CC - 1993-37 - Supporting SB 778RESOLUTION NO. 93-37 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD SUPPORTING SB 778 (DILLS) WHEREAS, the City of Rosemead supports the use of reclaimed water for appropriate uses whenever and wherever possible; and WHEREAS, periods of drought throughout California threaten to create water shortages, thus requiring all water users to consume potable water supplies whenever possible; and WHEREAS, the Rosemead City Council considers payment by the Sanitation Districts of Los Angeles County to a private water company for the right to use its own reclaimed water at its own facilities to be a disincentive for maximizing such usage; and WHEREAS, the Rosemead City Council recognizes that private water companies are entitled to fair compensation for capital improvements made at the landfill site in question; and WHEREAS, the County Sanitation Districts have offered just compensation for capital improvements made by the San Gabriel Valley Water Company at the Puente Hills Landfill site; and WHEREAS, SB 778 (Dills) would exempt from the State Service Duplication Law, the use of reclaimed water by a public entity at that entity's own facilities; and WHEREAS, in this period of budget crisis and fiscal constraints, local agencies have a duty to the public to manage their operations as efficiently and inexpensively as possible. WHEREAS, it is the opinion of the Rosemead City Council that SB 778 offers a reasonable solution to the specific reclaimed water issue presented at the Puente Hills Landfill. NOW, THEREFORE, be it resolved that the City Council of the City of Rosemead supports SB 778 (Dills) and authorizes the City Clerk to forward copies of this Resolution to members of the California State Legislature.
