Valley Boulevard, Rosemead, California. The Pledge to the Flag was led by Agencymember Taylor The Invocation was led by Agencymember Clark ROLL CALL OF OFFICERS: Present: Agencymembers Clark, Vasquez, Taylor, Vice Chairman Bruesch, and Chairman Imperial Absent: None APPROVAL OF MINUTES: NNE 26, 2001 - REGULAR MEETING MOTION BY VICE-CHAIRMAN BRUESCH, SECOND BY AGENCYMEMBER TAYLOR that the Minutes of the Regular Meeting of June 26, 2001, be approved as submitted. RRA RESOLUTION NO. 2001-13 CLAIMS AND DEMANDS The following Resolution was presented to the Agency for adoption: RESOLUTION NO. 2001-13 - CLAIMS AND DEMANDS A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF ROSEMEAD ALLOWING CERTAIN CLAIMS AND DEMANDS IN THE SUM OF $171,923.31 AND DEMANDS NO. 6392 THROUGH 6414 MOTION BY VICE-CHAIRMAN BRUESCH, SECOND BY AGENCYMEMBER VASQUEZ that the Agency adopt Resolution No. 2001-13. Vote resulted: Yes: Vasquez, Bruesch, Imperial, Clark, Taylor No: None Absent: None Abstain: None The Mayor declared said motion duly carried and so ordered. 2. RESOLUTION NO. 01-14 - A RESOLUTION OF THE ROSEMEAD REDEVELOPMENT AGENCY DETERMINING THAT A STATE OF EMERGENCY EXISTS REGARDING THE CONTINUOUS, RELIABLE OPERATION OF TRAFFIC SIGNALS IN AND ADJACENT TO PROJECT AREAS NO. 1 AND NO. 2 RRAMIN:7-10-01 Page N I • 0 VERBATIM DIALOGUE BEGINS: AGENCYMEMBER GARY TAYLOR: This particular letter, as far as...when is the schedule for rolling blackouts? Is it state-wide, do they rotate it? What is the procedure? DON WAGNER, ASSISTANT CITY MANAGER: It had to do with the grid and the ability to deliver, and Margaret, correct me if I'm wrong on this, but it's the ability to deliver the electricity via the existing grid to certain areas. Remember in the past they had a problem with the reason they had a rolling blackout up north was their inability to get energy from where it was produced up to that location. In other words, we might have plenty of it here in Southern California, but we may not be able to get it to San Francisco. I have a comminque, Bill, what's the date of that last letter from Edison on the rolling blackouts? Was that the 27a' or 28`s. VICE-CHAIRMAN BRUESCH: We're being blessed with the cool weather. When it's cool weather we don't have as many problems. TAYLOR: My understanding is that this rotation is to be state-wide, and from one hour is what they're supposed to be, and we're to be notified one hour ahead. WAGNER: Maybe notified one hour.... CHAIRMAN IMPERIAL: There are some grids that are exempt. TAYLOR: Yes. This is one right here where we're sitting. I don't know where it covers. This program does not cover Rosemead Boulevard. IMPERIAL: We did get a copy of the grids though. TAYLOR: But, Rosemead Boulevard is not covered by this.... WAGNER: By the UPS. BRUESCH: I had that question too. Caltrans does not have to participate in this? TAYLOR: I'mjust reluctant to...it's $250,000 estimated to start with. My understanding is the way it is now, the energy that we're going to have, this is July now, actually within the month or so there is another generator coming on. I don't know how big it is. There's a second one that's due to come on. The way it's been going up in Sacramento, there's a lot of heat up there, and the generators are coming back online. So, I can't justify that this point... if we could wait two or three months and find out what's happening. But right now I can't support it for that reason. IMPERIAL: Are you referring to the heat the Governor's going through? TAYLOR: No. I'm talking about the producers that are starting to admit what has actually happened. IMPERIAL: It all started in Texas. TAYLOR: They're confessing to what they've done, and it's obvious. I guess some judge ruled... there may not even be a refund. When you think about $9 billion and where this judge came from I have no idea, but you can always find ajudge to suit your case. IMPERIAL: I think they all ought to go to jail, including that judge. That's my feeling. TAYLOR: Anyway, I can't support it at this time, because the energy is coming back. IMPERIAL: I can understand that. RRAMIN:7-10-01 Page a2 0 BRUESCH: I think just the opposite. I think an ounce of prevention is very, very important right now. I do have a couple of questions. The charging system, is it solar or conventional? KEN RUKAVINA, CITY ENGINEER: It's conventional electricity... BRUESCH: In a prorated sense, battery replacement five or seven years, what would each battery replacement cost? RUKAVINA: The battery shelf life is about 5-7 years, $175.00 each, there are six of them for each controller. BRUESCH: My question is again, Caltrans doesn't have to do it. Are they amenable to the situation? Have you talked to them at all? RUKAVINA: We've had discussions with them early on and they said they are amenable to it. BRUESCH: If we do it and they don't have to pay for it. RUKAVINA: They are starting to retrofit their signals with LED's. For example the red arrows on Rosemead Boulevard are LED's. BRUESCH: The money, the $250,000, where is that going to be transferred from, is that general fund? WAGNER: No, we're proposing to spend Agency money on it. BRUESCH: We're not going out for any type of grant, because I know we got a grant for the LED's. RUKAVINA: We did get grants for the LED's. There are no grants available for this type of project. We could look in AQMD funds except that there is no way to justify that there would be a reduction in emissions. BRUESCH: I just think that this system is extremely important. Not only just for the energy crisis. We're talking about any kind of public emergency, up to and including major earthquakes that might knock out the lights. At least we'd have some type of backup in our system. I think, if I'm not mistaken, a lot of the cities around here are either in the process of implementing or looking into implementing this type of thing. TAYLOR: I don't know of a single one, Bob. There's one down in Orange County, the first one to do it nationwide. I don't know of another one around here that has. BRUESCH: I would move that the Agency expend the funds for the backup system. AGENCYMEMBER VASQUEZ: I second it. IMPERIAL: It's been moved and seconded. Any questions? AGENCYMEMBER CLARK: Mr. Chairman. I would like to echo what Bob said about other emergencies. I think this is something that we... it's a good investment for other emergencies to have in place for the safety of our residents and people that are driving through the City. MOTION BY VICE-CHAIRMAN BRUESCH, SECOND BY AGENCYMEMBER VASQUEZ that the Agency adopt Resolution No. 01-15. Vote resulted: Yes: Vasquez, Bruesch, Imperial, Clark No: Taylor Absent: None Abstain: None The Chairman declared said motion duly carried and so ordered. Agencymember Taylor stated that he voted no for the same reasons as in the aforementioned item. 4. DEVELOPMENT PROPOSAL FOR A MC DONALD'S RESTAURANT WITH INDOOR PLAYPLACE TO BE LOCATED AT 8548 EAST VALLEY BOULEVARD The consultant representing the owners has requested a continuance for thirty days. There being no objection from the Council, this item will be deferred for thirty days. Vice-Chairman Bruesch asked if there have been any positive responses from restaurants that have been contacted. Brad Johnson, Planning Director, responded that a response has been received from the El Cholo chain. However, one of the owners is experiencing difficulty in obtaining the rights to that name. No other responses have been received. Vice-Chairman Bruesch requested that the developer provide some indication that contact has been made with other sit-down restaurants. Mr. Bruesch stated that he does not want the situation to occur whereby the McDonald's project is approved and the developer then states that they could not interest a sit-down restaurant and now wants to go back to the original plan of building just offices. 5.
