RESOLUTION NO. 93-21
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ROSEMEAD SUPPORTING AN EXTENSION
OF A 1/2 CENT STATEWIDE SALES TAX BEYOND
THE SCHEDULED "SUNSET" DATE OF JUNE 30, 1993
WHEREAS, the City Council of the City of Rosemead operates from
the philosophy that expenditures and limited taxation are the
benchmarks of a sound public fiscal policy; and
WHEREAS, the City of Rosemead incorporated in 1959 as a "No
Property Tax" City, supported Proposition 13 in 1978, and generally
holds firm in the belief that excessive taxation is an anathema to
good public policy; and
WHEREAS, the City Council of the City of Rosemead considers the
current statewide fiscal crisis to be the most pronounced challenge
to policy makers since the Great Depression of the 1930s; and
WHEREAS, the temporary 1/2 cent sales tax enacted by the
Legislature in 1991 represents an annual revenue base of
approximately $1.2 billion dollars in a time when the State of
California anticipates a budget deficit ranging from $10 to $12
billion this fiscal year; and
WHEREAS, the City Council of the City of Rosemead opposes the
shifting of the tax burden from the State to the local level; and
WHEREAS, it is the opinion of the City Council of the City of
Rosemead that prudent fiscal management during this current time. of
crisis requires a necessary extension of that 1/2 cent sales tax
beyond the scheduled June 30, 1993 "sunset" until such time that
statewide revenues are stabilized and no longer ravaged by the
effects of a lingering economic downturn; and
. WHEREAS, the City Council of the City of Rosemead supports this
measure only as a necessary means of stabilizing the State's economic
condition and as a compromise measure in a year when the City Council
is working vigorously with the State Legislature in protecting State
subventions due to the City of Rosemead.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Rosemead supports the extension and continuation of the temporary 1/2
cent sales tax now in place throughout the State of California until
such time when economic conditions recover sufficiently to ensure
adequate delivery of necessary services and subventions provided by
the State.
