CC - 1994-07 - Agency payment for the FY 1993-94 Concrete RepairRESOLUTION NO. 94-07 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD MAKING CERTAIN FINDINGS AND DETERMINATIONS WITH RESPECT TO REDEVELOPMENT AGENCY PAYMENT FOR THE FY 1993-94 CONCRETE REPAIR PROJECT ON VARIOUS STREETS WHEREAS, the concrete repair project will take place at various locations within and adjacent to the boundaries of Project Area No. 1; and WHEREAS, the concrete repairs to be constructed in areas within and adjacent to Project Area No. 1 will improve the area aesthetically and structurally; and WHEREAS, the total Agency obligation for the project shall not exceed twenty thousand dollars ($20,000). NOW, THEREFORE, the Rosemead City Council resolves as follows: Section 1. The City Council finds, determines, and declares: (a) The payment by the Rosemead Redevelopment Agency for the concrete repairs on various streets within and adjacent to Project Area No. 1 is of benefit to the Project Area. This finding is based on the fact that the street improvements made at the various locations will serve to improve the aesthetic appearance and infrastructure within and adjacent to Project Area No. 1. (b) That there are no other reasonable means of financing such buildings, facilities, structures or other improvements available to the community. Although the City has a General Fund surplus, the uncertainty of continuing municipal revenue sources militates against the depletion of the existing reserves until such time as revenue sources and major required expenditures are stabilized. (c) The payment by the Rosemead Redevelopment Agency for the specified curb, gutter, sidewalk, drive approaches and handicapped access ramps within the project area will eliminate blighting conditions within the project area by providing a "new" appearance on sidewalks, curbs and gutters, creating a more "pedestrian-friendly" environment for the business and residential portions of the project area. Section 2. The City Clerk shall certify to the adoption of this Resolution. PASSED, APPROVED and ADOPTED this 8th day of Fqbr-Vary, 1994. ATTEST:. ~MAYGIl2 _ ty'-Clerks I hereby certify that the foregoing Resolution No. 94-07 was duly and regularly adopted by the City^Council of the City of Rosemead at a regular meeting thereof held on the 8th day.of February, 1994, by the following vote: Yes: Clark, Taylor, Bruesch, Vasquez, McDonald No: None Absent: None- Abstain: None u G'C zc~✓ ~PIY CLERK +1 E.35:3 RESOLUTION NO. 94-08 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD OPPOSING THE PROPOSAL TO USE RECLAIMED WATER FOR REPLENISHING THE SAN GABRIEL VALLEY GROUNDWATER BASIN WHEREAS, a joint project of the upper San Gabriel Valley Water District, the San Gabriel Valley Municipal Water District, the Metropolitan Water District, and the Sanitation Districts of Los Angeles County proposes to utilize reclaimed water for uses up to and including recharging the San Gabriel Valley groundwater basin; and . WHEREAS, this project represents a scenario in which water ordinarily discharged in the ocean is captured, filtered, and piped to the Santa Fe Spreading Grounds for future natural filtering prior to being re-entered into the San Gabriel Basin; and WHEREAS, the San Gabriel Valley Water Reclamation Project represents initially on outlay of $25 million for construction of a pipeline and filtration facilities which would be funded by an annual $10 fee to be paid by Valley residents; and WHEREAS, the project displays significant merit with respect to its aim of reducing the San Gabriel Valley's dependence upon potable water imported from Northern California; and WHEREAS, the City Council of the City of Rosemead ordinarily supports the use of reclaimed water for specific purposes, such as providing water for golf courses and industrial uses; and WHEREAS, despite that support, the City Council of the City of Rosemead has reservations about the long term effects of recharging the San Gabriel Valley groundwater basin and its impact on the volatile organic compounds (VOC) extant in the basin. NOW, THEREFORE, BE IT RESOLVED that.although the City Council of the City of Rosemead supports, in concept, the use of reclaimed water for direct uses not requiring potable water, it does not support the proposal to replenish the San Gabriel Valley groundwater basin with reclaimed water at this time.
