RESOLUTION NO. 94-26
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ROSEMEAD, CALIFORNIA,
APPROVING THE DESIGNATION OF CERTAIN CENSUS TRACTS
FOR NOMINATION AS A FEDERAL ENTERPRISE COMMUNITY
WHEREAS, the United States Congress has adopted and the President has
approved the Omnibus Budget Reconciliation Act of 1993 (Public Law 103-66); and
WHEREAS, the Omnibus Budget Reconciliation Act of 1993 contains certain
provisions of federal law relating to a community economic development and human
resources development initiative, including without limitation the initiatives offered under
26 United States Code Section 1391-1397D and 42 United States Code Section 1397f;
and
WHEREAS, the Cities of El Monte, Irwindale, Rosemead, and South El Monte have
associated as a group called the Central San Gabriel Valley Cities (CSGVC), for the
purpose of coordinating a cooperative and integrated approach to enhancing economic
opportunities, achieving sustainable community development, fostering community-based
partnerships, and linking economic, human, physical, and community development under
a mutually-reinforcing program which may be available under the Omnibus Budget
Reconciliation Act of 1993, as well as State Law.
NOW, THEREFORE, the City Council of the City of Rosemead does hereby
resolve as follows:
SECTION 1. The City Council has considered various reports as submitted by the
City staff regarding certain provisions of the Omnibus Budget Reconciliation Act of 1993
which provide for a community economic development and human resources
development initiative known as "Enterprise Communities." Based upon these reports,
together with other information available to the City Council, the City Council determined
that the community economic development and human resources development initiatives
as may be available under the Omnibus Budget Reconciliation Act of 1993 would benefit
and compliment the community and human resource objectives of the City.
SECTION 2. The Central San Gabriel Valley Cities have determined that certain
census tracts satisfy the eligibility requirements and regulations as adopted by the United
States Department of Housing and Urban Development implementing portions of the
Omnibus Budget Reconciliation Act of 1993 and Section 2007 of Title XX of the Social
Security Act (42 USC Section 13970 with respect to the designation of enterprise
communities, and that the United States population census Tract Nos. 433300, 433400,
433500, 433602, 482401, 404600 collectively satisfy all of the eligibility criteria contained
in 59 Federal Register 26986-2712, dated January 18, 1994 (Temporary Regulations 24
CFR par 597). United States population census Tract Nos. 4336.02 and 4824.01 is
located within the City of Rosemead.

SECTION 3. The City Council hereby approves, supports, and nominates for
review and designation as an Enterprise Community, as authorized by the Omnibus
Budget Reconciliation Act of 1993, those population census tracts identified in Section 2
of this Resolution, and more specifically, formally nominates the United States population
census tract located within the City's jurisdiction. The City Council calls upon each of the
other cities which are cooperating under the auspices of the Central San Gabriel Valley
Cities to take such appropriate actions as to complete the nomination of one or more of
the population census tracts as identified in Section 2 of this Resolution in accordance
with 24 CFR Section 597.200(b). The City Council further calls upon the Office of the
Governor of the State of California to concur with the Central San Gabriel Valley Cities in
the nomination of the population census tracts as described in Section 2 of this
Resolution in accordance with 24 CFR 597.200(b). The City Clerk is hereby authorized
and directed to transmit a copy of this Resolution to the mayor and city council of each
of the other municipalities participating in the effort of the Central San Gabriel Valley
Cities.
SECTION 4. The United States Department of Housing and Urban Development
has previously made a finding that the enterprise community program as authorized under
26 United States Code Section 1391, et seq., shall have no significant impact with respect
to the environment in accordance with 24 CFR Part 50, implementing provisions of the
National Environmental Policy Act of 1969, as amended. The City Council hereby finds
and determines that the actions comtemplated under this Resolution, including feasibility
and planning studies, do not require consideration at this time of environmental factors
under the provisions of the California Environmental Quality Act of 1970, as amended
("CEO X).
SECTION 5. The City staff is hereby authorized and directed to participate in the
preparation of a written project proposal, final strategic plan and budget and to participate
in the conduct of community and public meetings in support of the submission of the
nomination and application materials for the Enterprise Community nominated in Section
3 of this Resolution in cooperation with the Central San Gabriel Valley Cities. The City
staff shall submit a written copy of the Strategic Plan to the City Council for its final review
and approval at the earliest feasible date.
SECTION 6. Subject to the approval of the Strategic Plan by the City Council in
consultation with each of the other Central San Gabriel Valley Cities, the City Manager
and/or the Mayor are authorized and directed to prepare and execute on behalf of the
City of Rosemead each of the certificates referenced in 24 CFR Section 597.202(b) as
may be required to be submitted in connection with the nomination of the Enterprise
Community as designated Section of this Resolution.

SECTION 7. This Resolution shall take effect upon its adoption. The City Clerk
shall certify to the adoption of this Resolution.
