A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD
SUPPORTING A FEDERAL CONSTITUTIONAL AMENDMENT EXPRESSING
STRONG DISAGREEMENT WITH THE UNITED STATES SUPREME COURT'S
DECISION TO ALLOW THE DESECRATION OF THE AMERICAN FLAG AND
WHICH BANS THE DESTRUCTION OF THE FLAG
WHEREAS, the Stars and Stripes of the Flag of the United States
of America symbolizes freedom and liberty throughout the world; and
WHEREAS, the City of Rosemead has long established itself as a
staunch supporter of the symbols and philosophies represented by the
flag of the United States of America; and
WHEREAS, the City Council of the City of Rosemead dedicated a
Vietnam Veterans' Memorial built in memory of six brave young men
from the community who made the ultimate sacrifice in defense of the
American flag; and
WHEREAS, the United States Supreme Court ruled recently that
destruction of the American flag was allowable and protected by the
First Amendment guarantee of "freedom of expression;" and
WHEREAS, the Supreme Court's action to protect the desecrating,
mutilating, defacing, defiling and burning of the Flag of the United
States is totally reprehensible; and
WHEREAS, it would require an amendment to the Constitution of
the United States of America to ban the desecration of the flag
nationwide; and
WHEREAS, it is the opinion of the City Council of the City of
Rosemead that the significance of the American flag as a symbol of
freedom and achievement cannot be overstated. .
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Rosemad, as follows:
Section 1. The members of the City Council of the City of
Rosemead, California, wish the Supreme Court of the United States to
know in no uncertain terms that they are outraged by the decision to
constitutionally protect the desecration and burning of the Flag of
the United States. The City Council regards the burning, defilement
and desecration of the Flag of the United States as not worthy of
constitutional protection. The City Council regards the burning,
defilement, desecration and burning of our Nation's flag as criminal
in purpose and intent and offensive to the ideals symbolized by the
Flag.

Section 2. The City Council of the City of Rosemead supports the
efforts of Senator Robert Dole, Senator Strom Thurman, and
Congressman Robert K. Dornan to seek legislative remedies and to
initiate a federal constitutional amendment to ban the desecration
and destruction of the American flag.
Section 3. Copies of the Resolution shall be sent to California
Governor George Deukmejian, to the United States Senators Alan
Cranston and Pete Wilson, Congressman Matthew Martinez, and all
members of the California Senate and Assembly.
NOW, THEREFORE, BE IT, RESOLVED that the City Council of the City
of Rosemead supports a Constitutional ban on the desecration and
destruction of the American flag.
BE IT FURTHER RESOLVED that this resolution be forwarded to the
Senate and the Congressional delegation and State legislators
representing the City of Rosemead.
PASSED, APPROVED, AND ADOPTED this 11th day of July, 1989.
