RESOLUTION 95-"
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD
SUPPORTING THE MOTION BY THE SOUTH COAST AIR QUALITY
MANAGEMENT DISTRICT (SCAQMD) URGING THE ENVIRONMENTAL
PROTECTION AGENCY (EPA) TO APPROVE AND ENFORCE THE
PROVISIONS OF THE CALIFORNIA STATE IMPLEMENTATION PLAN
(SIP)
WHEREAS, the SCAQMD took action recently to urge Congress and the Executive Branch
to amend the Federal implementation Plan (FIP) for clean air to reduce the adverse economic impact
of its requirements on California; and
WHEREAS, the City Council of the City of Rosemead is on record in agreeing that the more
draconian measures of the Federal Implementation Plan (FIP) would be detrimental to California's
efforts to recover from an ongoing economic downturn; and
WHEREAS, there is general agreement among members of the SCAQMD Board, the
business community, local governments and the California State EPA that the State Implementation
Plan (SIP) meets the intent of the Clean Air Act while meeting the needs of the California business
community.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Rosemead
supports the following motions of the South Coast Air Quality Management District to:
(a) Urge Congress and the Federal Executive Branch to amend the Federal
Implementation Plan (FIP) of the Clean Air Act to significantly reduce its adverse impact
on the economic recovery taking place in California.
(b) Request that the Environmental Protection Agency (EPA) commit to the aggressive
enforcement of nationally applicable regulations, as outlined in the California State
Implementation Plan (SIP), for sources of air pollution within federal government's
exclusive regulatory jurisdiction, thus eliminating the need to implement locally the
requirements of the FIP and eliminating the competitive disadvantage that implementation
of the FIP, as currently written, would create in the South Coast Air Basin.
