RESOLUTION NO. 90-25
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF ROSEMEAD IN
SUPPORT OF PROPOSITIONS 111 & 108
WHEREAS, the State of California faces monumental challe ges
meeting dramatically increased law enforcement and public s ety
needs, addressing spiraling health care costs, coping with
unprecedented population growth, managing traffic congest/ion and
teaching our children the skills necessary to compete /the modern
workforce; and
WHEREAS, Prop 111 would alter the government sp6nding limit to
allow state and local governments greater flexibil~£y in making use
of already collected tax dollars generated by CalYfornia's strong
economy to address these needs; and
WHEREAS, it would allow the state to inc ase user fees at 5
cent per gallon fuel tax increase this year "d an additional 1 cent
for each of the next four years to provide ncreased funding for
maintenance and improvement of highway and/~transit projects without
reducing funds for other critical programs; and
WHEREAS, basic funding guarantees provided to public schools on
the November 1988 ballot are retained* and
WHEREAS, without a change in th'e government spending limit, it
will be impossible to maintain the/generally high level of education,
transportation, health services, law enforcement, senior programs and
other vital services to the residents of California; and
WHEREAS, Propositions 111 and 108 are supported by a board
coalition including Governor George Deukmejian, State Superintendent
of Schools Bill Honig, California Association of Highway Patrolmen,
California Taxpayers Assoc]/ation, League of Women Voters of
California, California Chamber of Commerce, California Association of
Hospitals and Health Sys/tems, California Police Chiefs Association,
California State Automobile Association, County Supervisors
Association of Califor ia, League of California Cities, California
Council of Police n Sheriffs, California Transit Association,
Californians for Hi er Education, Californians for Better
Transportation, St e Building and Construction Trades Council of
California, and m ny others; and
WHEREAS, reduction in the state's traffic congestion will
require substa tial investments in alternative methods of
transportatio in the expansion and construction of transit
facilities. The June 1990 ballot also contains a $1 billion general
obligation and for urban, commuter and intercity rail projects
including ART, MetroRail in Los Angeles and urban light rail to
address 'his need.

NOW, THEREFORE, BE IT RESOLVED that the Rosemead city council
supports passage of Prop 111, the Traffic Congestion Relief and
Spending Limitation Act of 1990 and Prop 108, the Passenger Rail and
Clean Air Bond Act of 1990 on the June 5, 1990 ballot.
PASSED, APPROVED AND ADOPTED this 8th day of May, 1990.
