencymember Taylor stated that changes are typical.
Agencymember Taylor called for the question.

Vice-Chairman Bruesch requested a report from the City Engineer on the height of the
flap valves at the south end of the City. Mr. Bruesch stated his concern with flooding from the
coming El Nino and wants to have that information on hand to inform the residents that those
valves are a requirement from the Army Corps of Engineers.
