CC - 1994-59 - Public Hearing on Trade and TariffsRESOLUTION NO. 94-59 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD REQUESTING FULL PUBLIC HEARINGS ON THE GENERAL AGREEMENT ON TRADE AND TARIFFS (GATT) WHEREAS , Congressional discussion on the General Agreement on Trade and Tariffs (GATT) has been put on the "fast track" without full public hearings, thus limiting debate and taking place during a session of Congress in which many members who were not re-elected, and therefore, may not consider themselves accountable to the electorate; and WHEREAS, the notion of debating an idea of such worldwide impact in a special session called at the beginning of the Holiday Season serves only to stifle open debate and creates a situation in which Congress assumes sovereignty over the legislative process in contempt of the will of their constituents for open and honest government; and WHEREAS, the recent election stated clearly the desire of the electorate to retain control over the governmental instruments they created; and • WHEREAS, the current Congressional strategy to force approval of the Agreement through a lame-duck Congress during a special session displays an obvious contempt for an open and informative debate about important issues; and WHEREAS, the City of Rosemead and the State of California continue to suffer from the effects of a sluggish economy and high unemployment and deserve a thorough explanation of the , potential impact of GATT on the domestic economy; and qt WHEREAS, the people of the City of Rosemead and the United States deserve adequate w answers and assurances about the potential impact of GATT on American patents, American political sovereignty, the position of American trade in the world market and other complex issues. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Rosemead requests the postponement of Congressional action on GATT and an assurance from the Congressional leadership that this item will benefit from open and complete discussion of related issues.
