A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ROSEMEAD AMENDING THE GENERAL PLAN FROM HIGH AND
LOW DENSITY RESIDENTIAL TO MEDIUM DENSITY RESIDENTIAL
FOR PROPERTY LOCATED AT 8849-8869 1/2 MISSION DRIVE
THE CITY COUNCIL OF THE CITY OF ROSEMEAD DOES HEREBY RESOLVE AS FOLLOWS:
Section 1. The City Council hereby finds and determines that a general
plan amendment was duly filed by Janstar Development Inc. requesting an
amendment to the General Plan from high and low density residential to medium
density residential for property located at 88849-8869 1/2 Mission Drive, or
more specifically identified within Exhibit "A", attached hereto; and that a
public hearing was duly scheduled for January 10, 1989, at 8:00 p.m. in the
Council Chamber of Rosemead City Hall, 8838 Valley Boulevard, Rosemead,
California; and that notice of time, date, place and purpose of the aforesaid
hearing was duly given according to law; and that a public hearing was duly
conducted at the aforementioned time and place.
Section 2. The Planning Commission of the City of Rosemead conducted a
duly noticed public hearing on December 5, 1988, to consider the subject
General Plan Amendment; and after consideration of public testimony did reach
findings and resolved to recommend approval of the General Plan Amendment to
the City Council as contained in Planning Commission Resolution 88-107.
Section 3. The City Council further finds that the General Plan calls for
this area to be high and low density residential; however, the existing
development of the property is a proposed 18-unit single-family project
developed to the R-2 standards. This causes an inconsistency between the
General Plan designation and the existing use. Therefore, it appears
reasonable to recommend that the Land Use Element of the General Plan be
amended to medium density residential.
Section 4. The City Council hereby finds that amending the Land Use
Element of the General Plan from high and low density residential to medium
density residential, as outlined above, will not have a significant adverse
effect on the environment.
Section 5. The City Council further finds that a Negative Declaration was
prepared in compliance with the California Environmental Quality Act (CEQA),
the guidelines for the implementation of CEQA, and Rosemead Resolution 75-28.
NOW, THEREFORE, BE IT RESOLVED that the City Council hereby adopted the
aforementioned amendments to the General Plan and the City Clerk shall certify
to the adoption of this resolution.
Section 6. That certain property located in the City of Rosemead and more
particularly described on Exhibit "A" attached hereto and incorporated herein
by this reference is hereby designated as medium density residential within the
General Plan.
Section 7. The General Plan of the City of Rosemead is hereby amended by
adding the additional General Plan designation described in Section 1 hereof,
and said map shall have noted thereon, "Amended on January 24, 1989."
Section 8. The City Clerk is directed to enter the date of adoption of
this Resolution in the appropriate space of Section 7 hereinabove.
Section 9. The City Clerk shall certify to the adoption of this resolution
and shall transmit a copy of said resolution to the Planning Department to
allow for changing of the official map as described in Section 2.

I hereby certify that the foregoing Resolution 89-4 was duly and regularly adopted
by the City Council of the City of Rosemead at a regular meeting thereof held.on
the 24th day of January, 1989; by the following vote:
