RESOLUTION NO. 95-10
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ROSEMEAD, CALIFORNIA, SUPPORTING A GRANT APPLICATION
MADE BY THE CITY OF SOUTH EL MONTE TO THE UNITED
STATES ENVIRONMENTAL AGENCY
WHEREAS, The United States Environmental Protection Agency, under the
"Brownfields Economic Redevelopment Initiative", is funding five new two-year
demonstration pilot projects for redeveloping abandoned or underutilized industrial of
commercial and potentially contaminated lands; and
WHEREAS, these grants will be used to test redevelopment models, direct
special efforts toward removing regulatory barriers without sacrificing protectiveness
and facilitate coordinated efforts at the federal, state and local levels; and
WHEREAS, the City of South El Monte intends to make an application to the
United States Environmental Protection Agency under the "Brownfields Economic
Redevelopment Initiative" for the purpose of assisting the South El Monte Operable
Unit coordinate, plan and implement a community based program of education, project
management and administration, to permit the affected property owners and
businesses to control, manage and expedite the remediation and redevelopment
process; and
WHEREAS, several businesses located in the City of Rosemead are part of the
South El Monte Operable Unit and may be subject to Special Notice letters from the
U.S. EPA listing them as principal responsible parties.
NOW, THEREFORE, the City Council of the City of Rosemead does resolve as
follows:
1. To support the City of South El Monte in making its grant application to
the United States Environmental Protection Agency.
2. To draft a letter from the Mayor and City Council, supporting the South
El Monte grant proposal and its major tenants.
3. To work in coalition with the City of South El Monte, South El Monte
Operable Unit and other partner organizations to develop and coordinate
a community based program of education, project management,
financing and administration of the Remedial Investigations/Feasibility
Study (RI/FS) which will result in remediation and clearance of liabilities
in a more cost effective and expedious manner.
