LAZZARETTO, CITY MANAGER DATE: FEBRUARY 13, 2007 SUBJECT: ACCEPTANCE OF BIDS AND AWARD OF CONTRACT FOR VIRGINIA STREET IMPROVEMENTS SUMMARY On January 11, 2007, bids were received for the subject project, which provides for the reconstruction of Virginia Street from Denton Avenue to the west end, and construction of a new segment of Strathmore Avenue from Virginia Street to Garvey Avenue. The City Council will consider award of the contract to the lowest bidder, Garcia Juarez Construction, Inc., in the amount of $619,275.00. • Staff Recommendation Staff recommends that the City Council accept all bids and award the contract for the Virginia Street improvement project to Garcia Juarez Construction, Inc. in the amount of $619,275.00, and authorize the Mayor to sign the contract on behalf of the City. ANALYSIS The following bids were received for the subject project on January 11, 2007: 1. Garcia Juarez Construction, Inc. $619,275.00 2. PCN3, Inc. $639,443.30 3. Sully-Miller Contracting Company $661,485.00 4. SRD Engineering, Inc. $707,117.00 5. Gentry Brothers, Inc. $755,795.00 1 Attached are copies of the three lowest bids, a bid analysis, and Dun and Bradstreet reports for each of the three low bidders. The bid submitted by Garcia Juarez Construction, Inc., 'a responsible contractor, is 5.2 percent below the Engineer's estimate of $653,725.00. The average bid for all of the bidders was $676,623.06. FINANCIAL REVIEW Funding for the Virginia Street improvements is included in the FY 06-07 Budget utilizing Community Development Block Grant (CDBG) funds.
