CC - 1994-14 - Opposing the Inclusion of Landscaping and lighting districtRESOLUTION NO. 94-14 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD OPPOSING THE INCLUSION OF ANY PART OF ROSEMEAD WITHIN THE LANDSCAPING AND LIGHTING DISTRICT PROPOSED BY THE ALHAMBRA SCHOOL BOARD WHEREAS, the Alhambra School District Board of Education is in the process of forming a Landscaping and Lighting Assessment District which would be levied on thousands of property owners in the City of Rosemead; and 'WHEREAS, such Landscaping and Lighting Assessment District violates the spirit of Proposition 13 whereby the people of California mandated the right to vote on property tax increases; and WHEREAS, the so called public protest provisions are set so far above the realm of practicality so as to preclude any reasonable challenge; and WHEREAS, the Landscaping and Lighting Act allows arbitrary and unlimited taxing powers with virtually unlimited increases in future years; and WHEREAS, the children living in Rosemead do not attend any elementary schools in the Alhambra School District, and therefore, would not receive the benefits that would be received by elementary children in the Alhambra City School District; and WHEREAS, proponents of the assessment have justified its passage with an uninformed argument that the City of Rosemead does not offer an adequate level of activities for its youth; and WHEREAS, the City of Rosemead has spent $1,300,000.- constructing the Jess Gonzales Sports Complex, $700,000 revamping Garvey Park, in excess of $150,000 annually providing afterschool activities, in excess of $250,000 providing year round aquatics services, and more than $150,000 annually funding the SANE and GAPP programs; and WHEREAS, the City of Rosemead is currently considering additional options providing additional facilities that would provide a variety of youth programs and activities; and WHEREAS, because the City Council of the City of Rosemead considers its efforts in providing such programs to represent a commitment of resources which exceeds the standards established elsewhere in the San Gabriel Valley in quality and quantity, it opposes the establishment of an additional tax burden upon its residents to fund duplicative and potentially inferior youth programs. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Rosemead opposes the inclusion of any part of Rosemead within the Landscaping and Lighting District proposed by the Alhambra School District.
