RESOLUTION NO. 90-15

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ROSEMEAD SUPPORTING THE PROCUREMENT.
OF PRODUCTS CONTAINING RECYCLED MATERIALS
WHEREAS, the City Council of the City of Rosemead recognizes the
importance of preserving limited and increasingly valuable landfill
space, conserving natural resources, and protecting the environment;
and
WHEREAS, solid waste management is a key issue facing this
region, whereby solutions will require multi-faceted approaches and
recycling is widely recognized as a major component in any solution;
and
WHEREAS, recycling is not limited to source separation or
collection of recyclables but also implies market development efforts
for products made with recycled or recovered materials; and
WHEREAS, AB 1462 requires County Solid Waste Management Plans
(CoSWMPs) to include a.20% recycling goal and a detailed plan of
action for reaching this goal which requires aggressive recycling
efforts by every city and county in the state; and
WHEREAS, AB 939 requires that on or before July 1, 1991, each
city shall prepare, adopt, and submit to the County in which the City
is located a source reduction and recycling element, of which one
component requires the description of methods that will be used to
increase the markets for recycled materials, including the evaluation
of procurement preferences for recycled products;
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the
City of Rosemead supports and will pursue the procurement of products
containing recycled materials whenever permitted by cost and
availability.
BE IT FURTHER RESOLVED, that the City's purchasing staff be
directed to incorporate this policy into its administrative
procurement program and that specific goals for the use of recycled
paper be developed for consideration by Council.
