A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ROSEMEAD IMPLEMENTING A CONGESTION MANAGEMENT
LAND USE ANALYSIS PROGRAM
WHEREAS, the Legislature of the State of California has
adopted legislation requiring the preparation of a countywide
Congestion Management Program (CMP); and
WHEREAS, pursuant to the requirements of the Congestion
Management Program, every city within the County is required
to implement a Land Use Analysis Program; and
WHEREAS, all development projects that are required to
prepare an Environmental Impact Report will be subject to the
Land Use Analysis Program; and
WHEREAS, the Land Use Analysis Program shall be
incorporated into the present Environmental Impact Review
guidelines of the City of Rosemead.
NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS:
The City of Rosemead shall review developments, for which
an EIR is required, to determine the resultant
transportation impacts the proposed project will have on
the regional transportation system of the CMP. The
review shall be in the form of an analysis incorporated
into the EIR. The review shall be conducted consistent
with the Transportation Impact Analysis Guidelines
contained in the current CMP and amended from time to
time.
